BACKGROUND: To combat COVID-19, curb the pandemic, and manage containment, governments around the world are turning to data collection and population monitoring for analysis and prediction. The massive data generated through the use of big data and artificial intelligence can play an important role in addressing this unprecedented global health and economic crisis. OBJECTIVES: The objective of this work is to develop an expert system that combines several solutions to combat COVID-19. The main solution is based on a new developed software called General Guide (GG) application. This expert system allows us to explore, monitor, forecast, and optimize the data collected in order to take an efficient decision to ensure the safety of citizens, forecast, and slow down the spread’s rate of COVID-19. It will also facilitate countries’ interventions and optimize resources. Moreover, other solutions can be integrated into this expert system, such as the automatic vehicle and passenger sanitizing system equipped with a thermal and smart High Definition (HD) cameras and multi-purpose drones which offer many services. All of these solutions will facilitate lifting COVID-19 restrictions and minimize the impact of this pandemic. METHODS: The methods used in this expert system will assist in designing and analyzing the model based on big data and artificial intelligence (machine learning). This can enhance countries’ abilities and tools in monitoring, combating, and predicting the spread of COVID-19. RESULTS: The results obtained by this prediction process and the use of the above mentioned solutions will help monitor, predict, generate indicators, and make operational decisions to stop the spread of COVID-19. CONCLUSIONS: This developed expert system can assist in stopping the spread of COVID-19 globally and putting the world back to work.

The COVID-19 pandemic that hit the world in 2020 triggered a massive dissemination of information (“infodemic”) about the disease channeled through the web and social media. This “infodemic” included also sensational and distorted information about drugs, which likely affected primarily opinion leaders and people particularly active on social media, and subsequently other peoples leading to inadequate choices by individual patients everywhere. In particular, for some drugs approved with other indications, namely chloroquine, hydroxychloroquine, NSAIDs, ACE inhibitors, angiotensin II receptor antagonists, favipiravir and umifenovir, information has spread that has led to a hazardous use. In this article, we analyzed the rationale behind the claim for use of these drugs in COVID-19, the communication about their effect on the disease, the consequences of this communication on people's behavior and the response of some influential regulatory authorities in an attempt to minimize the actual or potential risks arising from this behavior. Finally, we discussed the role of pharmacovigilance stakeholders in emergency management and possible strategies to be put in place to deal with other similar situations in the future.

For many emergency managers (EMs) and National Weather Service (NWS) forecasters, Convective Outlooks issued by the Storm Prediction Center (SPC) influence the preparation for near-term severe weather events. However, research into how and when EMs utilize that information, and how it influences their emergency operations plan, is limited. Therefore, to better understand how SPC Convective Outlooks are used for severe weather planning, a survey was conducted of NWS core partners in the emergency management sector. The results show EMs prefer to wait until an Enhanced Risk for severe thunderstorms is issued to prepare for severe weather. In addition, the Day 2 Convective Outlook serves as the threshold for higher, value-based decision making. The survey was also used to analyze how the issuance of different risk levels in SPC Convective Outlooks impact emergency management preparedness compared to preparations conducted when a Convective Watch is issued.

PurposeThe purpose of this paper is to discuss the evolution of crisis communication and management along with its inclusion into the field and practice of emergency management. This paper also discusses the inclusion of nonprofit organizations and the need for these organizations to engage in crisis communication planning and strategy creation to address the diverse and numerous crises that nonprofits are at risk of experiencing.Design/methodology/approachThis paper utilizes a systematic literature review of crisis communication planning tools and resources focused on nonprofit organizations to derive best practices and policy needs.FindingsThe resources analyzed provide foundational insight for nonprofit organizations to proactively develop plans and strategies during noncrisis periods to support their organization when a crisis occurs.Research limitations/implicationsLimitations of this paper include limited academic research and practical resources related to nonprofit organizations and crisis communication planning. As such, several potential avenues for empirical research are discussed.Practical implicationsThis paper provides considerations for nonprofit organizations engaging in crisis communication planning and aspects leaders need to partake in to reduce or eliminate the risk of facing an operational or reputational crisis.Social implicationsThis paper highlights the critical need to generate a crisis communication plan due to the diverse crises nonprofit organizations face and their connection to the emergency management structure. Understanding the crisis and utilizing a crisis communication plan allows nonprofit organizations a way to strategically mitigate the impact of a crisis while also providing essential services to their respective communities and maintain their overall stability.Originality/valueThis paper is unique in its analysis of crisis communication planning resources and creation of a planning framework to assist nonprofit organizations in their planning efforts.

According to Hurricane Katrina: Lessons Learned (2006), emergency management professionals realized first-hand that preplanning and coordination is essential when mounting an effective reaction to natural disasters. This chapter describes how leaders in Chesterfield County, VA learned similar lessons in 2001 during Hurricane Irene. In comparison to Katrina the amount of damage caused by Irene was minimal but the impact on county leaders was severe. Based on lessons learned during Irene and an unexpected wind storm nine months later, Chesterfield County leaders now include the Chesterfield County Public (CCPL) in their official disaster relief plans. When activated, CCPL will serve as an information hub, double as a daytime relief shelter and participate in mass feeding if necessary. Selected library branches are available to be used as overnight relief shelters for mass care when the activation of a standard sized shelter facility is not warranted. These changes have made a notable difference.

Years have gone by since 9/11/2001. Still, it seems as though it were only yesterday: the shock, the tragedy, the heartbreak. Of all the questions, one keeps coming back, “Have we learned what we need to know to mitigate the impact of such events in the future?” The answer is a hesitant “Perhaps.” Today, still dealing with an economic disaster the magnitude of which has not been experienced in decades, there is great concern that any gains made from lessons learned by 9/11 will be further eroded. In this chapter, original research considering four corporations directly involved in the September 11 attacks is revisited in view of today's emphasis on public private partnerships and economic environment. In reexamining the original research, this chapter considers the value of public private partnerships as part of the emergency management community, and as part of an effective response to future incidents.

The historic environmental vulnerability of traditional villages (HEVTVs) is distinctly differentiated; however, the priority of relevant emergency management practices still lacks appropriate evaluation. This study proposes a new assessment system to quantify HEVTVs at the district level and an extended analysis of the influencing factors of adaptive capacity. This provides a basis to classify the emergency management of villages under geological hazard risks. Based on the coupled human–environment system, this research designed the assessment with three criteria, six factors, and 13 indexes from the perspective of HEVTVs. Furthermore, a demonstration test was conducted of 148 traditional villages in Lishui, China. The results showed that 64.19% of HEVTVs in Lishui were moderate or above, and that villages with very high vulnerability were mainly distributed at mid-elevation of mountains with strongly sloping terrain. In contrast, low-vulnerability villages were generally on plains at low altitudes. Furthermore, three high-vulnerability clustering groups were identified as critical improvement targets for which special zoning strategies should be proposed. Five influencing factors were found to be strongly related to the adaptive capacity, indicating a spatial variation of the impact intensity. This could be applied to streamline vulnerability optimization strategies according to local conditions.

ABSTRACTThe impact of hurricanes on emergency services is well-known. Recent history demonstrates the need for prehospital and emergency department coordination to serve communities during evacuation, storm duration, and cleanup. The use of telehealth applications may enhance this coordination while lessening the impact on health-care systems. These applications can address triage, stabilization, and diversion and may be provided in collaboration with state and local emergency management operations through various shelters, as well as during other emergency medical responses.
