By Latin-American standards, Chile has enjoyed a remarkably stable government. Yet, there have been significant intervals of political unrest marked by violence and internal disorder. At both the beginning and the end of the nineteenth century, Liberals and Conservatives clashed in bloody battles, opening wounds that festered for many years. In the early decades of the twentieth century, the military revolted three times in the space of eight years (1924-1932) in order to promote social reform. Marmaduke Grove Vallejo figured prominently in these events, first as a participant in the January uprising of 1925, later as an opponent of the dictatorship of Carlos Ibáñez del Campo, and finally as a leader of the military forces that overthrew the government of Juan Esteban Montero Rodríguez and established the Socialist Republic of Chile.

By the beginning of the twentieth century, Semarang was a major port city and administrative centre on Java. Attainment of this position was due partly to the expansion of its hinterland during the nineteenth century. This expansion was closely related to developments in the means of transportation and the consequent ability of plantation owners to bring the products of their plantations to the port for shipment to foreign markets. By the end of the century virtually the whole economic life of central Java focused upon Semarang. The city also exercised administrative functions in the Dutch colonial administration and generally had been responsible for Dutch interests in the middle and eastern parts of the island. The importance of Semarang as an administrative centre increased after 1906. In that year the government incorporated the city as an urban municipality (stadsgemeente). In 1914 it had consular representation from the United States, Belgium, Denmark, France, Great Britain, Italy, Norway, Germany, and Thailand. Subsequently, in 1926 it became the capital of the Province of Central Java under the terms of an administrative reform fostered by the colonial government at Batavia. Status as an urban municipality meant that local officials sitting on a city council would govern the domestic affairs of the city. The members of the city council at first were appointed from Batavia, subsequently some of them were elected by residents of the city. By the beginning of the twentieth century Semarang had enhanced its position as a major port on the north coast of the island of Java. It was one of the foremost cities of the Dutch East Indies, along with Batavia and Surabaya, a leading port and a centre of administration and trade. This article outlines the growth of the port of Semarang during the nineteenth century and discusses some of the conflict related to this growth over living conditions in parts of the city during the twentieth century, a conflict which smouldered for several decades among the government, members of the city council, and the non-European residents of the city, one which remained unresolved at the end of the colonial era.

On April 28, 1920, the Peoples Republic of Azerbaijan was overthrown as a result of the intrusion of the military forces of Russia and the support of the local communists, the Soviet power was established in Azerbaijan. The Revolutionary Committee of Azerbaijan and the Council of Peoples Commissars continued the language policy of the Peoples Republic of Azerbaijan. On February 28, 1921, the Revolutionary Committee of Azerbaijan issued an instruction on the application of Russian and Turkish as languages for correspondences in the government offices. On June 27, 1924, the Azerbaijani Soviet Socialist Republic executed the resolution of the second session of the Central Executive Committee of Transcaucasia and issued a decree “on the application of the official language, of the language of the majority and minority of the population in the government offices of the republic”. Article 1 of the said decree declared that the official language in the Azerbaijani Soviet Socialist Republic was Turkish.

Focusing on the term zemskii sobor, this study explored the historiographies of the early modern Russian assemblies, which the term denoted, as well as the autocratic and democratic mythologies connected to it. Historians have discussed whether the individual assemblies in the sixteenth and seventeenth century could be seen as a consistent institution, what constituencies were represented there, what role they played in the relations of the Tsar with his subjects, and if they were similar to the early modern assemblies elsewhere. The growing historiographic consensus does not see the early modern Russian assemblies as an institution. In the nineteenth–early twentieth century, history writing and myth-making integrated the zemskii sobor into the argumentations of both the opponents and the proponents of parliamentarism in Russia. The autocratic mythology, perpetuated by the Slavophiles in the second half of the nineteenth century, proved more coherent yet did not achieve the recognition from the Tsars. The democratic mythology was more heterogeneous and, despite occasionally fading to the background of the debates, lasted for some hundred years between the 1820s and the 1920s. Initially, the autocratic approach to the zemskii sobor was idealistic, but it became more practical at the summit of its popularity during the Revolution of 1905–1907, when the zemskii sobor was discussed by the government as a way to avoid bigger concessions. Regionalist approaches to Russia’s past and future became formative for the democratic mythology of the zemskii sobor, which persisted as part of the romantic nationalist imagery well into the Russian Civil War of 1918–1922. The zemskii sobor came to represent a Russian constituent assembly, destined to mend the post-imperial crisis. The two mythologies converged in the Priamur Zemskii Sobor, which assembled in Vladivostok in 1922 and became the first assembly to include the term into its official name.

This essay charts the considerable decline of the British shipping industry in the twentieth century. Sarah Palmer demonstrates that growing distance between shipowners and shipbuilders; tremendous decline in liner shipping; unwillingness to innovate; and inconsistent policies established by the government that played significant roles in the decline from the turn of the century’s forty percent global tonnage rates to the meagre three percent reported in 2007.

