AbstractCultural and racial pluralism have increasingly become a “riveting reality” of contemporary Canadian society. Various dimensions of this reality are explored and critical observations are made about the contribution of Canadian political science to an understanding of the phenomenon and its impact on our political life. The increasing polyethnicity of Canadian society has pressured our decision-makers into articulating both a vision and a policy of multiculturalism. However, since the early 1980s both vision and policy have come under siege. The motives of the critics of multiculturalism are questioned, and an endorsement is made of policies which continue to seek answers in pursuit of the democratic ideals of procedural justice, human equality and mutual respect.

This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

Abstract It is becoming more common that the decision-makers in private and public institutions are predictive algorithmic systems, not humans. This article argues that relying on algorithmic systems is procedurally unjust in contexts involving background conditions of structural injustice. Under such nonideal conditions, algorithmic systems, if left to their own devices, cannot meet a necessary condition of procedural justice, because they fail to provide a sufficiently nuanced model of which cases count as relevantly similar. Resolving this problem requires deliberative capacities uniquely available to human agents. After exploring the limitations of existing formal algorithmic fairness strategies, the article argues that procedural justice requires that human agents relying wholly or in part on algorithmic systems proceed with caution: by avoiding doxastic negligence about algorithmic outputs, by exercising deliberative capacities when making similarity judgments, and by suspending belief and gathering additional information in light of higher-order uncertainty.

In presenting my valedictory to this distinguished Association which has honored me by selecting me as its President, I should like to point out by way of introduction what has happened to this office, and therefore to me, during the past year. I have heard of one of my distinguished predecessors some twenty-five years ago who had little else to do as President of this Association than work all year on his presidential address. This was important work and I have no word of criticism of it. But the Association has changed, and today it leaves to the harried wearer of its presidential toga little time to reflect about the status of political science and his own impact, if any, upon it. An active Association life, now happily centered in our new Washington office, is enough to occupy the full time of your President, and universities as well as this Association might well take note. Therefore, in presenting my own reflections to you this evening in accordance with the custom of our Association, I do so without the benefit of the generous time and scholarly leisure which were the privileges of some of my distinguished predecessors.Nevertheless I do base my presidential address today upon my own active participation in the problems of government, as well as upon my scholarly experience. I have extracted it in part from the dynamics of pulsating political life. It has whatever authority I may possess after having been exposed these twenty-five years to the cross-fire of politics, domestic and foreign, as well as to the benign and corrective influences of eager students and charitable colleagues.

Since Rousseau political theorists have had frequent recourse to a contrast between the fragmented nature of modern social and political life and the allegedly communitarian character of the Greek polis. At the heart of this opposition was the belief that the polis represented a condition of unsurpassable harmony in which citizens identified freely and spontaneously with their public institutions. Unlike their ancient counterparts, modern citizens exhibited less identification with their public world than resolution to advance their separate individual interests and pursue their private conceptions of the good. Nevertheless, the disintegration of the polis was not depicted in the language of unqualified loss. History had not been simply an unmitigated fall, because the individual's claim to scrutinize the law of the polis on rational grounds involved a significant advance in man's self-consciousness. The positive aspect of its decline was man's transcendence of a parochial culture in which neither the right of individual freedom nor the principle of human equality had been recognized. If the modern world had lost the spontaneous form of community enjoyed by the ancients, it surpassed that world in its understanding and expression of freedom.

This essay reexamines the famous 1831 prison tours of Alexis de Tocqueville and Gustave de Beaumont. It reads the three texts that emerged from their collective research practice as a trilogy, one conventionally read in different disciplinary homes ( Democracy in America in political science, On the Penitentiary in criminology, and Marie, Or Slavery: A Novel of Jacksonian America in literature). I argue that in marginalizing the trilogy’s important critique of slavery and punishment, scholars have overemphasized the centrality of free institutions and ignored the unfree institutions that also anchor American political life. The article urges scholars in political theory and political science to attend to this formative moment in mass incarceration and carceral democracy.

Theoretical studies of practical political life conducted by M. Ya. Ostrogorsky allow us to call him one of the founders of Russian political science and party science. His doctrine was the first systematized theory of the emergence, functioning and development of political parties, the laws of their evolution and the technology of activity. He described the tendency to establish an oligarchic leadership of political parties and the failure of moral regulators of political processes taking place in society.

