AbstractWe analyze the effectiveness of a vocational training (VT) programme targeting unemployed youth in Latvia, contributing to the scant literature on active labour market policies in transition countries. The programme we analyse is part of the Youth Guarantee scheme (2014–2020), the largest action launched by the European Union to combat youth unemployment after the 2008 financial crisis. Although the programme was targeted to youths aged between 15 and 29, priority was given to those younger than 25 years of age. We exploit this eligibility rule in a fuzzy regression discontinuity design framework to estimate the impact of VT participation on the probability of being employed and gross monthly labour income at given dates after the training. Using rich administrative data, we find that the age priority rule increased programme participation for the youngest group by about 10 percentage points. However, participation in the programme did not lead to statistically significant positive effects in labour market outcomes. We argue that this result could be due to some specific characteristics of the programme, namely the voucher system (potentially inducing lock-in effects) and the type of training (classroom instead of on-the-job training). Moreover, the programme was targeted at ex-ante low-employable individuals (e.g. without vocational qualifications), a fact that is confirmed by our analysis of the characteristics of the population of compliers with the age priority rule.

Ιn the last decade, there has been a widespread expansion of both precarious work and precarious forms of employment (such as temporary and low-qualified jobs, seasonal and part-time jobs etc.), in which a growing share of young people work. The impact of precarious work on young people is likely to be permanent, while it seems to affect (even over-determine) their life courses. Non-smooth and early transitions into labour market are very likely to worsen progressively their long-term life chances (Lodovici & Semenza, 2012: 7). Undoubtedly, the long-lasting global economic Crisis and the subsequent Recession, has heavily affected the state of play in the labour market worldwide, provoking severe modifications both in the field of employment and countries’ social cohesion. Based on the above mentioned, the paper deals with precarious work in general, while it emphasizes precarious work among youth. It initially captures, briefly, the state of play in terms of the impact of the Crisis on the widening of the phenomenon of precarious work and then it focuses on theoretical insights and critical conceptual definitions concerning precariousness in the labour market. Further, based on secondary quantitative -data analysis, it analyses the key- parameters and facets of precarious work (focusing on youth) in the European Union and, mainly, in Greece. Additionally, it briefly presents parameters of the impact of the COVID-19 pandemic on precariousness in Greece. Finally, the paper explores the correlation between precarious work and social vulnerability, especially among young people. The present paper is based on an ongoing Research Project. Abstract Do I see or not? A study on the impact of placement on program consumption in an on-demand environment The European Union (2018) stipulates that Member States can implement rules to ensure the findability and visibility of local content in video- on- demand environments. Indeed, several countries are concerned that their own audiovisual programs or journalistic products will be consumed less in such environments. It is argued that, in such environments, media users completely decide themselves about their consumption agency, but such statements are also contested. In this research we analyze the impact of placement on the consumption of audiovisual programs in the video-on-demand environments of the Flemish broadcasters VRT and DPG. From experimental research we conclude that there is indeed a significant impact of placement on consumption behavior and that, in other words, manipulations by intermediary gatekeepers can have potentially negative and positive effects on the consumption of local content. Government regulation would therefore be a useful tool to safeguard the importance of proximity of content.

Research background: Economic crisis hit all the European Union Member States hard, with the impact of crisis varying considerably. The low growth performance in the EU has increased concerns regarding an increasing wage dispersion, income inequality at large, and social exclusion in line with poverty. Inequality should be seen as a cornerstone of both sustainable and inclusive growth under the Europe 2020 Strategy. Social inequality in the EU is a real problem, which hampers sustainable economic growth. Purpose of the article: The purpose of this study is to introduce evaluation of social development convergence and divergence trends between the EU Member States in the context of the Europe 2020 Strategy. The study gives an outline of the issues of the labour market and income disparities and poverty. Policymakers must be clear about what social objectives they are aiming to achieve, therefore special attention is paid to headline national goals of the Europe 2020 Strategy. Methods: The main task of this study is to assess social dimension and inequalities problems in the EU27 by applying Data Envelopment Analysis method, resp. time-series dynamic efficiency analysis in the form of output-oriented Malmquist Productivity Index. This study contains changes of key social equality indicators related to the Europe 2020 Strategy and compares objectives and general outlines of period 2010-2015, as well as the impact on national economics and living conditions. Findings & value added: Results contain elements of typology premises of the EU28 and point to a large diversity in inequality patterns, as the Author observes both increases and decreases in inequality at the EU level. Recent changes in social inequality have been associated with the business cycle, particularly with the accessibility of the labour market and, of course, with income inequality. Additionally, the development challenges are discussed for improvement of the socioeconomic well-being of the EU and to avoid social disparities.

Agricultural land is a limited natural resource with increasing economic value. This study analyses land rental relationships in Slovakia, including legal rental regulations, and identifies the impact of certain factors, such as the European Union Common Agricultural Policy (CAP) payments, and geographical and economic factors on land rental prices. From the results of econometric models, it was found that certain CAP payments have an effect on rental prices, mainly the single area payment scheme (SAPS), payments for agri-environmental-climate schemes (AECS), and animal welfare, which were found to have positive effects. Other important factors found to influence rental prices are economic indicators (such as total revenue share of total costs, share of revenue from agricultural production in terms of total revenue, share of production costs as a percentage of total costs, wages, and number of employees) and geographical factors (such as region or partial production areas). However, the distance of the farm from the district city (LAU 1) and the share of farmland affected by natural constraints do not considerably affect rental prices in Slovakia. Land consolidation is a statistically significant factor according to the models; however, its impact is almost zero. Knowledge of these factors constitutes important know-how, not only for policy makers but also for the actors operating in the land rental market (e.g., landlords, tenants, experts on land valuation, and real estate agents).

