The article examines the causes of origin and manifestation of the current global financial crisis and the policies adopted in developed countries in 2007—2008 to deal with it. It considers the effects of the financial crisis on Russia’s economy and monetary policy of the Central Bank in the current conditions as well as the main guidelines for the fiscal policy under different energy prices. The measures for fighting the crisis that the Russian government and the Central Bank use to support the real economy are described.

We test whether good economic conditions and expansionary fiscal policy help incumbents get reelected in a large panel of democracies. We find no evidence that deficits help reelection in any group of countries independent of income level, level of democracy, or government or electoral system. In developed countries and old democracies, deficits in election years or over the term of office reduce reelection probabilities. Higher growth rates over the term raise reelection probabilities only in developing countries and new democracies. Low inflation is rewarded by voters only in developed countries. These effects are both statistically significant and quite substantial quantitatively. (JEL D72, E62, H62, O47)

Over the years, cereals have been the major food consumed by humans and have also been used in animal diet and therefore highly commendable for playing a major role in the preservation of human race. Studies have shown that half of the total percentage of calories consumed in the world is from cereals while it is also the most traded agricultural crop at the international market. This motivates the need to assess its utilisation in the past, present and future. This review shows that much driven by the use of cereals are factors like consumption and dietary pattern of a person or country, technological advancement in adding value to it, income status, market forces of demand and supply, level of affluence and policy. The trend in global cereals utilisation since its domestication has indicated an upward one with bulk of it being consumed as food in developing countries while majority of it goes into feeding livestock in developed countries. Evidence from this study also shows that the per capita utilisation of cereals directly for food is exceedingly great in developing countries than developed countries which is an indicator of malnutrition when not balance with other nutrients as it was observed in Bangladesh where calorie intake of an adult is about 90% from cereals. While there is a steady increase in global cereals utilisation due to its discovered industrial use as fuel, increased population and other factors, it will be expedient to focus on its sustainability and environmental issues that are likely to come up as a limitation to meet future demands.

The transportation is the core functional elements in the logistics activities. If not focusing on implementation of eco-friendly management in the process of logistic transportation, it is impossible to build an eco-friendly logistic system as a whole. Developed countries attach great importance to environmental issues and spare no effort in promoting the reform of logistics transportation. In order to comply with sustainable development in society and economy, China's transportation industry is urgently in need of more scientific management. Based on the relevant issues of current logistic transportation, from the perspectives of multi-subject such as the government, the enterprises and the public, this article analyzes the feasible approach to achieving the eco-friendly transportation management to ensure harmonious development of efficient transportation, social economy, environment and resources.

Two central goals of health policy are to improve population health as much as possible and to distribute the improvements fairly. These goals will often conflict. Reasonable people will disagree about how to resolve these conflicts, which take the form of various unsolved rationing problems. The conflict is also illustrated by the ethical controversy that surrounds the use of cost-effectiveness analysis. Because there is no consensus on principles to resolve these disputes, a fair process is needed to assure outcomes that are perceived to be fair and reasonable. One such process, accountability for reasonableness, assures transparency, involves stakeholders in deliberating about relevant rationales, and requires that decisions be revised in light of new evidence and arguments. Uma das respostas encontradas para essas questões vem sendo dada pela Agenda 21, adotada por aproximadamente 179 países na Conferência das Nações Unidas sobre Meio Ambiente e Desenvolvimento, em 1992, no Rio de Janeiro. A presente reflexão trata das diferenças entre as Agendas 21 locais desenvolvidas nos países desenvolvidos e em desenvolvimento. Propõe a discussão sobre o inter-relacionamento das questões socioambientais do município com o espaço regional e as decorrentes limitações na implementação dos propósitos da Agenda 21 local. Sustainable urban development – a possible utopia? Abstract The 20th century has been characterized by the association of the developmental concept with the increasing use and ground consumption, the energy sources and the natural resources in general. At the same time, the metropolitan concentrations formation began and generates, throught out the years, an strong process of environmental degradation. One of the answers founded for these questions has been given through the Agenda 21, adopted by approximately 179 countries in the United Nations Conference on Environment and Development, in 1992, at Rio de Janeiro. The present reflection is about the differences between the local Agenda 21 implemented in the developed countries and in the developing countries. It proposes the discussion about the relationship between the municipality’s social and environmental issues and regional space and the consequent limitations at the implementation of the Agenda 21 purposes.

China energy pipeline industry commonly faced with aging and abandonment problem. The research on pipeline abandonment was still in preliminary state, because there are no pipeline abandonment standards and guidelines. The foreign developed countries formulated pipeline abandonment standards, advanced experience and technology of residual cleaning and the crossing section grouting. But it not totally suitable for china because of difference between china and foreign country, such as the pipeline residual has a very high paraffin and resin-asphaltenes content. It is very hard to remove. So china pipeline company faced with many environmental issues and challenges in the pipeline abandonment. Study on abandonment of pipeline was conducted by pipeline company of Petrochina from 2013. A case of Petrochina abandonment pipeline was introduced in the paper, and it showed good effect. Some experience and technology of chemical cleaning were formulated from previous study and several pipeline abandonment projects. The first China industry standard on abandoned pipeline is applying for by pipeline company of Petrochina. This standard will assist pipeline company make pipeline abandonment plan to ensure public safety and environment protection.
