Abstract Migrants are an easy, visible Other, seeming to fall neatly into the us-versus-them framework of nationalism. Nevertheless, much of the scholarly approach to migrant identity, with the partial exception of a largely separate literature on citizenship, has eschewed overt ties to nationalism studies. When us-versus-them language is used in relation to nationalism, the focus or nodal point is the identity of the seemingly homogenous “us” of the nation. However, when migrants are othered, the focus is not always the nation, and while othering migrants always creates exclusion, it is not always exclusion from a nation or identity group. This state of the field article analyzes the literature on populism, securitization, biopolitics, and other critical scholarship related to the issue of othering migrants. In each of these bodies of work, different sets of “us” are set against migrants, some of which evoke identity and others of which do not, elucidating the links (or the lack thereof) of each approach to the study of nationalism. In each of these frameworks, the migrant Other comes up against a different frame of reference, leaving migrants themselves (or any sense of migrant identity) somewhat lost amid the analytical frameworks, at continual risk of being re-othered as victims of circumstance without agency.

This study examined the coronavirus disease 2019 (COVID-19) preparedness and response of the health system (HS) in Hanoi, Vietnam, and identified enabling factors and barriers. This cross-sectional, mixed-methods study was conducted in 4 urban and peri-urban districts that included some wards with COVID-19-positive cases and some without. The US Centers for Disease Control and Prevention (CDC) analytical frameworks were used. Overall, 10% of health facilities (HFs) failed to fully implement COVID-19 risk determination; 8.8% failed to fully implement stronger community partnerships with local stakeholders to support public health (PH) preparedness; 35% and 2.5% incompletely implemented and did not implement evaluation of PH emergency operations, respectively; 10% did not identify communication channels to issue public information, alerts, warnings, and notifications; 25% incompletely implemented identification, development of guidance, and standards for information; 72.5% had good preventive and treatment collaboration; and 10% did not fully implement procedures for laboratory testing and reporting results. Enablers included sufficient infrastructure and equipment, strong leadership, and good cross-public-sector collaboration with police and military forces. Barriers included workforce constraints, overburdened and inconsistent reporting systems, inappropriate financial mechanisms, ambiguous health governance, and lack of private-sector engagement. Nonetheless, the HS preparedness and response were satisfactory, although further coordinated efforts in evaluation, coordination, communication, and volunteering remain necessary.

This article argues that representations in popular culture of the Holocaust of World War II are being used to reframe issues of racism in the United States. It critically examines three major discourse formations: contemporary Western thought on fascism, critical scholarship on the US collective memory of the Holocaust, and popular culture’s use of the Holocaust for racial instruction. The Americanization and de-Judification of the Holocaust shows how fascist racism is constructed through institutional discourses and practices and functions as an archetype for understanding race and racism in the United States. Exploring the emergence of Holocaust references in US public culture following Barack Obama’s election, this article proposes that the analogy gains its efficacy because the Americanization of the Holocaust articulates the relationship between institutional practices and race for racist whites.

Purpose The purpose of this paper is to deepen the understanding of how minoritized families and communities contribute to equity-focused school change, not as individual consumers or beneficiaries, but as educational and community leaders working collectively to transform their schools. Design/methodology/approach This qualitative case study examines one poverty-impacted racially diverse high school in the US West and the changes that occurred over a seven-year period. Findings Minoritized families, community leaders and formal leaders leveraged conventional schooling structures – such as turnaround reforms, the International Baccalaureate program and the PTA – to disrupt the default institutional scripts of schools and drive equity-focused change for all students, particularly African-Americans from the neighborhood. Research limitations/implications Though one school, this case contributes insights about how families and communities can collaborate with systems actors to catalyze educational justice in gentrifying communities. Practical implications This study suggests strategies that families and communities used to reclaim school narratives, “infiltrate” conventional structures and reorient them toward equitable collaboration and educational justice. Social implications This study contributes to a body of critical scholarship on “turnaround” reform efforts in urban secondary schools and suggests ways to reshape decision making, leadership, parent engagement and student intervention to build collective agency. Originality/value This research raises provocative questions about the extent to which families and communities can use conventional structures and policies to pursue educational justice in the US public education. Learning from such efforts highlights strategies and practices that might begin to help us construct more decolonizing theories of change.

