This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies.

Indonesia in May 2018 was again shocked by the act of terrorism in the form of an explosion that occurred in urban areas on three Surabaya churches carried out by one family, the next action was an explosion in the North Surabaya Police Resort City with a suicide bombing involving one family as well. This fact is an indicator that the nation must re-evaluate the country's defence, which is carried out by the people. The perpetrators have been living with the community all this time but have escaped our mutual attention. Terrorism and radicalism cases also continue to thrive among universities, both state and private, especially those in urban areas. Therefore, it is necessary to re-examine how the implementation of state defence which has been carried out in higher education. In this study the method used is descriptive phenomenological quality and the theory used is the theory of public policy implementation George Edward III. The results of the study show that communication between stake holders is still running independently and has not been integrated and coordinated optimally, the resources used are still carried out individually which results in ineffective and inefficient, disposition (authority) regarding state defence still has its own perceptions between agencies, the bureaucratic structure also has not shown the achievement of effective and efficient goals.

By analyzing NPO/NGO-related courses in selected public administration programs, this research breaks down their curricula into major categories from the public administration and policy standpoints. This study found that civil society constitutes the public administration environment on the macro-level, while NPO/NGOs are key actors in the participatory governance and contracting-out on the micro-level. From the public policy standpoint, the advocacy function of NPO/NGOs took the central role in the public policy formation stage, while their service delivery function was highlighted in the public policy implementation stage. South Korean PA education is evaluated to take a top-down-style approach in embracing the roles of NPO/NGOs in the public policy implementation process. This study contributes to strengthening ties between PA education and NPO/NGO education and practices.

The article is devoted to the definition of the concept in the signs of public administration. It was found that the transition from the state-centric paradigm of state administration to the concept of a service state led to the renewal of the conceptual apparatus of administrative law. There was a need to substantiate the essence and characteristics of public administration, with the help of which the goals of the existence of a service state are realized. It is substantiated that the category “public administration” occupies an important place in modern scientific research. Scientists of public administration are mainly considered as: a) a way of realizing public interest as the interest of a certain social community, united within the territory of the state; b) as a mechanism for the implemen-tation of state policy; c) as the activity of public authorities (or state bodies and local self-government bodies) aimed at achieving socially important goals. It has been established that the definition of the concept of “public administration” in a broad sense depends to a certain extent on the level of development of democratic relations in society. If the state is characterized as democratic, then public administration can be defined as professional, paid, funded from the state and local budgets, the activities of state bodies and local self-government bodies, their officials, aimed at ensuring the rights, needs and interests of man and citizen, civil society, subjects objects of entrepreneurial activity and other participants in public relations within the framework of a unified state (public) policy. In a narrow, technocratic, understanding, public administration of any state can be considered as a set of actions of state-authorized bodies and their officials aimed at implementing public policy measures in all spheres of society. It has been proved that the signs of public administration are: a) the relationship between the direction of actions of persons directly carrying out public administration measures and state (public) policy; b) the professional nature of public administration; c) detailed legal regulation of most of the public administration activities; d) the presence of a distribution of competence between various subjects of public administration in order to avoid duplication of their functions.

It is established that the technologies of artificial intelligence determine the state of implementation of digitalization and socio-economic development of the state. In view of this, it is proved that it is necessary to study the peculiarities of the legal regulation of digitalization and the state of public policy. With this in mind, the greatest attention is paid to the analysis of the provisions of the Concept of Artificial Intelligence Development in Ukraine (2020). It was found that the Concept contains a number of terms that require clarification, namely: "artificial intelligence industry", "state policy in the field of legal regulation of artificial intelligence industry", "public administration" and so on. It is reasonable to consider "industry" in the context of "sphere", and "public policy" as a component of "public administration". In addition, it is recommended to bring the legal terminology (defined in the Concept) in line with its scientific and theoretical characteristics.

In this article, a model of the mechanism of ensuring public security and orderliness in accordance with the principles and tasks of the relevant institu- tions in public administration, taking into account resources, technologies, mea- sures for the state policy implementation in the spheres of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order. It was found that ensuring public security and order in Ukraine is a mechanism for the implementation of national goals of state policy in the areas of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, by defining tasks according to certain principles. The idea is that if one considers the state policy in the spheres of ensuring the protec- tion of human rights and freedoms, the interests of society and the state, combat- ing crime, maintaining public security and order as a national priority (purpose, task), then the mechanism of ensuring public security and order in Ukraine needs coordination with the state development strategy. From the point of view of the implementation of the state policy in the areas of ensuring the protection of hu- man rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, the mechanism of ensuring public security and order in Ukraine can be considered as the main system providing intercon- nection such elements as institutions (implementing the specified state policy), resources (human resources, logistical, natural and so on, with the help of which it is possible to implement state policy), technologies (skills, knowledge, means and so on the implementation of state policy), measures (action plans), as well as external (internal) threats.