Latin America’s armed forces have played a central role in the region’s political history. This selective annotated bibliography focuses on key sources, with varying theoretical, empirical, and normative treatments of the military governments in the region, from the Cuban Revolution (1959) until the end of the Cold War (1989–1990). The article is limited to those cases in which military governments or “civil-military” governments were in power. This excludes personalist dictatorships, party dictatorships, and civilian governments in which the armed forces exercised considerable influence but did not rule directly. No pretense is made of comprehensiveness or of treating the “causes” of military coups (a vast literature) and of civil-military relations under civilian governments. Likewise, the closely related topics of guerrilla movements during this period, human rights violations under the military governments, US policy and support for many of the military governments, and the transitions back to civilian government (including “transitional justice”) are not covered in depth, but some of the selections do treat these topics and direct the reader to a more extensive literature on these subjects. Long-term military governments, with changing leadership in most cases, controlled eleven Latin American nations for significant periods from 1964 to 1990: Ecuador, 1963–1966 and 1972–1978; Guatemala, 1963–1985 (with an interlude from 1966–1969); Brazil, 1964–1985; Bolivia, 1964–1970 and 1971–1982; Argentina, 1966–1973 and 1976–1983; Peru, 1968–1980; Panama, 1968–1989; Honduras, 1963–1966 and 1972–1982; Chile, 1973–1990; and Uruguay, 1973–1984. In El Salvador the military dominated the government from 1948 until 1984, but the last “episode” was from 1979 to 1984. Military governments, though inevitably authoritarian, implemented varying economic, social, and foreign policies. They had staunch supporters and intense opponents, and they were usually subject to internal factionalism and ideological as well as policy disagreements. The sources discussed in this article reflect that diversity.

Seavoyage was a social reform issue of some concern to the Hindus of Upper India in the latter part of the nineteenth century and the early twentieth century. Clearly there were compelling incentives for seavoyage; equally clearly there was a convention which prohibited such travel in the belief that it contravened the law laid down in ancient texts. But social conflict is seldom as one-dimensional as these statements imply.

We investigate how technology has influenced the size of armies. During the nineteenth century, the development of the railroad made it possible to field and support mass armies, significantly increasing the observed size of military forces. During the late twentieth century, further advances in technology made it possible to deliver explosive force from a distance and with precision, making mass armies less desirable. We find support for our technological account using a new data set covering thirteen great powers between 1600 and 2000. We find little evidence that the French Revolution was a watershed in terms of levels of mobilization.

AbstractThis article discusses the role war has played in shaping the rules of international investment law from the late nineteenth century. At the end of the nineteenth century and the beginning of the twentieth century, the move towards institutions, such as arbitration forums, and rules as an alternative to the use of force gave new impetus to the growth of international commercial law and related institutions. These rules and institutions represented the hope that the use of force would be eclipsed as States moved forward towards more cooperative, consensual and non-coercive mechanisms of dispute settlement. Capital-importing states in Latin America however became acutely aware that these institutions and rules did not completely erase the coercive and uneven relations they had with capital-exporting states. In era after era of reformism from the Calvo era, to the NIEO and to the era in opposition to neo-liberal economic governance, capital-importing States have continued to resist and sometimes adapt to the coercive realities of the rules of international investment law. The article begins by tracing the origin of the Drago doctrine as a response to the practice of European states that engaged in aggression and conquest against militarily and economically weaker Latin American states as a means of collecting debts owed to their citizens. It then shows that while the denouement of forcible measures to resolve contract debt was overstated by early twentieth century international lawyers, international law nevertheless provided avenues for dispute settlement outside the use of force in international commercial relations. Thus while protecting commerce from the scourge of war was a primary inspiration for the post-Second World War international economic order, the author shows how war has nevertheless continued to be an animating factor for former colonies particularly with regard to their State responsibility for war damage in the context of foreign investment.

The production, in the latter half of the nineteenth century and the early years of the twentieth century, of the annual reports of the government-funded museum in Edinburgh in several different formats has led to problems in citing these documents in bibliographies. A brief history of the Edinburgh Museum of Science and Art and its method of accountability from its foundation in 1854 to 1905 (the period during which it was administered by the Department of Science and Art and the years immediately following the handover to the Committee of the Council on Education in Scotland) is presented along with a concordance table for the different forms of the reports.

Spanning a long literary history, from 1742 to 1934, this essay argues for the military epaulette as an important material signifier through which the arbitrary nature of rank and colonial authority was revealed and challenged. This essay connects the anxieties attending the introduction of epaulettes in newly nationalized European armies to the historical and rhetorical impact of such uniforms on depictions of so-called Black chiefs, including Toussaint Louverture, Lamour Derance, and Nat Turner. In the context of eighteenth- and early nineteenth-century slave revolts and imperial and colonial war fronts, this otherwise semiotic feature of the military uniform was a catalyst for a particular kind of confrontation over authority of signification in the tug-of-war between rank and race. This essay tracks a consistent rhetoric of violence and ridicule in these confrontations as they appear in histories, novels, and plays. In the work of Walter Scott, Victor Hugo, William Wells Brown, and Martin Delany, attempts to read epaulettes produce a violent form of colonial desire that is only permitted when couched in the rhetoric of ridicule and the ridiculous. The essay’s final pages turn to the first half of the twentieth century, when the still violent stakes of subverting the uniform persist through an ambivalence stemming from the literal and figural “costuming” of the Black chief.
