AbstractThis article critically re-assesses Conor Cruise O'Brien's attitude to Northern Ireland between 1969 and 1977. It argues that O'Brien's most significant contribution to public life was the ability to deconstruct many aspects of Irish nationalism, specifically his rejection of the Irish state's irredentist claim over Northern Ireland. In doing so, it contends that O'Brien was one of the most important, and outspoken, champions of so-called ‘revisionist nationalism’ of his generation. The article examines three themes in relation to O'Brien's attitude to Northern Ireland: his attack on the Irish state's anti-partitionism; his rejection of Irish republican terrorism; and his support for the ‘principle of consent’ argument. The article illustrates that O'Brien was criticised in nationalist circles and accused of committing political heresy. Indeed, his willingness to challenge the attitude of most mainstream Irish politicians on Northern Ireland invariably left him an isolated figure, even among his own Labour Party comrades. Writing in his Memoir, O'Brien neatly summed up the difficult position in which he found himself: ‘I was altogether out of tune with my colleagues over Northern Ireland’.

The book has provided four sets of conclusions. First, the examination of territorial strain, the nature of territorial problems and the characteristics of background conditions gives us a lens through which to evaluate critically the social, economic and cultural context to territorial politics. The second set of conclusions relate to the approaches used in the movements for territorial constitutional change in exploiting the support they did have and overcoming those weaknesses that still existed. As part of the reality of how territorial change happens it is to be expected that in the particular case of the UK that all territorial movements emerged out of party political contestation and self-interested party choices, and then had to define approaches heavily determined by party constraints. The third set of conclusions relate to UK central government. The UK centre was also in part defined by the pursuit of party power, and the key party at the UK level ready to address territorial constitutional reform — the Labour Party — faced large challenges and anxieties after 18 years out of office when they prepared for the 1997 general election. The final set of conclusions relate to the importance of constitutional policy processes to the resolution of conflicts in centre–periphery relations. Approaches to the development of devolution policy were followed which made the best efforts to achieve territorial balance under the constraints that they faced. The policy processes in Scotland and Northern Ireland achieved sometimes high, but at least sufficient, levels of inclusiveness in their mechanisms of negotiation.

To what extent has the recent war in Northern Ireland influenced Irish historiography? Examining the nomenclature, periodization, and the use of democracy and state legitimization as interpretative tools in the historicization of the Irish Civil War (1922–3), the influence of a southern nationalist ideology is apparent. A dominating southern nationalist interest represented the revolutionary political elite's realpolitik after 1920, though its pan-nationalist rhetoric obscured this. Ignoring southern nationalism as a cogent influence has led to the misrepresentation of nationalism as ethnically homogeneous in twentieth-century Ireland. Once this is identified, historiographical and methodological problems are illuminated, which may be demonstrated in historians' work on the revolutionary period (c. 1912–23). Following the northern crisis's emergence in the late 1960s, the Republic's Irish governments required a revised public history that could reconcile the state's violent and revolutionary origins with its counterinsurgency against militarist-republicanism. At the same time many historians adopted constitutional, later democratic, state formation narratives for the south at the expense of historical precision. This facilitated a broader state-centred and statist historiography, mirroring the Republic's desire to re-orientate its nationalism away from irredentism, toward the conscious accommodation of partition. Reconciliation of southern nationalist identities with its state represents a singular political achievement, as well as a concomitant historiographical problem.

Although a British mission to the Holy See was established in 1914, the diplomatic relationship was not on a basis of reciprocity. From 1938 the pope was represented in London not by a nuncio (the Vatican equivalent of an ambassador) but by an apostolic delegate whose mission was to the hierarchy alone and not the British government. The evolution of the nuncio question sheds light on the nature of Anglo-Vatican relations, the place of Catholicism in British public life, inter-church rapprochement and British foreign policy considerations. This article assesses the divergent positions of the Foreign and Home Offices. The former was sympathetic to a change of status, whereas the latter was cautious due to the opposition of the archbishop of Canterbury and concerns about anti-Catholicism. The nuncio question was also of great interest to the Irish government. It feared that a nuncio in London would exert jurisdiction over Northern Ireland and undermine the all-island unity of the Irish Catholic Church. The Northern Ireland Troubles and the support displayed by the apostolic delegate for British policy hastened the restoration of full ambassadorial relations between London and the Holy See in 1982, ending a diplomatic breach that had existed for more than four centuries. It paved the way for Pope John Paul II’s historic pastoral visit to Britain which helped to consolidate the position of Roman Catholicism in British national life.

The Commonwealth Labour Party (Northern Ireland), hereafter referred to as the C.L.P., came into existence on 19 December 1942. Its birth was the result of a split in the ranks of the Northern Ireland Labour Party (N.I.L.P.). This split centred on the personality and the political outlook of the man who had led the N.I.L.P since 1932, and who was to be leader of the C.L.P during its five-year lifespan: Harry Midgley.Midgley (1892-1957) was, by the time of the formation of the C.L.P., one of the best-known and most controversial politicians in Northern Ireland. Born into a working-class protestant home in north Belfast, he acquired an early political education as a youth through the medium of the Independent Labour Party organisation in the city. He was close, at least initially, to William Walker, the most outstanding labour leader produced by the north of Ireland during the early troubled years of the labour movement. In addition, he met and listened to some of the most eminent spokesmen of British labour, most notably Keir Hardie. Midgley served his time as a joiner in the Workman Clark shipyard (where his father was a labourer) before spending a brief period in America in 1913 and 1914. After serving in the Ulster division in the First World War, he returned to Belfast in 1919 and quickly got himself a job as a trade-union organiser with the Linenlappers’ Union.


Significance The controversial celebration of King William III's victory against the Irish at the Battle of the Boyne in 1690 is a stark reminder of the divisions that still exist in Northern Irish society and could erupt once again in the context of Brexit. All sides are thus keen to ensure that the hardening of the border does not lead to a widening division between the United Kingdom and Ireland, and, in turn, between UK unionism and Irish nationalism within Northern Ireland. Impacts Programmes operating across the border, especially those funded by the EU, are at risk of profound disruption. Increasing unemployment or declining public services could exacerbate the risk of resurgent criminal activity. Continued uncertainty around Brexit could prompt some businesses to move pre-emptively to the jurisdiction of Ireland (and thus the EU). Criminal groups could profit from illicit trade and duty evasion when the border returns to being a customs frontier.
