The elitist-pluralist controversy is a long and complex one and most participants in the debate will readily acknowledge that there are several distinct though related questions ‘at issue’. It is equally apparent that a great variety of concepts has been used by those who have written on the subject and that the definition and usage of these concepts is in no way standardized.

А new approach to policy-making in the field of economic reforms in modernizing countries (on the sample of SME promotion) is the subject of this article. Based on summarizing the ten-year experience of de-bureaucratization policy implementation to reduce the administrative pressure on SME, the conclusion of its insufficient efficiency and sustainability is made. The alternative possibility is the positive reintegration approach, which provides multiparty policy-making process, special compensation mechanisms for the losing sides, monitoring and enforcement operations. In conclusion matching between positive reintegration principles and socio-cultural factors inherent in modernization process is provided.

The growing confidence of Pakistan's planners in the nation's economic future is indicated by the boldness of their successive plans and by the lengthening of their time horizon. As far as the latter is concerned, the First Five-Year Plan did not reflect any thinking on economic and social development beyond a specific five-year period; the Second Plan, however, contained some remarks on long-term growth; the Third Plan is being prepared in close relation to the work being done on the Perspective Plan. What fifteen years ago would have been regarded as a waste of time is now considered to be of basic import¬ance for sound planning. What nobody dared think about in the earlier days is now the subject of serious analysis and policy-making. The need for a Perspective Plan is there not only from an economic angle but there are also sound political reasons for it. From the economic angle, we realized that the five-year periods chosen for our plans are only arbitrary periods in a process stretching over a much longer time. Our decisions and policies during one plan influence the pattern of growth in the next one, and influence also the effectiveness of established policies. Therefore, any particular five-year plan has to be part of a whole chain of plans, all fitting together and building further on the work done in the preceding period.

In recent years the study of divided government has been a growth industry. Numerous scholars have sought to explain patterns of divided government in the United States, while others have attempted to explore the consequences of the phenomenon. No doubt this scholarly interest in the subject is due in large part to the attention paid by the political media to divided control of the presidency and Congress during the 1980s, as well as the resulting ’gridlock‘ that dominated policy making in Washington during that time period.

Yet another survey of the much-traversed field of Anglo-German relations will seem to many historians of modern Europe to border on the realm of superfluity; probably no two countries have had their relationship to each other so frequently examined in the past century as Britain and Germany. Moreover, even if one restricted such a study to the British side alone, the sheer number of publications upon this topic, or upon only a section of it like the age of ‘appeasement’, is simply too great to allow a compression of existing knowledge into a narrative form that would be anything other than crude and sketchy. The following contribution therefore seeks neither to provide such a general survey, nor, by use of new and detailed archival materials, to concentrate upon a small segment of the history of British policy towards Germany in the period 1864–1939; but instead to consider throughout all these years a particular aspect, namely, the respective arguments of Germanophiles and Germanophobes in Britain and the connection between this dialogue and the more general ideological standpoints of both sides. In so doing, the author has produced a survey which remains embarrassingly summary in detail but does at least attempt to offer a fresh approach to the subject.

By doing so, this chapter highlights how London often fought to restrain the president’s promotion of human rights for a mixture of reasons predicated upon geopolitical assumptions and the need to maintain British commercial interests. All told, the advent of the Carter administration created considerable unease in British policy making circles.

The last two years of Ma Ying-jeou's (Ma Yingjiu) presidency saw the eruption of a controversy surrounding proposed revisions to the high school history curriculum. Although not the first time that the subject of history has exacerbated the tensions between holders of a China-centred view of Taiwan's history and those favouring a more Taiwan-centred approach, this crisis, which took place mainly between 2014 and 2015, was undoubtedly the fiercest witnessed by the Taiwanese society in the sphere of educational issues. By putting the 2014–2015 dispute into perspective through a review of the different attempts made by the pro-Taiwan independence Chen Shui-bian (Chen Shuibian) and the pro-unification Ma Ying-jeou governments to edit the history curriculum, this article will underline the specificities of this particular controversy. This contribution will, therefore, help to shed new light not only on the perception of Taiwan's history promoted by the Ma administration, but also the policy-making process which characterised the last years of Ma's presidency.

Among the dominant themes of world history during the nineteenth and twentieth centuries have been the imperialism of the west and the nationalism of its colonial subjects. Nowhere were these themes developed more spectacularly than in South Asia; its history quite naturally came to be viewed as a gigantic clash between these two large forces. The subject then was held together by a set of assumptions about the imperialism of the British and the reactions of the Indians against it. That imperialism, so it was thought, had engineered great effects on the territories where it ruled. Those who held the power could make the policy, and they could see that it became the practice. Sometimes that policy might be formulated ineptly or might fall on stony ground or even smash against the hard facts of colonial life. But for good or ill, imperial policy seemed to be the main force affecting colonial conditions. It emerged from an identifiable source, the official mind of Whitehall or the contrivances of pro-consuls; and so the study of policy-making made a framework for investigations into colonial history.
