The purpose of the article is to review the activities of the civil governor M.M. Oreus in the service in the Vyborg (Finland) province in 1799–1804. The guarantee of an effective mechanism of admin-istration creation as for over than 200-year period of the Russian Empire existence, as for modern conditions, it was and still is the effectiveness of the government policy on the ground. Based on this key task, the most important condition for its implementation at different stages of the development of the country was the effective selection of personnel for the post of a governor. It was the governor responsible for everything happened in his province, and the government expected him to under-stand the tasks assigned to him and take definite steps to solve them. The urgent management problem in these conditions was the strength of administrative resources capable of retaining their effective power in cases of emerging extraordinary situations, including which, will be discussed in this article. Emergency situations in the border areas occurred regularly and required the ob-servance of certain administrative traditions that influenced the success of the governor's initiatives in state tasks implementation. It will be all the more important to consider the history of the life and activities of one of the governors of the Finland (Vyborg) province, Maxim Maksimovich Oreus, who was at the head of this territory from December 14, 1799 to April 9, 1804.

The roadside Inspection Selection System (ISS) was developed in response to a 1995 congressional mandate that called for the use of prior carrier safety data to guide the selection of commercial vehicles and drivers for roadside inspections. The program was developed in part by the Federal Motor Carrier Safety Administration (FMCSA) of the U.S. Department of Transportation. As ISS has developed, FMCSA’s Performance and Registration Information Systems Management (PRISM) program has also been evolving. One objective of PRISM is to identify relatively unsafe carriers by assigning Safety Status Measurement System (SafeStat) scores and also encouraging those drivers to improve their safety performance or risk losing registration privileges. SafeStat was designed to prioritize carriers for monitoring and compliance reviews, but ISS was designed to prioritize carriers for roadside inspection. Both algorithms, however, use similar data to define a relatively unsafe carrier. It would be advantageous therefore to have a single uniform rating system for all FMCSA programs. This research briefly describes the PRISM and SafeStar algorithms; discusses the integration of the SafeStat algorithm into ISS; and presents conclusions on the initial testing of the resulting system, ISS-2. An analysis of over 213,000 roadside inspections reveals that ISS-2 is as effective as the original ISS in meeting the goals for which it was designed. It successfully identifies and prioritizes for roadside inspection the vehicles and drivers of carriers with poor prior safety performance, as well as those with few or no previous inspections. In addition, safety inspectors who have tested the system say they are pleased with the new algorithm and its added features.

In the Indian scenario construction industry facing a major problem is cost and time overrun. Effective time performance and cost performance are very important to execute the project in a successful manner by keeping them within the prescribed schedule and cost. Overall cost and duration of construction projects affected by the effective resource selection factor. This paper's objective is to rectify the improper selection of resources by a programming tool. Field survey and codebook study did collect the needed data to feed in the programming tool. The prepared tool gets distributed and making to access by every stakeholder of construction projects. This may result in the selection of construction resources as effectively. The term cost overrun in the resource part will be reduced.

From a defective-lysogenic Proteus mirabilis strain we isolated several clones differing in the pattern of their growth on agar plates. Using electron microscopy we have shown some of the selected clones to be efficient in producing mirabilicin D-52 after UV induction, while other clones produced defective mirabilicin polysheaths and polycores. Clones producing polysheaths and polycores can be detected electron microscopically only, since these defective particles are biologically inactive.

This experiment was conducted in a randomized block design with three replications at Bangladesh Agricultural Research Institute, Gazipur-1701 during the rabi season of 2010 with 25 maize inbred lines. Correlation and path coefficient analysis were done for yield and some other traits. Genotypic variations were observed for ear height and grains/row. The highest broad sense heritability (h2b) was observed for yield/plant followed by ear height and 1000- grain weight. Maximum genetic advance in percentage of mean (GA) was recorded for yield/plant (92.652) and ear height (75.87). The yield/plant showed significant positive genotypic correlation (rg) with cob diameter (0.440) and grains/row (0.265). Significant negative correlation was observed between ear height and yield and also for days to 50% tasseling. The highest direct positive effect was obtained for rows/cob. These studies suggest that cob diameter, row per cob, grains/row and ear height were the most important yield contributing factors and an attempt should, therefore, be made for an effective selection of these traits. The purpose of our investigation was to determine if personality testing and a five-factor model could improve the selection of Landing Craft Air Cushion (LCAC) vehicle operators. Vehicle operators for the LCAC are currently selected on the basis of their performance on a computer-based psychomotor selection system. The various psychomotor tests in the selection system have demonstrated predictive validity in LCAC crew training. Certain personality characteristics may also be involved in the LCAC vehicle operator training success. In fact, various researchers have found that personality testing may improve the selection of Navy/Marine Corps aviators. There is increasing evidence that a five-factor model may be useful in describing the personality characteristics involved in training success. We believe that a five-factor model may improve the selection system used for LCAC vehicle operators. A principal component analysis with varimax rotation was conducted to determine the underlying structure of the Adult Personality Inventory (API) with 168 LCAC crew candidates. The resulting factor scores were then entered into a series of hierarchical multiple regression analyses to determine the relation of the personality factor scores and the performance-based test to an underway grade in training criterion. The results indicated that one personality factor, openness, significantly improved predictions of the criterion ( p < 0.05). Based on these results, we believe that personality testing may improve the selection of LCAC vehicle operators.
