The purpose of this paper is to address some theoretical aspects - concepts that contribute to reflection on the specific role of the current Latin American intellectual. The contributions of various authors will help us to characterize a role that is constantly rethinked, analyzed and disputed. The proposal is to retake the theoretical developments in the category "intellectual" from Antonio Gramsci and Immanuel Wallerstein mainly, but making reference to its most intense moments in the 60-70 decades with Sartre and Foucault in Europe. It also highlights the contributions made by Pierre Bourdieu, Sousa Santos and the contributions to Latin America by Fals Borda, Florestan Fernandez, Octavio Ianni and Eliseo Veron, among others. Also included are examples of statements for the EZLN by Subcomandante Marcos and refers to the analysis performed by Julio Gambina and Daniel Campione for the Argentine case. It’s not the interest of this work to arrive at definitions finished about the social function of intellectual debate but to contribute to a not new but always applicable, which should be a breakthrough for each of our practices in the different social areas in which we daily work.

Abstract The objective of this study is to investigate the nature of the social function principles of land rights within the theoretical and juridical perspective and its implementation in Indonesia. This research used the sociological or empirical research method to view the effectiveness of law in society. The result of research shows that the nature of social function principles of land rights theoretically is an acknowledgement of individual, social, and public interests in lands. The juridical basis of the social function principles of land rights refered to Article 6 of Law Number 5 of 1960 regarding Basic Regulations for Agrarian welfare. The social function principles are materialized in various law norms that are land reform, land consolidation, land redistribution, abandoned land controlling, and land provision for public interest. The government through the National Land Agency controls land affairs as to protect its citizens’ land rights. The implementation of the social function principles of land rights is also done through the community empowerment program, namely: Pokmasdartibnah (community groups which are aware of land affairs) established by the National Land Agency and participation through Consortium Agrarian Reform, which establishes Damara (Advanced Land Reform) villages. Penelitian hukum ini bersifat sosiologis atau empiris untuk melihat efektivitas hukum di masyarakat. Hasil Penelitian menunjukkan, bahwa asas fungsi sosial hak atas tanah secara teori merupakan pengakuan atas kepentingan perorangan, kepentingan sosial dan kepentingan umum atas tanah. Landasan yuridis asas fungsi sosial hak atas tanah, didasarkan pada Pasal 6 Undang-Undang Nomor 5 tahun 1960 tentang Pokok-Pokok Agraria sebagai amanah konstitusi tentang pentingnya perlindungan tanah bagi sebesar-besar kemakmuran rakyat. Asas fungsi sosial hak atas tanah diwujudkan dalam berbagai norma hukum, tentang landreform, konsolidasi tanah, redistribusi tanah, penertiban tanah-tanah terlantar, dan pengadaan tanah untuk kepentingan umum. Pemerintah melalui BPN, melakukan pengendalian pertanahan untuk memberikan perlindungan hak-hak warga negara atas tanah. Penerapan asas fungsi sosial hak atas tanah juga dilakukan melalui program pemberdayaan masyarakat dengan membentuk Pokmasdartibnah (Kelompok Masyarakat Sadar Tertib Pertanahan) oleh BPN, dan adanya partisipasi Konsorsium Pembaharuan Agraria (KPA) membentuk Desa Maju Reforma Agraria (Damara). High-grade ecological and productive functioning of a soil cover is considered as the important precondition of effective social policy of Ukraine - maintenance of a society with comfortable vital conditions and unconflictness by harmonious mutual relations between its various layers. Performance of social function of a soil cover is promoted balanced soilprotection agriculture, absence of soil degradations, the various help of the state to land users. In the paper it is paid attention to unresolved problems in the agriculture, interfering qualitative realization of social function, examples from practice of social policy of some countries are resulted, offers on improvement of agrarian strategy and land reform in the Ukraine are proved. The soil cover and constant care of its condition should become an obligatory component of the state social program.

RESUMENEl desarrollo sostenible es manejado como uno de los puntos importantes en las agendas del siglo XXI, es un concepto que las empresas deben contemplar en las actividades que realizan para cumplir con la Responsabilidad Social Empresarial. El presente trabajo pretende abordar los aspectos teóricos sobre las Memorias de Sostenibilidad así como mostrar que pueden ser consideradas como un instrumento de información de la Responsabilidad Social de las Empresas. Se hace un estudio en la base de datos de la Corporate Register del 2006 al 2011 respecto de la presentación de las Memorias de Sostenibilidad en América Latina; el reporte es de corte cualitativo de carácter descriptivo, con un análisis deductivo. Se puede percibir en el estudio que es de carácter exploratorio que las empresas de América Latina han incrementado de manera significativa la presentación de Memorias de Sostenibilidad así como un incremento en el número de empresas que las realizan, además de contemplar a la Responsabilidad Social Empresarial como parte de su misión y visión.Palabras clave: memorias de sostenibilidad, Responsabilidad Social Empresarial, América Latina. Memories of Sustainability in Latin America: instrument of information of the Social Responsibility of the CompaniesABSTRACTThe sustainable development is managed to be one of the important aspects in the planners of 21th century, it is a concept that companies have to contemplate in the activities they realize to achieve corporate social responsibility. this work pretends to raise the teoric aspects about sustainability report, and to show that they can be considered as an information instrument of social responsibility of the companies. a study has to be done in the data base of corporate register from 2006 to 2011 about the presentation of the sustainability report in Latin America; the report is qualitative and descriptive kind, with deductive analysis. in the study it can be perceived that is explorative that companies in Latin America have increased in a significative way the presentation of sustainability report, just as an increase in the number of companies that realize them, besides contemplating corporate social responsibility as part of their mission and vision.Keywords: sustainability report, Corporate Social Responsibility, Latin America.

It is easy to see that social robots will need the ability to detect and evaluate deceptive speech; otherwise they will be vulnerable to manipulation by malevolent humans. More surprisingly, we argue that effective social robots must also be able to produce deceptive speech. Many forms of technically deceptive speech perform a positive pro-social function, and the social integration of artificial agents will be possible only if they participate in this market of constructive deceit. We demonstrate that a crucial condition for detecting and producing deceptive speech is possession of a theory of mind. Furthermore, strategic reasoning about deception requires identifying a type of goal distinguished by its priority over the norms of conversation, which we call an ulterior motive. We argue that this goal is the appropriate target for ethical evaluation, not the veridicality of speech per se. Consequently, deception-capable robots are compatible with the most prominent programs to ensure that robots behave ethically.
