AbstractState emergence is an essential dynamic of the international system, yet international relations scholars pay it little attention. Their oversight is all the more unfortunate because international politics ultimately determine which aspiring system members will succeed in becoming new states. Existing models of state emergence rely exclusively on internal or domestic-level explanations. However, the international system is inherently social; therefore any aspiring state's membership also depends on the acceptance of its peers. I present a novel, international-level model of state birth that suggests state leaders should use decisions regarding new members strategically to advance their own interests, not passively abide by domestic factors. I test this argument using a new data set on secessionism and Great Power recognition (1931–2000). I find that external politics have important, underappreciated effects on state emergence. Furthermore, acknowledging the politics of recognition's centrality to state birth alters our understanding of civil conflict dynamics and conflict resolution and suggests important implications for system-wide stability.

International Relations scholarship disconnects the history of the so-called expansion of international society from the presence of hierarchies within it. In contrast, this article argues that these developments may in fact be premised on hierarchical arrangements whereby new states are subject to international tutelage as the price of acceptance to international society. It shows that hierarchies within international society are deeply entrenched with the politics of self-determination as international society expands. I substantiate this argument with primary and secondary material on the Minority Treaty provisions imposed on the new states in Central, Eastern and Southern Europe admitted to the League of Nations after World War I. The implications of this claim for International Relations scholarship are twofold. First, my argument contributes to debates on the making of the international system of states by showing that the process of expansion of international society is premised on hierarchy, among and within states. Second, it speaks to the growing body of scholarship on hierarchy in world politics by historicising where hierarchies come from, examining how diverse hierarchies are nested and intersect, and revealing how different actors navigate these hierarchies.

‘Anarchy is one of the most vague and ambiguous words in language.’ George Coreewall Lewis, 1832.In much current theorizing, anarchy has once again been declared to be the fundamental assumption about international politics. Over the last decade, numerous scholars, especially those in the neo-realist tradition, have posited anarchy as the single most important characteristic underlying international relations. This article explores implications of such an assumption. In doing so, it reopens older debates about the nature of international politics. First, I examine various concepts of ‘anarchy’ employed in the international relations literature. Second, I probe the sharp dichotomy between domestic and international politics that is associated with this assumption. As others have, I question the validity and utility of such a dichotomy. Finally, this article suggests that a more fruitful way to understand the international system is one that combines anarchy and interdependence.

A distinctive feature of the evolution of the modern international system has been the emergence of ideologies so universalist in their assumptions that they have ignored, or worse, denied the cultural and political diversities of mankind—diversities which constitute the ineluctable framework of international politics and which make the conduct of foreign affairs such a complex and difficult craft. One major obstacle, however, to understanding the problems which this development poses for the theory and practice of international relations is the fact that the correct usage of the term ‘ideology’ is very much broader than that which is generally accepted today.

Recognition plays a multifaceted role in international theory. In rarely communicating literatures, the term is invoked to explain creation of new states and international structures; policy choices by state and non-state actors; and normative justifiability, or lack thereof, of foreign and international politics. The purpose of this symposium is to open new possibilities for imagining and studying recognition in international politics by drawing together different strands of research in this area. More specifically, the forum brings new attention to controversies on the creation of states, which has traditionally been a preserve for discussion in International Law, by invoking social theories of recognition that have developed as part of International Relations more recently. It is suggested that broadening imagination across legal and social approaches to recognition provides the resources needed for theories with this object to be of maximal relevance to political practice.

