This book takes a fresh look at the land question in India. It goes beyond re-engagement in the rich transition debate by critically examining both theoretically and empirically the role of land in contemporary India. Springing from the political economy discourse surrounding the classic capitalist transition issue in agriculture in India, the book gravitates toward the development discourse that inevitably veers toward land and the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes. Contemporary dispossession may look similar to the historical process of primitive accumulation that makes room for capitalist agriculture and expanded accumulation. But this volume shows that land in India is sought increasingly for non-agricultural purposes as well. These include risk mitigation by farmers, real estate development, infrastructure development by states often on behalf of business, and special economic zones. Tribal communities (advasis), who depend on land for their livelihoods and a moral economy that is independent of any price-driven markets, hold on to land for collective security. Thus land acquisition continues to be a turbulent arena in which classes, castes, and communities are in conflict with the state and capital, each jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume collectively addresses the role of the state involved in the process of dispossession of peasants and tribal communities. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and captures empirically the multifaceted regional diversity of the contestations surrounding the acquisition experiences in India.

Aims: Future research on health inequality relies on data that cover life-course exposure, different birth cohorts and variation in policy contexts. Nordic register data have long been celebrated as a ‘gold mine’ for research, and fulfil many of these criteria. However, access to and use of such data are hampered by a number of hurdles and bottlenecks. We present and discuss the experiences of an ongoing Nordic consortium from the process of acquiring register data on socio-economic conditions and health in Denmark, Finland, Norway and Sweden. Methods: We compare experiences of data-acquisition processes from a researcher’s perspective in the four countries and discuss the comparability of register data and the modes of collaboration available to researchers, given the prevailing ethical and legal restrictions. Results: The application processes we experienced were time-consuming, and decision structures were often fragmented. We found substantial variation between the countries in terms of processing times, costs and the administrative burden of the researcher. Concerned agencies differed in policy and practice which influenced both how and when data were delivered. These discrepancies present a challenge to comparative research. Conclusions: We conclude that there are few signs of harmonisation, as called for by previous policy documents and research papers. Ethical vetting needs to be centralised both within and between countries in order to improve data access. Institutional factors that seem to facilitate access to register data at the national level include single storage environments for health and social data, simplified ethical vetting and user guidance.

AbstractThis paper addresses the problem of efficient and effective data collection and analytics for applications such as civil infrastructure monitoring and emergency management. Such problem requires the development of techniques by which data acquisition devices, such as IoT devices, can: (a) perform local analysis of collected data; and (b) based on the results of such analysis, autonomously decide further data acquisition. The ability to perform local analysis is critical in order to reduce the transmission costs and latency as the results of an analysis are usually smaller in size than the original data. As an example, in case of strict real-time requirements, the analysis results can be transmitted in real-time, whereas the actual collected data can be uploaded later on. The ability to autonomously decide about further data acquisition enhances scalability and reduces the need of real-time human involvement in data acquisition processes, especially in contexts with critical real-time requirements. The paper focuses on deep neural networks and discusses techniques for supporting transfer learning and pruning, so to reduce the times for training the networks and the size of the networks for deployment at IoT devices. We also discuss approaches based on machine learning reinforcement techniques enhancing the autonomy of IoT devices.

Submarine inspections and surveys require underwater vehicles to operate in deep waters efficiently, safely and reliably. Autonomous Underwater Vehicles employing advanced navigation and control systems present several advantages. Robust control algorithms and novel improvements in positioning and navigation are needed to optimize underwater operations. This paper proposes a new general formulation of this problem together with a basic approach for the management of deep underwater operations. This approach considers the field of view and the operational requirements as a fundamental input in the development of the trajectory in the autonomous guidance system. The constraints and involved variables are also defined, providing more accurate modelling compared with traditional formulations of the positioning system. Different case studies are presented based on commercial underwater cameras/sonars, analysing the influence of the main variables in the measurement process to obtain optimal resolution results. The application of this approach in autonomous underwater operations ensures suitable data acquisition processes according to the payload installed onboard.

Organizations are increasingly aware of the importance of managing the acquisition processes of new and sustainable knowledge, which allows them to increase performance. These knowledge-acquisition processes require top management teams to focus on the external environment to search for sustainable opportunities and initiatives. This spurs top teams to make strategic decisions that require more comprehensive managerial information, which is provided by management accounting systems. Our research analyzes how top management team composition facilitates the acquisition of new knowledge. Our management accounting paper also analyzes the mediating effect of the interactive use of management accounting systems (MASs) and their impact on sustainable firm performance. A survey was conducted among the main manufacturer firms in the Republic of Ecuador. Results were analyzed by using the partial least squares methodology, and they showed a positive effect for the interactive use of management accounting systems on sustainable knowledge-acquisition processes. Results also showed that knowledge acquisition increased firm performance through an interactive use of MASs.