Using data from Rhode Island, and deploying a fuzzy regression-discontinuity design, this study capitalizes on a natural experiment in which schools, in accordance with the No Child Left Behind (NCLB) waivers, were sorted into performance categories based on a continuous performance measure. The lowest performing schools were then mandated to implement interventions. We find that schools implementing fewer interventions perform no differently than comparable schools without such requirements. Additionally, schools just required to implement more interventions performed worse than comparable schools implementing fewer. Finally, we find differences in the probability of student mobility from lower performing schools.

Purpose. The aim of the article is to assess the impact of Industry 4.0 on employment in Ukraine and the world. The following tasks are set to achieve this goal: to analyse the historical impact of industrial revolutions on employment, including the characteristics of changes in its structure, as well as professional composition; highlight how the fourth industrial revolution differs from the previous three; consider the structure of available vacancies in Ukraine and assess how the national labour market is subject to automation. Methodology of research. This article uses the historical and logical unity method to analyse the impact of industrial revolutions on employment, as well as a comparison method to highlight the distinguishing features of Industry 4.0. A graphical method is applied to assess the sectorial structure of vacancies prone to automation in Ukraine. Findings. Industry 4.0 has been found to have common and distinctive features of the impact on employment with the previous three industrial revolutions. The structure of employment at different historical stages is analysed. It was found out that its structure is actively changing now; new professions and whole branches of application of human labour are appearing. The structure of the labour market in Ukraine is considered. It has been proved that Industry 4.0 can exacerbate inequalities between different sections of the population and lead to the disappearance of a large number of occupations, which today employ half of the workforce of national economies. Originality. An analytical approach to the definition of professions that are most prone to automation in the context of the fourth industrial revolution in the Ukrainian labour market has received further development. This approach simultaneously takes into account modern foreign practices and the national statistical base. Practical value. The obtained results in the course of the study can be used in the development of state programs to support employment in the national economy. Since people will require retraining and additional training due to the special propensity of their professions to automation and computerization. In addition, the obtained data can be used to determine the priority areas of state funding for educational institutions, which in the future will reduce youth unemployment. Whether higher education (HE) can be defined as a European Union (EU) policy has been matter of debate. Formally, education is still a domestic prerogative, and in principle, the EU can only support and supplement national governments’ initiatives in the sector. Yet, this official division of tasks has been challenged in many ways over the last decades. First, the history of European integration shows that the European community took an early interest in educational matters. The Treaty of Rome established a community competency on vocational training. Subsequently, the European Commission framed HE and vocational training as two entangled policies. Second, the EU institutions, the member states, and noninstitutional actors have coordinated in innovative ways, through soft governance processes promoted by the Bologna Process and the EU Lisbon—and later Europe 2020—strategy, to impose a European HE governance based on standards and comparison. Third, the study of HE requires going beyond an EU-centric perspective, with international organizations such as the OECD and the Council of Europe cooperating closely with the European Commission. HE has been increasingly shaped by global trends, such as the increased competition between universities. The mechanisms of European HE policy change have elicited academic debates. Three main explanations have been put forward: the power of instruments and standards, the impact of the Commission’s funding schemes, and the influence of interconnected experts, stakeholders and networks. Domestic translations of European recommendations are highly diverse and reveal a gap between formal adaptations and local practices. Twenty years after the Bologna declaration, the European Higher Education Area (EHEA) presents a mixed picture. On the one hand, increased mobility and the growing interconnectedness of academic schemes facilitate the launch of ambitious projects such as the “European universities.” On the other hand, concerns are periodically raised about the growing bureaucratization of the process and the widening gap between the small world of the Brussels stakeholders and everyday academic practices in EHEA participant countries. Paradoxically, smaller and non-EU countries have been more actively involved in advancing the EHEA than large, older EU member states.

The issue of unemployment and especially youth unemployment is one of the most urgent and gloomy issues in the European Union. In the case of Greece, in particular, this phenomenon is closely linked to the financial, fiscal and debt crisis creating extremely negative conditions and prospects for the Greek economy and society. This chapter highlights key issues of the current situation in the field of unemployment and especially youth unemployment in Greece, drawing the image of reality on vocational education and training (initial and continuing). It also shows the diachronic ineffectiveness of policies concerning educational and vocational training in Greece. Finally, the chapter proposes the context of a critical and institutional framework for the development of a realistic policy for vocational training and education and social cohesion in times of crisis.

Overqualification among migrants, defined as being employed in a job that is below their acquired skill levels through education, is well-known. Recent studies show that overqualification is more likely amongst migrants who work in the older EU15 member states. Similar studies carried out in the UK supports the argument that minorities suffer from ethnic and religious penalties in the labour market, especially among high skilled groups. Despite the relatively high employment rates of A8 migrants in the UK, they tend to be overwhelmingly employed in elementary occupations (i.e. requiring low skill levels) and likely to be underpaid. Very few studies have examined the propensity of overqualification of A8 nationals working in the UK. We have adopted the skills mismatch model to examine the skills level mismatch for the A8 migrants.  Therefore, a time-series analysis was carried out using  the Annual Population Survey for the period of 2005 to 2012 which marks the beginning and end of restrictions for access to the labour market for A8 nationals across the European Union. This has also given us a time span of 8 years during which the UK economy fall into recession from 2007 onwards.. The evidence shows that A8 nationals have been subject to ethnic penalties in the high end of the labour market irrespective of the impact of the financial crisis. It is very common that they take up posts for which they are overqualified, or in other words, overeducated. This is particularly important as discrimination at that level is likely to have negative impact on economic recovery by supressing the full skill and entrepreneurial potential of this particular group in the UK labour market.
