Training for policy analysis practice has evolved over forty years to a standardized core, including economics, statistics, management, politics/political science, and a practicum. The original model applied disciplinary methodology to the selection of better alternatives among possible policies for governments and nonprofit organizations. The most important mid-course correction in MPP history was the introduction of public management requirements in recognition that MPP alumni would (i) manage ‘policy shops’ and operating agencies as their careers advanced, and (ii) should advise on policy with awareness of implementability and manageability issues. Variations on this model include courses in law and public administration, concentrations in issue areas like health or environmental policy, and joint degrees with other professional schools. Current issues from which future evolution of the MPP enterprise is likely to flow include tensions between methodologies used by MPP faculty in research and inclusion of models like Bayesian inference and behavioral economics that may be more applicable in professional practice. Another source of variation is pedagogical: some courses offer the familiar ‘Theory T [for telling]’ model whereby content is presented didactically in lectures with discussion assigned to sections, while others move to ‘Theory C [for coaching]’ convention where content presentation is left to readings, and meetings are devoted to using the content to analyze policy questions.

Plant Sci. 92: 553–562. Combined selection is an important strategy in crop breeding. As the classical index does not consider pedigree information, the objective of this study was to evaluate the efficiency of the best linear unbiased prediction (BLUP) methodology for combined selection of progeny. We analyzed expansion volume (EV) and grain yield of parents and inbred and non-inbred progeny from the popcorn population Viçosa. The BLUP analyses, single-trait and of the same character measured in parents and progeny (combined parent-family) were performed using the ASReml software. Because the experiments were balanced, the estimates of the additive variance from the BLUP and least squares analyses were generally equivalent. The accuracies of the BLUP analyses do not clearly establish the superior technique. The accuracy of the classical index tended to be higher than that obtained from BLUP analyses. There was equivalence between BLUP and least squares analyses relative to half-sib and inbred progeny selection, and superiority of the combined parent-family BLUP index for full-sib selection. The BLUP analyses also differed from the least squares analysis on the coincidence of selected parents. The populations obtained by selection based on BLUP of breeding values presented a lower effective size.

The electric vehicle (EV) market has grown over the last few years and even though electric vehicles do not currently possess a high market segment, it is projected that they will do so by 2030. Currently, the electric vehicle industry is looking to resolve the issue of vehicle range, using higher battery capacities and fast charging. Energy consumption is a key issue which heavily effects charging frequency and infrastructure and, therefore, the widespread use of EVs. Although several factors that influence energy consumption of EVs have been identified, a key technology that can make electric vehicles more energy efficient is drivetrain design and development. Based on electric motors’ high torque capabilities, single-speed transmissions are preferred on many light and urban vehicles. In the context of this paper, a prototype electric vehicle is used as a test bed to evaluate energy consumption related to different gear ratio usage on single-speed transmission. For this purpose, real-time data are recorded from experimental road tests and a dynamic model of the vehicle is created and fine-tuned using dedicated software. Dynamic simulations are performed to compare and evaluate different gear ratio set-ups, providing valuable insights into their effect on energy consumption. The correlation of experimental and simulation data is used for the validation of the dynamic model and the evaluation of the results towards the selection of the optimal gear ratio. Based on the aforementioned data, we provide useful information from numerous experimental and simulation results that can be used to evaluate gear ratio effects on electric vehicles’ energy consumption and, at the same time, help to formulate evolving concepts of smart grid and EV integration.

Bulls that originate from breeding schemes with extensive use of multiple ovulation and embryo transfer (MOET) can be selected on pedigree information, the performance of their contemporary female full- and half-sibs or based on a progeny test. Combined selection across groups of bulls with different sources of information is shown to be superior to selection of progeny tested bulls alone. The magnitude of the superiority for a given selection rate is determined by the differences in genetic merit between the groups and ranges from 5 to 65%. Depending on the annual genetic progress the majority of the bulls are selected either on pedigree or progeny information. The proportion of sib-tested bulls ranges from 9 to 23%. When breeding activities are concentrated in nucleus herds, possible genotype by environment interactions between performance in the test herd and in the commercial population have to be considered. Genotype by environment interactions increase the proportion of progeny tested sires that will be selected. However, the proportion of progeny tested sires used is reduced by genotype by environment interactions among the groups of a heterogenous commercial production environment. This paper presents the model updating technique for satellite structure by using the vibration environment test data. In the paper, several key technique issues related to the model updating of satellite structure, such as selection of updating parameters, model reduction, damping identification, etc, have been discussed. As an example, the model updating for a satellite central cylinder structure using the shaker vibration environment test results is described. It is proved that the techniques presented are effective for engineering applications.
