Abstract The Silicon Valley model of entrepreneurship has captured the imagination of the public, the attention of the public policy community throughout the world who want to emulate it, and the focus of scholars seeking to understand it. Entrepreneurship has enabled the Silicon Valley region to harness the opportunities afforded by globalization rather than succumbing as a victim. The purpose of this paper is to suggest that there are limits to the Silicon Valley model of entrepreneurship in addressing the most compelling contemporary economic and social problems and that a broader, more inclusive understanding of and approach to entrepreneurship might be more useful.

The present paper studies the relationship between domestic and international arbitration laws and the harmonization factor amongst some Asian and European jurisdictions. During the last decades, there has been a significant change and globalization in the world and with the expansion of businesses and trade a better dispute resolution mechanism is required in order to maintain the harmony in international trade. It has become a necessity to balance the domestic arbitration laws with the international ones. This brief paper identifies and comments on some of the areas where differences remain including differences in recognition and enforcement of arbitral awards in various jurisdictions over the public policy defence, and where further examination and research to reach and solve disputes amicably might be useful.

Researchers working within the field of music and society often comment that they wish to use their research for the betterment of society and individuals, wherever possible. In many cases, this process of betterment requires some sort of behavioral change—whether this is changing poor habits to promote healthy living and thinking or changing destructive behavior in order to lead more productive and connected lives. It can increasingly be seen in the world today that social behavior has a complex array of influences and motivations and rarely is empirical evidence one of them. No amount of thoroughly researched evidence or logically developed arguments influences this behavior. Brexit and the Trump administration are two examples of this phenomenon. What seems to influence this seemingly bizarre social behavior is a collective belief in a narrative. The narrative needs to speak to common emotions, senses of identities and memories, but it does not need to necessarily be supported by empirical evidence to be effective. There is a need to understand this power of narrative in the public discourse if we are to truly influence how public policy engages with music.

The spreading of Covid19 as a global pandemic has tested countries around the world at many levels. From mental strength to economic resiliency and far stretching to include legality of issues. A year later, the world is still not in a better place. Malaysia, like others are fighting the thirds waves of the pandemic, believed to be more fatal than before. From March 2020 until to date, Malaysians have been placed under complete lockdown before that order was relaxed and tighten again when the numbers of infected patients and deaths skyrocketed. Now Malaysia is placed under emergency order and law. Strangely the emergency order is issued while the complete and conditional Movement Control Orders (MCO) are still in effect. Since an emergency is a situation where the country could not be managed under regular administrative system, it is important to know which parties that are majorly involved in currently running the country to fight Covid19 has the overriding power over the others, what are their rights or limitations. Between the emergency order, complete MCO and conditional MCO, which one should be prioritized and how long would Malaysia remain under emergency? The answer could be found by studying the sphere of influences in the public policy domain. The article is qualitative in nature; data is collected from legal documents, judicial precedents and article writings. The sphere of influences during emergency time is more complex than usual. The legislative and executive powers are concentrated to one or two party(s) with enormous authorities and expansive jurisdictions.

Purpose The purpose of this paper is to examine the factors that triggered the privatisation of Bangladesh’s health sector. Design/methodology/approach This study follows systematic reviews in its undertaking and is based on an extensive review of both published and unpublished documents. Different search engines and databases were used to collect the materials. The study takes into account of various research publications, journal articles, government reports, policy and planning documents, relevant press reports/articles, and reports and discussion papers from the World Health Organization, the World Bank and the Asian Development Bank. Findings While Bangladesh’s healthcare sector has undergone an increasing trend towards privatisation, this move has limited benefits on the overall improvement in the health of the people of Bangladesh. The public sector should remain vital, and the government must remobilise it to provide better provision of healthcare. Research limitations/implications The paper focusses only on the public policy aspect of privatisation in healthcare of a country. Practical implications The paper examines the issue of privatisation of healthcare and concludes that privatisation not only makes services more expensive, but also diminishes equity and accountability in the provision of services. The study, first, makes a spate of observations on improving public healthcare resources, which can be of value to key decision makers and stakeholders in the healthcare sector. It also discourages the move towards private sector interventions. Originality/value This study is an independent explanation of a country’s healthcare system. Lesson learned from this study could also be used for developing public policy in similar socio-economic contexts.

The concept of AMERICA is considered as a part of the concept sphere of Barack Obama’s linguistic personality. Special attention is paid to the structure of the AMERICA concept in B. Obama’s speeches and the nominative features of this phenomenon. The material for the study was the public policy speeches delivered by Obama at different stages of his career. Methods of conceptual, semantic and discourse analysis are used to identify the means of objectification of this concept in the speeches of the studied linguistic personality and to construct its nominative field. The AMERICA concept is proven to be one of the central components in the Barack Obama concept sphere throughout his political career. It is shown that Barack Obama’s AMERICA concept has a complex structure with a branched system of features. It is noted that it includes associations actualized by the AMERICA concept, which is part of the national picture of the world. It is revealed that the structure of this concept also includes a set of individual-author’s associations reflecting the world picture of the linguistic personality of the 44th President of the United States. The structure of the AMERICA concept with the allocation of the core, near and far periphery is described.

