The article considers the necessity of ways of modernization the Primary standard of the temperature GET 34-2007. Special attention is paid to the transition to a new definition of kelvin. Taking into account that the new definition of kelvin does not directly affect the status of the current international temperature scales ITS-90 and PLTS-2000, but there are significant advantages for measuring thermodynamic temperatures below 20 K and above ~1300 K, the main focus of the modernization of the GET 34-2007 in the range from 273.15 K to 1235 K was focused on improving the methods and means of implementing the International Temperature Scale ITS-90. As part of the modernization of the Primary standard in the range above 1235 K, a set of equipment has been created that allows the reproduction of kelvin in accordance with its new definition by two methods recommended by the Consultative Committee: the method of absolute primary radiometric thermometry and the method of relative primary radiometric thermometry. The basic principles of the implementation of these methods, composition and metrological characteristics of the Primary standard are described. The results of key comparisons of the developed standard in the range from 273.16 K to 692.477 K and the results of temperature measurements of a number of high-temperature fixed points and a comparison of the results with the published results of leading national metrological institutes are presented.

The results of works aimed at increasing the level of uniformity of measurements of the magnetic induction of a constant field – the basic value in the field of magnetic measurements. A set of equipment for reproducing a unit of magnetic induction of a constant field in the range of 1–25 mT was created and described. The inclusion of this complex in the State primary standard of units of magnetic induction, magnetic flux, magnetic moment and magnetic induction gradient GET 12-2011 will ensure the reproduction and direct transmission of the unit of permanent magnetic induction in the ranges of not only weak (10–3–1 mT), but medium (1–25 mT) and strong (0.025–1 T) magnetic fields. A quantum cesium magnetometer based on the resolved structure of cesium atoms was created to transmit the unit of magnetic induction to the region of medium fields. The procedure for calculating the frequency conversion coefficients to magnetic induction of the created quantum cesium magnetometer is described. The uncertainty budget for reproducing a unit of magnetic induction of a constant field using the created complex is estimated.

The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

Purpose. The aim of the article is research of the peculiarities of the development of resistant social capital of the State Customs Service and development of proposals for the development of a model of its development. Methodology of research. The following methods are used to achieve this goal: induction and deduction, theoretical generalization, abstraction, dialectical cognition – in the study of scientific sources and research of theoretical aspects of the development of resistant social capital, the definition of the categorical apparatus of the research; abstract and logical – to generalize theoretical positions, to form conclusions and proposals on the research topic. Findings. The essence and features of the development of resistant social capital are determined. The expediency of developing a model of development of resistant social capital of the State Customs Service, which is based on the principles of attributiveness and synergy, is substantiated. It allows to take into account the influence of environmental factors of the department and time variables on the development of social capital. The structural content of the development model is given, which includes: attributes of the object of development, attributes of the internal and external environment. The object, goals, functions and principles of building a model of development of resistant social capital of the State Customs Service are determined. A detailed description of each stage of application of the model of development of resistant social capital of the State Customs Service is given, which includes: monitoring, design, planning, implementation and control. The advantages of practical implementation of the proposed model are outlined. Originality. The study of theoretical aspects of the development of resistant social capital of the State Customs Service has been further developed. For the first time, proposals for the formation of a model for the development of resistant social capital at the sectoral level have been developed, its structure, features of practical implementation and advantages of application have been determined. Practical value. The main provisions of this study can be used in the process of developing proposals for the development of conceptual areas of development of resistant social capital in the State Customs Service. The article is devoted to the practical implementation of auditing tasks in relation to non-financial information in Russia. The increased need to develop this area of auditing services is related to both the increased interest of users in the nonfinancial information in itself, and the need to improve its reliability. The methodological base of the research includes a set of scientific techniques and research methods such as theoretical analysis of the literature on the research problem, analysis of regulatory sources, a method of comparison, as well as the use of practical experience in providing auditing services in relation to non-financial information. The study of current trends in the publication and certification of nonfinancial statements in Russia and abroad, considers the main approaches to the definition of “non-financial audit” and the most widespread methodological approaches to its implementation, as well as reviews the practice of performing tasks to confirm non-financial information and identifies the main problems of their implementation. The theoretical and practical significance of the research is to justify the need to develop tools for providing auditing services in relation to non-financial information, as well as the proposed solutions to the identified problems of practical implementation of tasks.

AbstractRR Lyrae variables are the primary standard candles for old stellar populations, and the traditional first step in the definition of the distance scale. Their properties are known on the basis of well-established physical concepts and their calibration is based on several empirical methods. Both aspects are critically reviewed, and their application as distance indicators within the Galaxy and the Local Group are discussed, also in view of the observing facilities that will be available in the near future.
