British Politics provides an introduction to British politics with an emphasis on political science to analyse the fundamental features of British politics, and the key changes post-Brexit. Part A looks at constitutional and institutional foundations of the subject. Chapters in this part look at leadership and debating politics and law creation. The second part is about political behaviour and citizenship. Here chapters consider elections, the media, agenda setting, and political turbulence. The final part is about policy-making and delegation. The chapters in this part examine interest groups, advocacy, policy-making, governing through bureaucracy and from below, delegating upwards, and British democracy now.

At one time the study of politics centred on the state but for much of this century the emphasis has been on political behaviour and policy-making with governmental decisions explained as a response to societal forces. In the last decade or so, state-centric theorists have sought to bring the state back, arguing that it is more autonomous than society-centred theorists have suggested. I record the retreat of the state in the Anglo-American study of politics and the related rise of a particular kind of political science, going on to outline the more recent growth of a ‘new institutionalism’ which places the state at the very centre of political science. Bringing the state back in to the study of British politics must necessarily involve bringing the constitution back in but in ways that avoid the limitations of the constitutional approach and a narrow legalism.

In this chapter, the authors analyse the role of Belgian news media in policy-making. The chapter starts with a characterization of the Belgian media landscape, with its absence of ‘national’ media, a strong public service broadcast and an increasing degree of media concentration. Next, by analysing the ways in which the media report on and define issues, the chapter explores how the media are generators of knowledge, what their resources are, and what influence they have on decision-makers. What is the current role of the Belgian news media as policy players; how are policy problems framed; and what is their role as advocates, investigators and evaluators? To answer these questions, the authors rely on empirical research on Belgian media, agenda-setting, and framing.

The framing process based on highlighting selected aspects of reality, and on attributing them with significance when disseminating particular ideologies, ideas, and values as a vital element in the media control over released content, is the subject of research at the intersection of media studies and political science. This article attempts to analyse framing with respect to articles published in “Krakauer Zeitung” between 1939 and 1944 and concerning Volksdeutsche in the Lublin District, i.e., to reconstruct the structure of portraying this group of people, aiming at presenting specified propa-ganda contents, and a unified interpretation and assessment of reality.

This chapter addresses the fundamental question of why people vote in elections. What affects their calculus? How much do these motivations create the unequal turnout rates observed among different social and political groups? The review informs the book’s initial report of how the decision to vote might (or might not) be related to partisan vote choice. Popular commentary in the media and academic literature, some of which has a reformist orientation, is assessed to provide a balanced portrait of what is known about the turnout bias. Particular attention is paid to political science research on the subject of turnout bias, including both normative and empirical works that yield little consensus.

This paper analyzes the information coverage by the Spanish newspapers El país, El mundo, ABC, and La vanguardia in Twitter on the electoral campaign prior to the 10 November 2019 general elections. A content analysis of all tweets published by these media regarding the elections (n = 1,462) between Friday 1 and Saturday 9 November reveals that, although there are differences in the production patterns and features of the messages, the subject received notable attention in all the newspapers. The coverage gravitated around two main themes: the 4N electoral debate, and campaign events. The results reveal that, although most of the tweets had a neutral tone, messages with clear positioning corresponding to the editorial line of the newspaper were also published, albeit to a lesser extent. During the electoral period, the media agenda revolved around this issue, accounting for around one-fifth of all pieces published on Twitter. Newspapers do not take advantage of the dialogic nature or possibilities offered by this social network to create a community among their readers, limiting themselves to the dissemination of content from their digital edition.

А new approach to policy-making in the field of economic reforms in modernizing countries (on the sample of SME promotion) is the subject of this article. Based on summarizing the ten-year experience of de-bureaucratization policy implementation to reduce the administrative pressure on SME, the conclusion of its insufficient efficiency and sustainability is made. The alternative possibility is the positive reintegration approach, which provides multiparty policy-making process, special compensation mechanisms for the losing sides, monitoring and enforcement operations. In conclusion matching between positive reintegration principles and socio-cultural factors inherent in modernization process is provided.
