Droughts are current challenges to the economic, social and environmental development of a region, as reflected in European Union (EU) water policies. In addition, the impacts of droughts can be aggravated by climate change effects, adding pressure to already water stressed areas in the EU. This paper presents a general overview of drought management policies in the EU and in Spain. The paper studies the specific case of Spain, where drought management policies have evolved from traditional emergency actions to Drought Management Plans (DMPs). Historical droughts and the main drought episodes occurring over the last 30 years in Spain, together with the actions taken and the effects produced, are analysed. The National Indicator System for Droughts has played a significant role in drought management since 2005, serving to declare drought situations, and also to apply measures and actions to be carried out by the Spanish Administration. In addition, DMPs for all River Basin Organisations (RBOs) were approved in 2007, and they have represented strategic tools with positive results in drought impact mitigation and have stressed the importance of public participation in the decision-making process for drought events. These plans must be updated in 2017 and are now being revised, taking into account the experience acquired since their approval.

The article provides an overview of the development of national drought management policies (NDMP). It explores collaborative efforts that were started at the High-level Meeting on National Drought Policy – whose declaration provides the backdrop to this article – and are implemented through the World Meteorological Organization (WMO)/Global Water Partnership (GWP) Integrated Drought Management Programme (IDMP) and related initiatives. Early outputs, e.g., the National Drought Management Policy Guidelines – A template for action and the Handbook on Drought Indices and Indicators, provide an indication of how expert-reviewed guidance is brought together and applied by drought practitioners for developing NDMP and applying drought indices/indicators. Regional examples from Central and Eastern Europe and the Horn of Africa, including a brief country example from Kenya, highlight how these guidelines and collaborative efforts and outputs are applied. The role of IDMP is to provide a framework and commensurate technical support to countries but the actual development and implementation of national drought plans and policies still needs to be done by governmental ministries and national stakeholders. The article emphasizes how information from different sources is used to support countries to shift from only reacting to droughts when they occur to adopt proactive national drought policies that focus on improved collaboration and the mitigation of drought impacts.

The evolution of United States (US) national and federal drought policies is examined, and the relative effectiveness of the hierarchy of federal, state and local drought management programs and practices is evaluated within the context of changing philosophies of water management. While there is no ‘national’ drought management policy, there is a strong federal policy that attempts to coordinate the management responses of numerous federal agencies. Drought and flood management comprise the key components of assuring national ‘water security’. Early 20th century US water resources management was very effective in providing the essential prerequisites of ‘water and economic security’ through a rapid expansion of water storage capacity, flood control, hydropower, irrigation and conveyance facilities as the basis for a robust national economic development program. Increasing water supply capacity has proven to be the most effective strategic drought management option. Today, federal drought management policies and programs focus mainly on demand reduction strategies, buttressed by a powerful array of environmental regulatory programs that strive to attain sustainable resource use. Climate uncertainty will again require greater focus on supply-side options that increase water supply robustness and resilience, especially in the growing urban areas of the semi-arid west.

The paper analyses the major role played by the institutional support system such as government safety nets, non-governmental and community based insurance mechanism in strengthening the coping capacity of rural households facing recurrent drought in Bolangir district of western Odisha. The gradual refinement of drought management policies and the role played by centre-state relationship and power equations in implementation of programmes for effective drought management have been critically examined. In addition to analysis of secondary data and literature, the primary survey data on 139 households have been analyzed to assess the role of institutional support system in building up their resilience. The institutional support system was found to be weak to withstand drought in effective manner in the study region. A gradual improvement to the drought management policies was observed and every major drought resulted in some qualitative improvement to the relief approach. However, the implementation of the development schemes was affected by the power politics.

Subject. The article addresses leader companies of the e-commerce market in terms of sales and capitalization, that make their financial statements publicly available. Objectives. The aim is to identify special aspects of capital structure management policies of the largest e-commerce players based on ratio analysis. Methods. The study employs general scientific methods of research. Results. The paper reveals the specifics of capital structure management of the global e-commerce market leaders. The leading companies prefer an aggressive approach to the formation of their capital structure, increasing the volume of borrowed capital in comparison with their equity. The management of companies tries to provide a moderate approach to capital structure management and debt servicing, demonstrating the ability to repay debts in a timely manner. Aggressive capital structure policy is conditioned by specific activities of e-commerce companies, requiring constant search for and attraction of additional financial resources for improving production processes by management. Conclusions. Key players have an aggressive capital structure policy. This feature is necessitated by the need to systematically attract additional financing to expand the business, increase sales volumes, capture and create new markets. E-commerce companies have to constantly improve technology, logistics processes, and render a good and excellent customer service.

The paper examines the people participatory approach towards executive process of drought management programmes of Mewat region of Haryana. It is an empirical study, based on 93 respondents, taken from three villages, who have been engaged in varied drought management activities within these villages. The study has thrown an adequate light on various levels of benefits and varied degree of satisfaction, derived from the drought management projects, executed in these villages, characterized with different topographical attributes. On the basis of findings of the study, varied inferences have been drawn from the study. This participatory approach has also been testified with correlation technique which shows the results in accordance with responses, responded by the people; belonged to various strata of rural society in their respective villages of Mewat region.

Based on the latest data, paper investigates the dynamics of global climate change and its impact on economic growth in the long-term. The notion of climate risk is considered. The main directions of climate risk management policies are analyzed aimed, first, at reducing anthropogenic greenhouse gas emissions through technological innovation and structural economic shifts; secondly, at adaptation of population, territories and economic complexes to the irreparable effects of climate change. The problem of taking into account the phenomenon of climate change in the state economic policy is put in the context of the most urgent tasks of intensification of long-term socio-economic development and parrying strategic challenges to the development of Russia.