Introduction. The dynamism of the integration processes, activation of mergers and acquisition processes, modernization of enterprises, development of new entrepreneurship forms, strengthening the international expansion of leading companies, the internationalization of capital is a characteristic features of the world economic development present stage. Creating different types of integrated structures becomes one of the effective ways enterprises adapt to the transformation processes, a prerequisite for organizational and economic preconditions for sustainable economic growth and competitiveness increasing of businesses - participants of integrated union. In present business environment of mergers and acquisitions (mergers&acquisitions, M&A) is one of the most important mechanisms for the rising value of enterprises, improving their activity effectiveness, risk diversification and optimization of investment portfolios by achieving a synergistic effect. Purpose. Development and substantiation of methodical approach due to the selection of companies based on synergetic merger (absorption), as a criteria for evaluating the effectiveness of the company value management and making recommendations for its practical application. Results. The author puts forth his conception of the improvement of the technique of the estimation of the synergy effect from mergers and acquisitions of companies. Conclusion. So, mergers and acquisitions of enterprises agreements have ample opportunities in term of the implementation of key strategic objectives and added value business. However, despite the high quantitative dynamics, in practice in most cases, the value still has not been created. This is primarily due to the inadequate estimates synergy effect and limited use of strategic opportunities to create added value in step of integration.

In recent times, stakeholders in the mining sector have expressed concerns about the environmental degradation and the social impacts of uncontrolled Small Scale Mining (SSM) activities in Ghana despite the existence of legislative instruments that define the procedures required for the acquisition of licences and operations of SSM activities in the country. This paper assesses the challenges in policy implementation in the small scale gold mining sector of Ghana by reviewing policies on regularisation and environmental management. It further identifies challenges faced by small scale mining operators in adhering to laid down policies for the smooth operation of the sector and furthermore assesses the views of some principal stakeholders on the benefits and challenges of small scale mining using the Dunkwa mining district as a test case. The methods employed include: field visits to some  small scale mining sites within the Dunkwa mining district; interviews and questionnaire administration; and statistical and content analysis of data. The study reveals the following factors, among others, to have contributed largely to the difficulty in regularisation, environmental and social challenges that have plagued the SSM sector: low level of education of majority of miners; bureaucracies and centralisation of licence acquisition processes; lack of sources of finance for SSM projects; lack of geological information on mineable areas; and lack of adequate knowledge of the laws and regulations on mining and environment. In addressing the challenges the following recommendations are made: decentralisation of the regularisation processes to simplify licence acquisition; adequate geological investigations should be undertaken on SSM blocked-out areas to reduce the try and error mining approach adopted by miners; and continuous education and training of miners on good mining and environmental practices. Keywords: Small Scale Mining, Mineral Policies, Environmental Impact, Regularisation, Challenges

Rainfall is rare in hyperarid deserts but, when it occurs, it triggers large biological responses which are considered to be essential for the long-term maintenance of biodiversity. In such environments, microbial communities have major roles in nutrient cycling, but their functional responses to short-lived resource opportunities are poorly understood. We used whole community metatranscriptomic data to demonstrate structured and sequential functional responses in desiccated desert soils to a simulated rainfall event over a seven-day time frame. Rapid transcriptional activation of Actinobacteria, Alpha-proteobacteria and phage transcripts was followed by a marked increase in protist and myxobacterial activity, before returning to the original state. In functional terms, motility systems were activated in the early phases, whereas competition-toxicity systems increased in parallel to the activity from predators and the drying of soils. The dispersal-predation dynamic was identified as a central driver of microbial community responses to watering. Carbon fixation mechanisms that were active under dry condition were rapidly down-regulated in wetted soils, and only reactivated on a return to a near-dry state, suggesting a reciprocal balance between carbon fixation and fixed-carbon acquisition processes. Water addition induced a general reduction in the transcription of stress response genes, most prominently HSP20, indicating that this chaperone is particularly important for life in desiccated ecosystems. Based on these data, we propose a rainfall response model for desert soil microbiomes.

Individual differences in resource availability, and the patterns of cognitive abilities they contribute to, are important to:• explaining variation between learners in the effectiveness of second language (L2) instructional treatments;• describing differences in implicit, incidental and explicit L2 learning processes; and• explaining child-adult differences in acquisition processes, and therefore to any general theory of second language acquisition (SLA).In this article I describe a framework for research into the effects of cognitive abilities on SLA which is based on four interlocking hypotheses. These hypotheses are drawn from research in psychology, education and SLA and, where possible, I present evidence to support each of them. The hypotheses are:1) the Aptitude Complex Hypothesis;2) the Ability Differentiation Hypothesis;3) the Fundamental Difference Hypothesis; and4) the Fundamental Similarity Hypothesis.The hypotheses, and the relationships between them, define an Aptitude Complex/Ability Differentiation framework for further examining the influence of individual differences in cognitive abilities on SLA, and for developing a theoretically motivated measure of language learning aptitude. I argue that such research should adopt the interactionist approach described by Snow (1994) to identifying individual difference/learning condition interactions at a number of levels. I illustrate some of these interactions.
