To the Tap: Public versus Private Water Provision at the Turn of the Twentieth Century

This paper uses the examples of three nineteenth-century cities—London, Philadelphia, and New York—to explore both what is permanent about the problem of water provision (that consumers want it clean, accessible, and free) and what is mediated by the forces of government policy and economic constraints. In some cases, municipal authorities first claimed control over water supplies before figuring out how to pay for their works. In others, they calculated that such arrangements were both too expensive and too risky to bear alone. Both approaches were complicated by the high costs of providing water to urban areas and by urban dwellers' belief that water should flow from their taps without charge. The result was, and remains, a market in which price is largely dictated by political demand, set by what the government, rather than the market, will bear.

AbstractAmerica’s first documented wooden covered bridge was erected at Philadelphia, Pennsylvania in 1805. Hundreds were constructed within two decades and at least 10,000 by the later 1800s. As settlers moved West, broad rivers were crossed with inventive structures incorporating timber trusses ingeniously developed by carpenters. Called covered bridges because of the roof and siding needed to protect the timber trusses, they became ubiquitous features on the American landscape. Over the past two centuries, most covered bridges were lost to flood, ice, arson, lightening, decay, as well as “progress,” replaced by “modern” iron, concrete, and steel spans. Of some 700 covered bridges remaining, many are mere replicas of their original forms no longer supported by timber trusses. Genuine historic bridges remain largely from the last half of the 1800s while civic boosterism has led to claims of earlier dates with often questionable authenticity. This essay presents three wooden covered bridges constructed in the 1820s along a 10-mile stretch of the Wallkill River in New Paltz, New York. Of the three, only Perrine’s Bridge, constructed first in 1821 and covered in 1822, is still standing with intact Burr timber trusses. Perrine’s is an iconic structure with exceptional heritage value because of authentic re-building and restoration in 1834, 1846, 1917, and 1968. Using documentary records, this essay establishes an accurate intertwined chronology for the three bridges, detailing nineteenth century building practices and contentious mid-twentieth century struggles pitting preservationists wanting authentic restoration against those wanting removal.

By the beginning of the twentieth century, Semarang was a major port city and administrative centre on Java. Attainment of this position was due partly to the expansion of its hinterland during the nineteenth century. This expansion was closely related to developments in the means of transportation and the consequent ability of plantation owners to bring the products of their plantations to the port for shipment to foreign markets. By the end of the century virtually the whole economic life of central Java focused upon Semarang. The city also exercised administrative functions in the Dutch colonial administration and generally had been responsible for Dutch interests in the middle and eastern parts of the island. The importance of Semarang as an administrative centre increased after 1906. In that year the government incorporated the city as an urban municipality (stadsgemeente). In 1914 it had consular representation from the United States, Belgium, Denmark, France, Great Britain, Italy, Norway, Germany, and Thailand. Subsequently, in 1926 it became the capital of the Province of Central Java under the terms of an administrative reform fostered by the colonial government at Batavia. Status as an urban municipality meant that local officials sitting on a city council would govern the domestic affairs of the city. The members of the city council at first were appointed from Batavia, subsequently some of them were elected by residents of the city. By the beginning of the twentieth century Semarang had enhanced its position as a major port on the north coast of the island of Java. It was one of the foremost cities of the Dutch East Indies, along with Batavia and Surabaya, a leading port and a centre of administration and trade. This article outlines the growth of the port of Semarang during the nineteenth century and discusses some of the conflict related to this growth over living conditions in parts of the city during the twentieth century, a conflict which smouldered for several decades among the government, members of the city council, and the non-European residents of the city, one which remained unresolved at the end of the colonial era.

Focusing on the term zemskii sobor, this study explored the historiographies of the early modern Russian assemblies, which the term denoted, as well as the autocratic and democratic mythologies connected to it. Historians have discussed whether the individual assemblies in the sixteenth and seventeenth century could be seen as a consistent institution, what constituencies were represented there, what role they played in the relations of the Tsar with his subjects, and if they were similar to the early modern assemblies elsewhere. The growing historiographic consensus does not see the early modern Russian assemblies as an institution. In the nineteenth–early twentieth century, history writing and myth-making integrated the zemskii sobor into the argumentations of both the opponents and the proponents of parliamentarism in Russia. The autocratic mythology, perpetuated by the Slavophiles in the second half of the nineteenth century, proved more coherent yet did not achieve the recognition from the Tsars. The democratic mythology was more heterogeneous and, despite occasionally fading to the background of the debates, lasted for some hundred years between the 1820s and the 1920s. Initially, the autocratic approach to the zemskii sobor was idealistic, but it became more practical at the summit of its popularity during the Revolution of 1905–1907, when the zemskii sobor was discussed by the government as a way to avoid bigger concessions. Regionalist approaches to Russia’s past and future became formative for the democratic mythology of the zemskii sobor, which persisted as part of the romantic nationalist imagery well into the Russian Civil War of 1918–1922. The zemskii sobor came to represent a Russian constituent assembly, destined to mend the post-imperial crisis. The two mythologies converged in the Priamur Zemskii Sobor, which assembled in Vladivostok in 1922 and became the first assembly to include the term into its official name.