The government corporation has become a familiar device of public administration all over the world; and yet in some countries, and especially in the United States, uncertainty as to its distinctive purpose and underlying principles seems to grow, rather than to diminish, as the public corporation becomes older and more extensively used. Lack of interest and research cannot be blamed, because in recent years the degree of concentration in this area has probably been relatively as great as in any other sphere of political science. The basic explanation is that administrative formulas and management principles are rarely, if ever, capable of immunization against group pressures and public policy controls, which bend administration to their own designs, sometimes in conformity with what the impartial experts consider sound principle and practice, but just as often in knowing disregard of such considerations and in a determined effort to support their own interests and economic viewpoints.

Public theology is conceived in the church, reflected on critically in the academy and addressed to the world for the sake of the world. The development of a theology of nature is included in the public theologian’s list of tasks of nature that is scripturally based and heavily informed by the natural sciences. Astrotheology is one product. Astrotheology engages astrobiology and other space sciences, firstly, by critically exposing the extraterrestrial intelligence (ETI) myth at the heart of science and secondly, by partnering in thinking through public policy proposals with astroethicists.Contribution: The HTS collection on ‘Theology and Nature’ sparks theological discussion both within and beyond the church. By developing the fields of astrotheology and astroethics, this article contributes to a ‘Theology of Nature’ as an exercise in Public Theology.

AbstrakKebijakan publik adalah cara dari pemerintah yang disepakati bersama untuk memenuhi tanggung jawab, seperti melindungi hak-hak dari masyarakat serta meningkatkan kesejahteraan warga Negara. Dunia pada sekarang ini sedang dilanda oleh wabah corona virus disease 2019 atau sering disebut Covid-19. Membuat berbagai sektor menjadi berantakan, tak terkecuali sektor ekonomi. Pemerintah Provinsi Jawa Timur kemudian membuat kebijakan Peraturan Gubernur Nomor 53 Tahun 2020 Tentang Penerapan Protokol Kesehatan dan Pengendalian Covid-19 untuk meminimalisisr peyebaran virus corona. Dimana peraturan tersebut wajib dipatuhi oleh seluruh masyarakat Jawa Timur. Adapun jenis penelitian ini adalah kualitatif  yaitu metode yang berusaha menafsirkan dan memahami makna suatu peristiwa interaksi tingkah laku manusia dalam situasi tertentu menurut perspektif peneliti sendiri. Hasil penelitian menyebutkan bahwa kebijakan publik yang dikeluarkan Pemerintah Provinsi Jawa Timur melalui Peraturan Gubernur Nomor 53 Tahun 2020 banyak merugikan pelaku UMKM, karena penghasilan mereka menjadi berkurang akibat dari pembatasan jam operasional dan pembatasan pengunjung atau tidak diperbolehkan adanya kerumunan. Kata Kunci: Kebijakan Publik; Covid-19; Peraturan Gubernur. Abstract  Public policy is a mutually agreed way of government to fulfill responsibilities, such as protecting the rights of the community and improving the welfare of citizens. The world is currently being hit by an outbreak of the corona virus disease 2019 or often called Covid-19. Making various sectors into a mess, including the economic sector. The East Java Provincial Government then made a policy on Governor Regulation Number 53 of 2020 concerning the Implementation of the Health Protocol and Covid-19 Control to minimize the spread of the corona virus. Where these regulations must be obeyed by all the people of East Java. The type of this research is qualitative, namely a method that seeks to interpret and understand the meaning of an event of human behavior interaction in certain situations according to the researcher's own perspective. The results of the study stated that the public policies issued by the East Java Provincial Government through Governor Regulation Number 53 of 2020 caused a lot of harm to MSME actors, because their income was reduced due to restrictions on operating hours and visitor restrictions or no crowds were allowed. Keywords: Public policy; Covid-19; Governor Regulation.

RedPOP celebrates its 25th anniversary and the congress was a great occasion to commemorate it. More than 400 attendees from 23 countries around the world had the opportunity to talk about the relationship between art, science, education, public policy on science appropriation, science journalism, and new ways to reach the public audience. At the same time a Science Theater Festival was held. The Congress in numbers: 5 Magisterial Conferences, 245 simultaneous presentations, 8 Working Groups, 9 simultaneous Workshops, 22 poster and 6 theater plays. 10 countries from Latin America (90Conversation was essential in this congress and everything was prepared to motivate it. Participants had the opportunity to hear voices from Latin America an outside of it through the international keynote. The challenging issues that were raised in the plenary sessions as well as the opportunity to make heard their voices during the Working Groups and to be able to work in the  Workshops with the keynote speakers, made this a motivational meeting.

The study deals with the contribution of legitimacy typologies from the point of view of public policy theory. From this point of view, it first analyzes the monodisciplinary approaches (such as normative theories of legitimacy) that were created around the world within the legal sciences (C. J. Friedrich, G. Burdeau), or as empirical theories of legitimacy within sociology (M. Weber, G. Ferrero, K. W, Deutsch) and political science (D. Easton, G. Almond and GB Powell) and subsequent the multidisciplinary approaches (N. Luhmann, P. Rosanvallon , D, Beetham). The result of this analysis of different typologies of legitimacy of power and their reflection into the issue of legitimacy of the public interest is a typology of possible procedures for legitimizing public (but also supra-individual) interests, which points out that while the normstive legitimation of public interestsis possible, but not always sufficient - and therefore must be supplemented by empirical (social) legitimation, whereas the social legitimization can be equivalent form of legitimation of pluralistic public interests, which can not be legitimized normatively for several reasons.
