[Introduction]. Food-borne diseases (FBDs) are one of the most frequent public health problems in daily life. The hazards that cause FBD may occur in the different stages of the food chain (from primary production to the table). Independently from its origin, once the food reaches the consumer it may have an impact on public health and cause severe economic damage to the establishments devoted to its preparation and sale. These two events may cause loss of confidence and the closing down of a business. Fortunately, the measures for preventing food contamination are very simple and may be applied by anyone who handles food, by following easy rules for hygienic food handling. This Manual’s purpose is to provide to people who handle food, and particularly to food-handlers’ instructors, the information they need to facilitate the teaching of proper procedures to food workers. In addition, it seeks to provide basic information about food safety that Latin American and Caribbean countries may adapt to their own needs. The Manual is organized into three Modules and Appendixes focusing on the following topics: (1) food hazards; (2) FBDs; and (3) hygienic measures to prevent food contamination. The evaluation at the end, forms part of the Manual. Its purpose is to assess the knowledge learned during the course regarding the importance of hygienic food handling for public health.

This chapter examines and discusses the approach taken by local governments in developing countries to using the Web as a means of providing e-services. In particular, we focus on the capital cities of Latin American and Caribbean (LAC) countries to discover whether their public administrations are using the Internet to transform how they interact with citizens through the delivery of online public sector services, thus advancing a benchmarking process. An empirical study was carried out of e-government services in these cities, focusing on the content of e-services by applying the CapGemini (2009) methodology, which has been widely used in prior research. Our findings confirm the existence of a wide variety of e-services among the cities examined, with many of these local administrations remaining unaware of the possibility of using Internet to facilitate the delivery of public sector services. Therefore, there is great scope for improvement in the field of e-government. Reforms in public administration are needed in order to make government more participative and open. Likewise, setting effective policies to ensure e-inclusion is the key to the future of LAC’s new empowered societies, with a more visible voice and more chances to express their concerns.

Venezuela and Colombia both adopted measures of containment early in response to the COVID-19 pandemic. However, Venezuelan ongoing humanitarian crisis has decimated its health care system, and forced millions of Venezuelans to flee through its porous border with Colombia. The extensive shared border, and illegal cross-border transit through improvised trails between the two countries are major challenges for public health authorities. We report the first SARS-CoV-2 genomes from Venezuela, and present a snapshot of the SARS-CoV-2 epidemiologic landscape in the Colombian-Venezuelan border region. We sequenced and assembled viral genomes from total RNA extracted from nasopharyngeal (NP) clinical specimens using a custom reference-based analysis pipeline. Three assemblies obtained were subjected to typing using the Phylogenetic Assignment of Named Global Outbreak LINeages Pangolin tool. A total of 376 publicly available SARS-CoV-2 genomes from South America were obtained from the GISAID database to perform comparative genomic analyses. Additionally, the Wuhan-1 strain was used as reference. We found that two of the SARS-CoV-2 genomes from Venezuela belonged to the B1 lineage, and the third to the B.1.13 lineage. We observed a point mutation in the Spike protein gene (D614G substitution), previously reported to be associated with increased infectivity, in all three Venezuelan genomes. An additional three mutations (R203K/G204R substitution) were present in the nucleocapsid (N) gene of one Venezuelan genome. Conclusions: Genomic sequencing demonstrates similarity between SARS-CoV-2 lineages from Venezuela and viruses collected from patients in bordering areas in Colombia and from Brazil, consistent with cross-border transit despite administrative measures including lockdowns. The presence of mutations associated with increased infectivity in the 3 Venezuelan genomes we report and Colombian SARS-CoV-2 genomes from neighboring borders areas may pose additional challenges for control of SARS-CoV-2 spread in the complex epidemiological landscape in Latin American countries. Public health authorities should carefully follow the progress of the pandemic and its impact on displaced populations within the region.

The conclusion to this book offers a brief portrayal of how the 2014 Latin American and Caribbean Feminist Encounter used internet applications to expand and enrich this unique regional counterpublic. It then summarizes the ways in which feminist and queer counterpublic organizations have reoriented and refined the way they have woven the internet into their alternative media-fueled counterpublics. Despite ongoing struggles with inequality and resources, they have used the internet to enhance each of the three elements of their counterpublics: developing members’ identity, constructing community, and negotiating strategies to influence wider publics. But, perhaps even more remarkably, their engagement with the physical, content, and logical layers of the internet that show how a diverse set of activists have interpreted the internet into their own vernacular.

This chapter traces the historical outlines of Latin American feminist counterpublics to show the kind of organizing, including alternative media use, that provided the foundation upon which more recent counterpublics would build. Through their publications and face-to-face meetings, activists during the late 19th and early 20th century developed strategies to name and claim women’s rights long before the advent of the internet. Their work served as a model for the explosion of activism beginning in the 1970s, when new regional publications enriched an unprecedented, and globally unreplicated counterpublic space, that of the Latin American and Caribbean Feminist Encounters, or large regional meetings. The chapter also profiles two global communication projects in which Latin American counterpublics were embedded, and ends with an analysis of the very first computer-mediated project to promote women’s rights at the international venue of the 1975 UN World conference on women.
