The study aimed to analyze the reality of e-learning at Palestine Technical University-Khudouri/Tulkarem, and to identify the most important challenges facing students when using the education system, as well as to analyze the extent to which university students interact with the e-learning system, and to show the differences between the average opinions of the study sample on e-learning according to the study variables due to the nature of the study, the descriptive analytical approach was used, in order to reach practical results, and to achieve and analyze the reality of e-learning  a questionnaire consisting of (34) paragraphs was designed, where the study community consisted of (6,559) students, and a simple random sample of (522) students was taken, and the questionnaire was distributed electronically because it was not able to be distributed manually due to the prevailing conditions _ the spread of the Corona pandemic- at the time of the preparation of the study. The results of the study showed that (63.136%) of the researched believe that the reality of e-learning at the university suffers from different problems. The study indicated that (87.97%) among respondents, complaints have increased in the e-learning system after the Corona pandemic and that (81.36%) among the researchers, the infrastructure was one of the most barriers in e-learning. While (63.934%)of the researched that e-learning has a role to play in achieving Interaction among students, as the results of the study showed no differences Statistically significant to the reality of e-learning according to the gender variable, and there are no differences depending on the variable of the scientific qualification except in the field of e-learning reality, there are also no differences Statistics according to the variable of the academic level ,except for the field of Interaction with students. In the light of the results of the study, a series of recommendations were made, the most prominent of which were: 1.Include an e-learning system item in The computer course assigned as a university requirement for first-year students 2. Provide opportunities to train and develop the capabilities of all educational parties to use and apply E-learning.

Bina Darma University (UBD) as one of the university based information technology currently has been assisted by the use of IT in implementing its strategy. University 4.0 is a university that makes students as a learning center and assisted by the use of IT.  UBD in conducting learning has been assisted by e-learning which is one of the benchmarks of 4.0 University perspectives. E-Learning implementation assists the learning process by students and lecturers. The performance of the e-learning system has not been measured. Measurements are performed to improve the quality of e-learning systems in the 4.0 university perspective. To perform analysis used the IT framework Balanced Scorecard consisting of four perspectives namely Corporate Contribution/Business Contribution, User Orientation, Operational Excellence and Future Orientation. The result of this research is an improved analysis of quality and strategies to improve the quality of e-learning systems in the 4.0 university perspective.

Universitas Sangga Buana is an educational institution that continues to develop thefollowing technological advances by creating an e-learning system for students to facilitatedistance learning. This system is relatively new and still being developed, allowing there are stillmany gaps that others can exploit, especially on the security side of the system. To reduce systemsecurity vulnerabilities and data loss risks, it is necessary to conduct an audit of the e-learningsystem at the Universitas Sangga Buana. The stages used to determine security systemvulnerabilities and risk management in e-learning systems use the NIST framework and theAcunetix application as a system security testing tool. The final result of the e-learning systemaudit is that the e-learning system of the University of Sangga Buana is at a reasonable level withno high system vulnerabilities found and well-implemented risk management.

This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. National Technical University "Kharkiv Polytechnic Institute" conducts systematic work in this area, conducts open distance courses for developers, tutors, content curators and experts for teachers of educational institutions of Ukraine. Developed distance courses that measure the competence of trained professionals ensure high efficiency of dual learning. More than 2,100 teachers of educational establishments of Ukraine have enrolled in the open distance courses, more than 320 teachers have successfully completed the courses.

This research assess the effects of training program based on the usage of the digital learning objects in teaching practice at the Northern Borders University staff. E Assessment through the tablets and smart phones and the teachers’ attitudes towards such way of evaluation is the major objective of this study as the researcher expects that the assessment mechanism in the university through utilization of tablets and smart phones and its application will inevitably bring in a systematic improvement in the assessment and evaluation process of the curricula. Moreover, making use of the e learning objects in training will make a significant change in e training program of the university. Hence, the researcher has chosen voluntary random samples from the university teaching staff (men\women) from various different faculties (medicine, medical sciences, science, education and arts, business administration, home economics, and science and literature). These samples included 300 members of the teaching staff. In a group of 20 to 25 members, a personal training was conducted regarding the usage of tablets and smart phones and its applications in the assessment process. Each group participated by producing a complete e-assessment for their students in the Northern Borders University and by the e learning system i.e. Blackboard and Question Mark. The research also depends on the semi-experimental design of multiple groups and on testing the groups’ pre and post achievement tests. In addition, the research identifies the level of the university teaching staff in using the tablets and the smartphones and its applications in the assessment process by the note card that the individuals have during the test.
