Based on the data collected from the Chinese most authoritative website RenMinWang(人民网, a national website of China official media)’s forum Local Leaders Message Board (LLMB), using logistic regression model, the author analysis 100788 appeal texts on LLMB, covered 30 Chinese provinces. This paper use Big Data and text mining method to analysis the influencing factors of the satisfaction on the interaction between government and netizen. The empirical results show that: the efficiency of government responsiveness significantly improves netizen's satisfaction. In the government response text, the higher the policy complexity is, the lower satisfaction it will get from the netizen. The network interaction between the government and the netizen meets the expectation-value theory. The netizen’s appeal to the Chinese provincial leaders will get a lower satisfaction level of the government’s response, it maybe caused by their appeal’s complexity of solving. Also if the government response text are to long, and if there are more policy and laws, it will get a lower probability of satisfaction.

In this article, we share themes and tensions experienced by humanities faculty undertaking a scholarship of teaching & learning (SoTL) project as part of a multi-campus, grant-funded initiative. Faculty participants in the project iteratively transformed a course to improve one or more aspects of their students’ learning over a three-year period and documented the process and results in a course portfolio. To support their individual and collaborative work, each of the four campuses had a local leader, and participants met regularly with campus teams, convening with the full group annually for cross-campus knowledge exchange and peer review. At the project conclusion campus leaders gathered participant reflections and discovered a pattern of tensions that included: disciplinary ways of knowing, ways to represent knowing, and ways of writing and sharing. These tensions are similar to those identified elsewhere and can be potential impediments to this work for some in the humanities. Explicitly addressing those potential tensions while helping faculty see how their own disciplinary approaches can help them investigate their course practices is a useful first step toward more contributions from humanities scholars.

The paper resumes a topic the author approached in severa[ instances beginning with 1987: some specific terms referring to the semantic sphere Herrscherschafi. In Romanian, ban, jupîn, stăpîn and probably also cioban reflect the indigenous Thracian substratum; these forms also reflect the archaic Indo-European Herrschersujfzx -n-. In Slavic, their equivalent forms ban, župan and stopan reflect either a Late Thracian or (Proto-)Romanian influence. Equally Rom. vătaf reflects the substratum influence, whereas Slavic vatah, vatak, vataš reflects the same borrowing. On the other hand, Slavic gospodƄ, belongs to the archaic Proto-Slavic core elements, while cěsaŕƄ, reflect a Germanic influence. Finally, Rom. boier is an East-Romance innovation derived from bou 'ox' and initially meant 'owner of cattle = rich man', a traditional association between cattle-owners and richness. The word had a large distribution from the early Middle Ages until late in the 20th century.In a paper written some 15 years ago (Paliga 1987, in Linguistica, Ljubljana) 1 dared suggest that a series of Romanian and Slavic terms referring to social and political organisation, specifically ban (1) 'master, local leader' and (2) 'coin, money' (2nd sense derived from the lst one),jupîn (formerly giupîn) 'a master', 'a master, a lord', cioban 'a shepherd', rather reflect a compact etymological group of Pre-Romance and Pre-Slavic origin (including cioban, incorrectly considered a Turkish influence, seemingly starting from the erroneous, but largely spread hypothesis that intervocalic -b- in Romanian would rather suggest a newer origin 1 ). To these, on another occasion, I added the form vătaf,vătah (also with parallels in some Slavic languages, Paliga 1996: 34-36) and on another occasion 1 analysed the form boier, also spread in many neighbouring languages, which has often been considered either of unknown origin or again of Turkic (not Turkish, i.e. Ottoman) origin (Paliga 1990; see also our main studies gathered together in a single volume, Paliga 1999).

<p>Direct local leader elections (Pilkada) had replaced indirect local elections. It based on the spirit of people empowerment to participate choosing local leaders more democratic. Responsiveness is an important element besides participation which represent local democracy. These two variables will decide the local elections that can enhance the quality of local democracy. This paper uses qualitative methodology to analyze the data of participation and responsiveness of Pilkada as an important variables in local democracy. People participation in Pilkada is not as high as the participation in New Order elections. Their participation are more substantive because accompanied assessment of the level of responsiveness of a local leader. Incumbent successful running of local responsiveness will get continued success as the next local elections victory. In contrast, incumbent who failed in the implementation of responsiveness will obtain defeat. Victory and defeat incumbent in the election can be stated that the relevance of participation and responsiveness become very important in the local democratic process as a whole.</p>

This chapter begins by discussing the 1917 lynching of Ell Persons and the subsequent reaction of the black community to this extra-legal violence. In the aftermath of the lynching Church and his friend James Weldon Johnson used the platform of the Lincoln League to rally more support from black voters in the city, and helped to establish an NAACP branch in Memphis. As a result, Church would be named the director of the NAACP’s southern branches, thus cementing his legacy as a local leader.

This article addressed the local regulation cancelling mechanism and its legal consequence based on lex superiori derogat legi inferiori principle. The authorization of local area has contributed positively and negatively. Per June 2016, there have been 3,143 regulations voided or revised by Government including Local Government, Interior Ministry, and Governor: 111 Interior Minister’s decrees and 1,267 Local Regulations or Local Leader Regulations at Regency/City level. This figure consisted of 1,765 Local Regulations or Local Leader Regulations at Regency/City level: 111 Interior Minister’s Regulation or Decree and 1,267 Local Regulations or Local Leader Regulations at Regency/City level. The research method is normative juridical method involving document and regulations which related with the local regulation cancellation mechanism. Those data are sharpen with normative descriptive qualitative analysis. The result of research showed that legislator and drafter could not formulate a provision of Local Regulation freely but it should consider the higher legislations such as 1945 Constitution (thereafter called UUD 1945), Law, Government Regulation, and Presidential Regulation, and Local Regulation Cancellation can be made if the regulation disrupts concord between members of community, access to public service, public orderliness and composure, and economic activity to improve the people’s wellbeing, and or results in discrimination against ethnic, religion and belief, race, inter-group, and gender.

Abstract Background Ethiopia is one of the ten countries in the world that together account for almost 60% of all maternal deaths. Recent reductions in maternal mortality have been seen, yet just 26% of women who gave birth in Ethiopia in 2016 reported doing so at a health facility. Maternity waiting homes (MWHs) have been introduced to overcome geographical and financial barriers to institutional births but there is no conclusive evidence as to their effectiveness. We aim to evaluate the effects of upgraded MWHs and local leader training in increasing institutional births in the Jimma zone of Ethiopia. Methods A parallel, three-arm, stratified, cluster-randomized controlled trial design is being employed to evaluate intervention effects on institutional births, which is the primary outcome. Trial arms are: (1) upgraded MWH + religious/community leader training; (2) leader training alone; and (3) standard care. Twenty-four primary health care unit catchment areas (clusters) have been randomized and 3840 women of reproductive age who had a pregnancy outcome (livebirth, stillbirth or abortion) are being randomly recruited for each survey round. Outcome assessments will be made using repeat cross-sectional surveys at baseline and 24 months postintervention. An intention to treat approach will be used and the primary outcome analysed using generalized linear mixed models with a random effect for cluster and time. A cost-effectiveness analysis will also be conducted from a societal perspective. Discussion This is one of the first trials to evaluate the effectiveness of upgraded MWHs and will provide much needed evidence to policy makers about aspects of functionality and the community engagement required as they scale-up this programme in Ethiopia. Trial registration ClinicalTrial.gov, NCT03299491. Retrospectively registered on 3 October 2017.
