In Western liberal democracies the planning of mega transport infrastructure projects is guided by public interest claims typically expressed through legislation and political mandates. But with the infrastructure boom being observed in many cities since the Global Financial Crisis, and the need to address unprecedented levels of urbanisation, the level of politicisation directed at infrastructure projects draws attention to how the public interest is treated in the planning and management of complex mega transport infrastructure projects in diverse local contexts. Looking to Sydney, an advanced neoliberal city building the largest transport infrastructure project in Australian history, we examine how public interest is asserted in a way that reinforces legitimacy of the process and consensus for the project. Under these conditions, planners fail or are unwilling to raise additional or new public interest issues. The vagaries of public interest mean that in being open to interpretation the public interest can be easily captured by the interests of capital and of ruling politicians. This raises important questions for urban studies about the role governments and, in particular, public-sector planners can play in advocating for actually existing public interest issues such as environmental sustainability without it amounting to just rhetoric with no follow through.

Purpose Although scientific research community has shown considerable interest in identifying critical success factors (CSFs) for public-private partnership (PPP) projects, yet effort at assessing and compare CSFs within similar PPP infrastructure projects received scant attention. The purpose of this paper is to identify, assess, and compare the CSFs in PPP transport infrastructure projects. Design/methodology/approach The study adopted literature review and three PPP case studies including structured interviews and review of documentary reports in each case study. The outcome of literature review provided a total list of 26 identified success factors, which was used to design a case study protocol using failure mode and effect analysis (FMEA) technique. FMEA was conducted on each 26 identified success factor to assess their criticality in the three PPP case studies. Findings The results of FMEA revealed a total of ten CSFs in the concession of the road; four CSFs in the concession of the airport; and eight CSFs in the concession of the seaport. Also, the cross-case analysis showed the three prevalent CSFs, this includes government involvement by providing guarantees, political support, and project economic viability. Practical implications The study findings including lessons learnt in each case study would positively influence policy development towards PPP transport infrastructure projects and the manner in which partners (i.e. public and private sector) go about the development of PPP transport projects. Originality/value This research would help PPP stakeholders to focus their attention and priorities in managing the identified CSFs in achieving long-term success in PPP transport infrastructure projects implementation.

Drawing on and developing literatures on automobilities, vertical urbanisms and the use of storylines to understand mega transport projects, we imagine infrastructure as a shifting assemblage of actors, storylines and material objects and practices. In the case of motorway building, this requires an understanding of how competing storylines about how both the infrastructure itself and the city it is located in are mobilised and politicised across diverse local geographies and multiple scales as the process proceeds. Our case study focuses on WestConnex, a 33 km motorway being built in Sydney, Australia. Similar to other major transport infrastructure projects, WestConnex morphed over time, growing in ambition, budget, complexity, debate and by enrolling new actors.

This paper presents research into the area of public transport and accessibility, addressing the support of practitioners in achieving socially inclusive solutions to the mobility issues of diverse populations. For decades, social policy has been underpinned by a stereotyping of populations into simplified sub groups: old, young, disabled, etc. and thus solutions often fail to properly address the richness of human variability. These shortcomings are often ‘managed’ through the ability for people to adapt, however, this is not a sustainable way in which to build a socially inclusive transport infrastructure. A software design tool called HADRIAN is presented. This tool provides a means to evaluate designs for their physical inclusiveness through the use of a virtual user group. This virtual user group is the embodiment of over 100 people that can be used to assess an existing or proposed design and to gain an understanding of what may be done to improve its accommodation. A case study exploring the use of the tool is described together with work in exploring the correlation of the individuals within the HADRIAN system with data on the UK population as a whole and how the inclusion or exclusion of individuals with specific characteristics can be used to inform a more representative view of the inclusiveness of a design.

AbstractStudies on the impact of changes in travel costs on car and public transport use are typically based on cross-sectional travel survey data or time series analysis and do not capture intrapersonal variation in travel patterns, which can result in biased cost elasticities. This paper examines the influence of panel effects and inertia in travel behaviour on travel cost sensitiveness, based on four waves of the Mobility Panel for the Netherlands (comprising around 90,000 trips). This paper analyses the monetary costs of travel. Panel effects reflect (within wave) intrapersonal variations in mode choice, based on three-day trip diary data available for each wave. The impact of intrapersonal variation on cost sensitiveness is shown by comparing mode choice models with panel effects (mixed logit mode choice models with error components) and without panel effects (multinomial logit models). Inertia represents variability in mode choice between waves, measured as the effect of mode choice decisions made in a previous wave on the decisions made in the current wave. Additionally, all mode choice models include socio-economic and spatial variables but also mode preferences and life events. The effect of inertia on travel cost elasticities is measured by estimating mixed logit mode choice models with and without inertia effects. The main conclusion is that the inclusion of intrapersonal effects tends to increase cost sensitiveness whereas the inclusion of inertia effects decreases travel cost sensitiveness for car and public transport modes. Car users are identified as inert travellers, whereas public transport users show a lower tendency to maintain their usual mode choice. This paper reveals the inertia effects over four waves of repeated respondent’s data repeated yearly.
