The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Este artículo aborda por una parte, el debate conceptual del agua como bien público y/o privado, identificando nuevas tendencias y estrategias de los operadores privados. La ville de Mexico n'a pas échappé à cette tendance et en 1993, les autorités publiques ont signé des contrats de services avec quatre consortiums privés. À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

PPP model is an important model which provides public products or services based on the coordination between the public sector and private sector. The implementation of PPP model is helpful for relieving the stress of insufficient funding for public sector and improving the efficiency of resource allocation. Comparing with traditional infrastructure project, PPP project involves many stakeholders, and the cooperation efficiency during the different stakeholders impacts the results of the project directly. Thus, it is important to explore the cooperation efficiency of PPP project. Based on grey clustering model, this paper evaluates the cooperation efficiency of PPP project. An evaluation index system including 36 indexes is established based on the aims and objectives of three stakeholders (public sector, private sector, and passengers). A case study of Beijing Metro Line 4 PPP project is implemented to verify the validity and applicability of the evaluation model. And the results showed that the cooperation efficiency of Beijing Metro Line 4 PPP project is relatively high. The model also provided insights into the shortage of the cooperation efficiency of Beijing Metro Line 4 PPP project. As such, the results can assist all stakeholders in adjusting the cooperation efficiency.

E-commerce offers an enormous range of solutions to payment and settlements problems. However it also poses a myriad of regulatory issues. Understanding the technical, taxation and institutional issues posed by e-commerce that impact the ability to provide such services aids in comprehending the vast integrity and security issues surrounding this innovation. In this chapter the effect of this technological innovation is examined in the light of theories of regulation that postulate a struggle process between attempts to control innovation and further innovation and regulation. To understand how regulation of e-commerce may be counterproductive, a case study of the evolution of regulation of derivatives is used to test a hypothesis concerning social and avoidance costs. A comparative case study of regulation of e-commerce is then examined to suggest a policy approach of a private sector solution within a public policy matrix similar to private deposit insurance.

Corruption is always a big problem exist in every country. Today, the corruption is not only in the public sector but also in the private sector. Each State has used many ways to prevent and fight this crime. The 4th Industrial Revolution (4IE) brings many innovative solutions for modern life. Especially, e-Government is a great achievement of the 4IE. Base on the e-Government, the policies and regulations of States are transparent. It plays an important role to prevent and fight corruption more effectively. In this paper, the author will analyze the case study of Vietnam on fighting corruption base on the information technology and the outcome of applying e-Government on preventing and fighting corruption in both public sector and private sector. From this result of research, the author will recommend some solutions to improve the corruption status in Vietnam on the next period.
