ABSTRACT This article investigates comparatively the recent developmental dynamics of four East Asian political economies: Japan, South Korea, Taiwan and China. We analyze how the critical juncture engendered by the systemic crisis of the US subprime impacted on its State capabilities, particularly regarding industrial policy, being mediated by the respective regulatory and institutional frameworks. Additionally, we compare the impacts of the 2008 crisis and the previous Asian regional crisis of 1997. Our findings indicate that State capabilities, associated to the historical construction of a Developmental State, were a central feature to understand the resilience of each political economy.

AbstractIf export orientation is a goal in a sustainable development strategy, this study argues that public interventions at the sectoral level in a variety of markets can produce economic reorientation that pursues international comparative advantage faster and at lower cost than free market forces can. Pervasive failures in information, credit, input, distribution, and insurance markets can render strictly market-based adjustment both slow and costly. Although Chile's export boom and high growth rates have been associated with its free market economic policies, this article, based on a comparison of the fruit, fish, and forestry sectors, contends that new forms of public intervention were crucial catalysts in shaping a sustained export response.

The literature on East Asia's political economies identifies cohesive state bureaucracy and its effective intervention in the market as the key factors that have enabled the East Asian economic miracle and that differentiate the success of East Asian newly industrializing countries (NICs) from the failure of other developing countries. However, the sharply diverging growth trajectories of the Taiwanese semiconductor and wireless communications industries show that cohesive state bureaucracy and its effective intervention are not the generic trait of the Taiwanese developmental state, repeatedly found across industries and through time. On the contrary, the scope, depth, and coherence of state intervention are a variable rather than a constant. The semiconductor industry had an activist state promoting its growth from its very inception, whereas the wireless communications industry has failed to acquire consistent state support. Explaining the variation of state intervention requires not only an analysis of the state apparatus but also a study of its institutional links to the industry. This article develops an institutional explanation of the Taiwanese state's differing roles in promoting the semiconductor and wireless communications industries, but it differentiates itself from the existing literature of the developmental state and network theories by privileging the role of overseas technologists in influencing the scope, depth, and coherence of state intervention in two industries.

The paper critically examines the extent to which Malawi’s economic and political developments, leading to the country’s Third Republic, have contributed to the country’s quest towards achieving the basic attributes of a democratic developmental state. An analytical framework is developed to examine this covering the post-independence political and economic regimes. The analysis reveals that despite experiencing some episodes of high growth rates, the country has been marred by autocratic tendencies, rampant corruption and nepotism. Oftentimes the political and economic system remained fragile as the performance of the different governments pre-2020 had been hardly inspiring in relation to peoples’ expectations.

Why has the literature on Asian development not addressed the issue of money politics in South Korea? How can we reconcile the view of an efficient developmental state in South Korea before 1997 with reports of massive corruption and inefficiency in that same country in 1998 and 1999? Politics is central to the answer. In this study I make two arguments. First, money politics was extensive in South Korea both during and after the high-growth era. Second, political—not economic—considerations dominated policymaking. This study explains both past and present and compares the patterns of money politics in the early post-independence era with those that arose after the democratic transition in 1987. While during the Park era a balance of power between businessmen and politicians kept corruption from spinning out of control, the transition to democracy altered the basic business-state relationship, allowing business to exert greater influence over policy decisions. The political hypothesis advanced in this study suggests a new direction for our research about the developmental state.

In an effort to understand the complex relationship between structure and biological function within the nucleus, we have embarked on a program to examine the three-dimensional structure and organization of Drosophila melanogaster embryonic chromosomes. Our overall goal is to determine how DNA and proteins are organized into complex and highly dynamic structures (chromosomes) and how these chromosomes are arranged in three dimensional space within the cell nucleus. Futher, we hope to be able to correlate structual data with such fundamental biological properties as stage in the mitotic cell cycle, developmental state and transcription at specific gene loci.Towards this end, we have been developing methodologies for the three-dimensional analysis of non-crystalline biological specimens using optical and electron microscopy. We feel that the combination of these two complementary techniques allows an unprecedented look at the structural organization of cellular components ranging in size from 100A to 100 microns.