Iraqi refugees arrived in the US as a global diaspora. In the Inland Empire, they were organized along lines of kin/friend networks that mostly overlapped with preexisting religious affiliations. Mosques and churches provided a vehicle for ethnic socialization. This chapter is driven by the question of how Iraqi families would resolve the tension between parents’ reified authoritarian parenting style and youths’ American imaginary of freedom and individual expression. Iraqi youths spent a formative phase of their lives in Iraq before arriving in the US (a 1.5 generation) and possessed the frame of reference to see the contrast between the cultural norms of their Iraqi families and the more individualistic practices of their American peers. While youths sympathized with their parents’ perspective, they appealed to their parents to handle family issues within a dialog of Thiqa-trust.

Over the last fifty-odd years the US Defense Advanced Research Project Agency (DARPA) has launched programs aiming at emulating and incorporating insect technologies in military technology. The US Army Unmanned Aircrafts Systems Roadmap 2010–2035 has specified insect swarming as a field of development for Unmanned Aviation Systems. While legal scholarship has paid substantial attention to drones, autonomous weapons systems and artificial intelligence (AI), developments based on insect swarming technologies have been largely ignored. This article takes emerging AI swarming technologies in military warfare systems as its starting point and asks about the significance of the swarming insect in and through contemporary International Humanitarian Law (IHL) and warfare. Taking up Gilles Deleuze and Félix Guattari's notions of ‘the swarm’ and the ‘war machine’, and drawing on critical environmental legal scholarship, the article argues that rather than dispersing the human from its central position in the ‘targeting loop’, the increased interest in insects for commercial and warfare purposes is an intensification of transhumanist desires and an acceleration of late capitalism. As a counter-move, and as a contribution to a posthumanist turn in IHL, the article calls for becoming-insect, swarm and minoritarian as an epistemological practice and ontological shift in IHL and its critical scholarship, resulting in a posthumanitarian legal ordering of becoming.

AbstractIn the United States, students of law, politics and economics are primarily trained to think in terms of state-centric analytical frameworks. This essay argues that this training is anachronistic and does not adequately prepare students for the complex geopolitics of the 21st century. Of course, not all scholarship in these disciplines can be characterized in this way since each discipline has its own internal disputes and scholarly innovations. That being said, a mainstream state-centric approach dominates the literature and the curriculum in most law, politics and economics departments. The first part of the essay describes the rise of law schools and the establishing of political science and economics disciplines in the late 19th century. It explores the implications of these disciplines’ claim to do “scientific” research. It argues that this claim continues to bind the disciplines to a state-centric framework which in turn provides obstacles to developing new theories and methods.

This chapter presents a brief review of past studies on the topics of stigma towards clinical anxiety and depression among populations of African descent in the US and Sub-Saharan Africa, as well as the efficacy of online searches for assistance and moral support. It also reports the findings of a study of nine African patients or survivors of clinical anxiety and depression who share their stories two online platforms, i.e., the website of the South African Depression and Anxiety Group (SADAG), and the www.depression-understood.org forum. Relevant themes are presented using Owen's (1984) and Mitchell's (2016) analytical frameworks.

Electron microscopy of replicating intermediates has been quite useful in understanding the mechanism of DNA replication in DNA molecules of bacteriophage, mitochondria and plasmids. The use of partial denaturation mapping has made the tool more powerful by providing a frame of reference by which the position of the replicating forks in bacteriophage DNA can be determined on the circular replicating molecules. This provided an easy means to find the origin and direction of replication in λ and P2 phage DNA molecules. DNA of temperate E. coli phage 186 was found to have an unique denaturation map and encouraged us to look into its mode of replication.

On September 15, 2003, the US. Court of Appeals for the Eleventh Circuit held that agreements between pharmaceutical and generic companies not to compete are not per se unlawful if these agreements do not expand the existing exclusionary right of a patent. The Valley DrugCo.v.Geneva Pharmaceuticals decision emphasizes that the nature of a patent gives the patent holder exclusive rights, and if an agreement merely confirms that exclusivity, then it is not per se unlawful. With this holding, the appeals court reversed the decision of the trial court, which held that agreements under which competitors are paid to stay out of the market are per se violations of the antitrust laws. An examination of the Valley Drugtrial and appeals court decisions sheds light on the two sides of an emerging legal debate concerning the validity of pay-not-to-compete agreements, and more broadly, on the appropriate balance between the seemingly competing interests of patent and antitrust laws.
