Abstract Achieving low-carbon energy transformation is vital for coordinating economic growth and environmental improvement to satisfy the carbon emissions peak and carbon neutrality targets. Existing studies, however, have been dominated by the mere exploration of the low-carbon transformation pathway with little consideration of the importance of energy substitution in low-carbon transformation. Doing so is believably unable to gain the double dividend effect for the economy and environment. Accordingly, this paper develops three energy-target scenarios, taking into account energy structure, electrification level, and carbon mitigation targets by 2030 announced by the Chinese government. A dynamic multi-sectoral computable general equilibrium model, CHINAGEM, is employed to examine the economic and environmental effects under different pathways of long-term low-carbon transformation. Firstly, we detect that China's primary energy consumption and electricity production structure would substantially transfer to low-carbon and clean along with all three energy-target scenarios. Secondly, due to the anticipated decline of fossil energy consumption, especially coal consumption, China's CO2, SO2, and NOX emissions in 2020-2030 would also possibly vastly abate with all the scenarios. Besides, it is highly conceivable for China to achieve its peak carbon emission of 12.4 GtCO2 in 2028 if it serves the comparatively more stringent low-carbon transformation pathways. Lastly, different pathways would also produce varying positive impacts on China's macro-economy and achieve the different extent of double dividend effects. The research concludes with a recommendation of tentative improvement policies towards low-carbon transformation under the carbon peak and carbon neutrality goals, including promoting energy substitution, renewable energy development, and low-carbon technologies.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

On the eve of the worldwide negotiations of a new climate agreement in December 2009 in Copenhagen it is important to clearly understand what Russia can do to mitigate energy-related greenhouse gas emissions in the medium (until 2020) and in the long term (until 2050). The paper investigates this issue using modeling tools and scenario approach. It concludes that transition to the "Low-Carbon Russia" scenarios must be accomplished in 2020—2030 or sooner, not only to mitigate emissions, but to block potential energy shortages and its costliness which can hinder economic growth.

The process of reaching carbon neutrality by 2050 and cutting CO2 emissions by 2030 by 55% compared to 1990 as per the EU Green Deal is highly complex. The energy mix must be changed to ensure long-term environmental sustainability, mainly by closing down coal sites, while preserving the energy-intensive short-term economic growth, ensuring social equity, and opening opportunities for regions diminishing in population and potential. Romania is currently in the position of deciding the optimal way forward in this challenging societal shift while morphing to evidence-based policy-making and anticipatory governance, mainly in its two coal-mining regions. This article provides possible future scenarios for tackling this complex issue in Romania through a three-pronged, staggered, methodology: (1) clustering Romania with other similar countries from the point of view of the Just Transition efforts (i.e., the energy mix and the socio-economic parameters), (2) analyzing Romania’s potential evolution of the energy mix from the point of the thermal efficiency of two major power plants (CEH and CEO) and the systemic energy losses, and (3) providing insights on the socio-economic context (economic development and labor market transformations, including the component on the effects on vulnerable consumers) of the central coal regions in Romania.

AbstractWith the rapid development of the Internet of Things (IoT) in the 5G age, the construction of smart cities around the world consequents on the exploration of carbon reduction path based on IoT technology is an important direction for global low carbon city research. Carbon dioxide emissions in small cities are usually higher than that in large and medium cities. However, due to the huge difference in data environment between small cities and Medium-large sized cities, the weak hardware foundation of the IoT, and the high input cost, the construction of a small city smart carbon monitoring platform has not yet been carried out. This paper proposes a real-time estimate model of carbon emissions at the block and street scale and designs a smart carbon monitoring platform that combines traditional carbon control methods with IoT technology. It can exist long-term data by using real-time data acquired with the sensing device. Therefore, the dynamic monitoring and management of low-carbon development in small cities can be achieved. The contributions are summarized as follows: (1) Intelligent thermoelectric systems, industrial energy monitoring systems, and intelligent transportation systems are three core systems of the monitoring platform. Carbon emission measurement methods based on sample monitoring, long-term data, and real-time data have been established, they can solve the problem of the high cost of IoT equipment in small cities. (2) Combined with long-term data, the real-time correction technology, they can dispose of the matter of differences in carbon emission measurement under diverse scales.

“Fast fashion” represents a short product life cycle, and international SPA enterprises are therefore criticised as representatives of high energy consumption, pollution, and emissions, which is contrary to China’s goal of achieving carbon neutrality. In the context of China’s shift to a low-carbon economic development model, how should SPA enterprises breakthrough in the face of China’s large-scale market advantage and domestic demand potential? Based on the statistics of 277 prefecture-level cities from 2010 to 2018, this article selects 5 leading international SPA enterprises and uses the difference-in-differences (DID) method to explore the impact of low-carbon initiative on the location expansion of international SPA enterprises. The results suggest that the quantity of location expansions of SPA enterprises in the pilot cities is significantly lower by approximately 0.418 units compared with the nonpilot cities, implying that the low-carbon initiative has a significant inhibitory effect on the location expansion of SPA enterprises. After a series of robustness tests, the conclusion is valid. The results of the heterogeneity test suggest that the suppression effect is mainly found in the subsample of central cities and cities with medium and low levels of economic development. This article proposes that SPA enterprises should reduce their carbon emissions and gradually explore a green and sustainable development path.