The author provides a thorough synthesis and evaluation of the multicultural provision in the Charter. He begins by exploring possible definitions of multiculturalism, deriving his concept from various academic disciplines as well as federal policies. The difficulty on settling for a comprehensive definition of multiculturalism is manifest in the mixed signals within both the federal government's Multiculturalism Policy of 1971 and the subsequent legislation, the Canadian Multiculturalism Act. He then selectively surveys the judicial approaches taken to s. 27. Current treatment is sparse and any discussion of the multicultural section is largely subsumed in a general discussion of other sections of the Charter such as ss. 1 and 2. Through this survey, he demonstrates the limited, restricted reading of s. 27 accorded by the judiciary. Finally, the author considers the inherent limits of the section; he compares it to a similar provision in Quebec's human rights legislation, general liberal theory and possible conflicts between s. 27 and other precepts of Canadian society, specifically bilingualism. He concludes that s. 27 must be expanded within its negative role, protecting individual communities and individuals from the acts of others rather than being used as a tool to entrench positive or collective rights of ethnic groups.

Popperio sąmokslo teorijos kritika prieštarauja pagrindinėms šio autoriaus metodologinėms nuostatoms. Popperio požiūris į sąmokslo teoriją gali būti apibūdintas kaip nenuoseklus ir vienpusiškas. Sąmokslas yra didelis iššūkis liberalizmo politinei filosofijai. Daugelis autorių mano, kad sąmokslas yra mažai reikšmingas liberalios visuomenės gyvenimo elementas. Tai menkai pagrįstas požiūris. Net pačioje liberaliausioje visuomenėje veikia daugybė slaptų susitarimų, viešai nematomų politinio gyvenimo subjektų ir manipuliacijų viešąja nuomone. CONSPIRACY AS A PROBLEM OF POLITICAL SCIENCE AND LIBERAL SOCIETYAlvydas Jokubaitis Summary The article discusses the concept of political conspiracy. This concept is a great challenge to a positivistic understanding of political science. The criticism of conspiracy theory proposed by Karl Popper contradicts the main methodological ideas maintained by the author. His view on conspiracy theory may be described as incoherent and one-sided. Conspiracy is an ambitious challenge to contemporary liberal political philosophy. It is widely asserted that conspiracy is an insignificant element in the political life of a liberal society. This view is hardly substantiated. Even in the most liberal society there are a lot of clandestine agreements, undercover subjects of political life and manipulations of public opinion. Many phenomena of contemporary liberal society encourage us to regard conspiracy from a different perspective.Keywords: conspiracy, conspiracy theory, positivism, liberalism.

The doctrine of salvation in Islam centers on the community of believers. Contemporary Muslim political philosophy (or, preferably, political theory) covers a broad expanse that brings under its rubric at least two diverse tendencies: an approach that stresses the integration of religion and politics, and an approach that insists on their separation. Advocates of the first approach seem united in their desire for the “Islamization of knowledge,” meaning that the epistemological foundation of understanding and explanation in all areas of life, including all areas of political life, must be “Islamic.” Thus, one needs to speak of an “Islamic anthropology,” an “Islamic sociology,” an “Islamic political science,” and so on. But there is also a distinction that one may make among advocates of this first approach. Moreover, one can say about many, perhaps most, advocates of the first approach that they feel an urgency to apply Islamic law throughout all arenas of society. This article focuses on the Muslim tradition of political philosophy and considers the following themes: the individual and society, the state, and democracy.

Political theorists today are addressing issues of global concern confronting state systems and in so doing are often forced to confront the concept of Homo sapiens as a ‘political animal’. Thus theorists considering Aristotle’s Politics attempt to transcend his polis-centric focus and make the case that Aristotle offers ways to address these global concerns by focusing on Empire. This article, contra Dietz et al., argues that Aristotle’s political science is first and foremost a science of politeia and that this approach to the operation and working of political systems is far superior to recent attempts at regime analysis in comparative politics. Thus Aristotle’s mode of examining political systems offers much fruit for those interested in approaching political phenomena with precision and depth as diverse manifestations of the political communities formed by the species Aristotle called the ‘political animal’. From this perspective, focusing on the politeia constituting each political community permits an analysis of contemporary transformations of political life without distorting what is being analyzed.