This chapter discusses the relationship between al Azhar and the government policy of ulama training in Malaysia. It traces how, during the twentieth century, a number of factors led to al Azhar becoming one of the most popular choices for Malaysian students wanting to major in Islamic Studies. Initially, ulama adopted al Azhar's reformed curriculum by choice, as the mixed curriculum introduced by al Azhar, starting with Muhammad Abduh's modernisation project, helped the religious schools in Malaysia to compete with the state run modern schools. However, to demonstrate its commitment to Islam, the Malaysian state eventually started to invest in al Azhar education. Under a series of policies intended to emphasise Islam, religious education and religious administration expanded rapidly, thus providing increased job opportunities for al Azhar graduates.

Sarah Palmer demonstrates that growing distance between shipowners and shipbuilders; tremendous decline in liner shipping; unwillingness to innovate; and inconsistent policies established by the government that played significant roles in the decline from the turn of the century’s forty percent global tonnage rates to the meagre three percent reported in 2007.

There were mines and smelters located in all the provinces of Ch'ing China before the nineteenth century. Their sizes varied greatly, as did their role in the local as well as national economy. Government policy regarding these industries was not based on a uniform code, but rather reflected a body of principles that served as guidelines for coping with each individual situation as it arose. Indeed, reading the early Ch'ing documents on mining leaves one at first with the impression that the authorities were eternally debating over the question, “to mine or not to mine.” Upon closer examination it soon becomes clear, however, that “mining affairs” were far from being administered along haphazard lines. It is the intention of this paper to describe some of the basic factors that went into the making of government decisions regarding mineral enterprises. In doing this, it would be helpful to keep these questions in mind: how did the mineral industries fit into the general framework of an agrarian-based civil bureaucracy? In the application of policy, did the government invariably let its actions be determined by a priori conceptions, or did it base decisions on pragmatic grounds? What sort of relation was generally accepted as the norm between the government and the operators of the enterprises in the instances where government interest was manifest?

Abstract In December 1893 the Conservative candidate for Flintshire addressed an audience at Mold Constitutional Club. After he had finished attacking Gladstone and the local Liberal incumbent, he ended his speech with a joke. He advised the Conservative party to adopt, with regard to the government, the sign of an American undertaker: ‘You kick the bucket; we do the rest’. How did a sign belonging to a Nevadan undertaker become the subject of a joke told at a political meeting in North Wales? This unlikely question forms the basis of this article. Using new digital archives, it tracks the journey of the gag from its origins in New York, its travels around America, its trip across the Atlantic, its circulation throughout Britain and its eventual leap into political discourse. The article uses the joke to illuminate the workings of a broader culture of transatlantic reprinting. During the final quarter of the nineteenth century miscellaneous ‘snippets’ cut from the pages of the American press became a staple feature of Britain's bestselling newspapers and magazines. This article explores how these texts were imported, circulated and continually rewritten in dynamic partnership between authors, editors and their readers.

Mexican industrialization, which began during the second half of the nineteenth century, was paralleled by the appearance of an urban labor movement. Industrialization resulted in a sudden concentration of new workers from the countryside in a few urban areas—especially Mexico City. Living conditions for the new city dwellers were generally intolerable and were compounded by chronic economic and political instability. Crowning the laborer's difficulty were the almost impossible working conditions in the new factories. The working class, virtually in self-defense, began to organize. Because the urban labor movement during the last third of the nineteenth century was a prelude to similar and more famous developments during the violent years of the early twentieth century, analysis of its causes, nature, and significance is essential for understanding an important aspect of the Mexican Revolution.

By Latin-American standards, Chile has enjoyed a remarkably stable government. Yet, there have been significant intervals of political unrest marked by violence and internal disorder. At both the beginning and the end of the nineteenth century, Liberals and Conservatives clashed in bloody battles, opening wounds that festered for many years. In the early decades of the twentieth century, the military revolted three times in the space of eight years (1924-1932) in order to promote social reform. Marmaduke Grove Vallejo figured prominently in these events, first as a participant in the January uprising of 1925, later as an opponent of the dictatorship of Carlos Ibáñez del Campo, and finally as a leader of the military forces that overthrew the government of Juan Esteban Montero Rodríguez and established the Socialist Republic of Chile.