Comparative regionalism constitutes a new frontier of international relations analysis that provides a more focused theoretical lens for understanding the localized phenomena dominant in international politics. However, as is often the case with a relatively new area of academic inquiry, the subfield currently suffers from a number of challenges in conceptual agreement and operationalization conventions that have slowed progress. Having perhaps finally caught up with area specialists and researchers in the field of comparative politics in recognizing the relative importance of regional spaces, the question remains as to how to most effectively understand the extent regions—as either levels of analysis or units unto themselves—are substantively integral in generating the outcomes studied by international relations scholars. Following almost four decades of theorizing, future steps lie in clearer conceptual definitions followed by generating novel empirical findings that may complement, or contradict, existing international relations theories. While some early attempts at engaging comparative regionalism exist prior to the Cold War’s conclusion, most theorizing begins at the point at which the region as a concept is able to emerge from the shadow of international relations research’s emphasis on the bipolar order of the American–Soviet rivalry. These early explorations, however, were frequently limited to either qualitative discussion of emerging trading behaviors and political institutions or, alternatively, the exploration of “non-Western” types of political engagement that challenged the traditional Anglo-European understanding of both international relations and the conduct of political science. Building on the backdrop of this conceptual theorizing, empirical work highlighting regional distinctions began to emerge as well. This renewed emphasis on comparing regional spaces is often undertaken from a small-N comparative methodological approach to identify similarities and differences between regions, with a very specific interest in developing an understanding for the causal variation behind how regional spaces’ trajectories develop and diverge. Finally, one of the greatest theoretical challenges of comparative regionalism is the applicability of theories designed to understand the interactions of the entire international system (with primary focus on the major powers) to more localized spaces and conflicts. This is not to claim that politics necessarily follows different rules within different regions, but instead that because regional-local contexts are sufficiently unique, the combination of causal variables present may lead to very different outcomes for many phenomena of interest that scholars seek to understand. As regional importance has risen over the past 20 years, a clear set of criteria upon which theoretical development and empirical analysis can proceed is required in order to delineate the effects of regions on states and international politics.

Our understanding of the international political economy of Africa is underdeveloped; we have inadequate data and theories about the development of underdevelopment on the continent. Even the orthodox study of international politics and foreign policy in Africa is largely a recent phenomenon, stimulated by the rise of new states in the last twenty years. This essay, then, can be no more than a review of the field and a lament over its deficiencies. In particular, we are concerned about: i) the relative inattention afforded the impact of international politics on the rate and direction of social change in African states; ii) the need for a new conceptual framework to advance our understanding of the linkage politics between African elites and external interests; and iii) the related growth and international inequalities on the continent. This essay proceeds therefore from a critical review of analyses of the international political economy of Africa to a tentative presentation of a new typology of states and regimes, regions and behavior, in Africa which reflects the importance of those variables on which students of political economy focus.

O intuito dos autores é construir um modelo teórico realista neoclássico, indo além do ideário neorrealista focado apenas em fatores sistêmicos enquanto determinantes da política exterior de um Estado. Assim, alguns fatores domésticos são elencados enquanto variáveis intervenientes capazes de influenciar a resposta de um Estado aos estímulos vindos do sistema internacional.ABSTRACTThis paper aims to review Neoclassical Realist Theory of International Politics, a book written by Norrin Ripsman, Jeffrey Taliaferro e Steven Lobell and published in 2016. The authors goal is to construct a neoclassical realist model, as a further advance in comparison to neorealist appraisal of International Politics, whose claim that systemical restraints and dictates the foreign policy of states. International Relations theory has tended to overlook the role of Africa and Africans in the international system. Traditionally, the discipline’s most influential theorists have focused instead on relationships between and perspectives of “major powers.” A growing body of work, however, has challenged these more limited efforts to conceptualize African agency in international politics. This scholarship has emphasized the significant space available to, and carved-out by, African states in molding the agendas of international institutions, and the role of African governments and advocacy networks in influencing the trajectory of major international debates around issues such as aid, development, trade, climate change, and migration. The study of African agency in international politics continues to wrestle with two key debates: the meanings of “agency” and “African.” Much of the literature focuses primarily on the role and influence of African states rather than that of African citizens and communities. This focus provides, at best, only a partial and qualified view of the ways in which African agency is secured and exercised at the global level, particularly given the significant structural constraints imposed on Africa by global economic and political inequalities. The extent to which contemporary analysis captures the breadth of African engagement with the international system is also compromised by current state-centric approaches. It is thus necessary to examine a range of approaches adopted by scholars to deepen and nuance the study of African agency in international politics, including work on agenda-setting, mesolevel dynamics and microlevel dynamics.
