The Effectiveness of Initiatives to Promote Good Governance, Accountability and Transparency in the Extractives Sector in Zimbabwe

AbstractThe regulation of the extractives sector in Zimbabwe has recently come under scrutiny due to the uncertain social, economic and political environment. Zimbabwe's mining sector was under colonial legislation for a long time and that legislation has recently been reviewed. Existing extractives sector laws do not adequately promote transparency and accountability, an issue recognized by stakeholders throughout the mining sector. The advent of the new constitution and law reform processes indicates Zimbabwe's intention to incorporate good governance, transparency and accountability provisions in the mining sector. State driven reforms have been inspired by global and local civil society initiatives. Analysis shows that, for various reasons, the government does not readily embrace such initiatives, which are important drivers of official policy and legal reforms. Zimbabwean environmental civil society groups have been exceptional in this regard.

AbstractThe public sector, private firms, business community, and civil society are generating data that is high in volume, veracity, velocity and comes from a diversity of sources. This kind of data is known as big data. Public Administrations (PAs) pursue big data as “new oil” and implement data-centric policies to transform data into knowledge, to promote good governance, transparency, innovative digital services, and citizens’ engagement in public policy. From the above, the Government Big Data Ecosystem (GBDE) emerges. Managing big data throughout its lifecycle becomes a challenging task for governmental organizations. Despite the vast interest in this ecosystem, appropriate big data management is still a challenge. This study intends to fill the above-mentioned gap by proposing a data lifecycle framework for data-driven governments. Through a Systematic Literature Review, we identified and analysed 76 data lifecycles models to propose a data lifecycle framework for data-driven governments (DaliF). In this way, we contribute to the ongoing discussion around big data management, which attracts researchers’ and practitioners’ interest.

The article acknowledges that Lesotho governance has been characterised by unstable democracy since its attainment of independence in 1966, which makes civil society and other democratic institutions unable to pursue their roles as expected. The proposed solution to overcome predicaments that Lesotho faces was to have active and vibrant democratic institutions such as civil societies, ombudsman, political parties, independent media, independent electoral commissions and the legislative, executive and judiciary. The article aims to bridge the gap by examining published literature and documentary review, which clearly elucidate how good governance can be achieved in a democratic country with the help of active democratic institutions. The article highlights the importance of active and vibrant civil society in governance and public policy. The article concludes by justifying that in deed the government of Lesotho should accept and allow participation of civil society so as to be able to realise its contribution and the important role played by it. Also, civil society in Lesotho must distance themselves from suspicions that they are political parties in disguise.

AbstractGood governance is a concept for governance that should be run. Theoretically, the discourse of good governance reaps its pros and cons since it had been firstly introduced. However, as a concept and a strategic offer it deserves to be appreciated and re-examined. There are principles in good governance that are compatible with Islam such as accountability, transparency, deliberation, and others. Good governance will be achieved when it involves a good communication among the government, civil society, and the business sector. The author uses the perspective of contemporary maqaasid asy-shari'ah to view the discourse with more emphasis on development and right. The perspective is different from the old maqasid which emphasizes more on the protection and preservation. The result of the study shows that good governace needs  harmonious relationship among the followers of religion, social justice, organized and equitable education, human rights protection, and the development of civilized law.Keywords : Good Governance, Maqâsid asy-Syaari’ah, DevelopmentAbstrakGood governance merupakan sebuah konsep tata kelola pemerintahan yang seharusnya dijalankan. Secara teoritis, diskursus good governace menuai pro-kontra sejak awal kemunculannya. Meskipun demikian, sebagai sebuah konsep dan tawaran strategis patut untuk diapresiasi dan dikaji kembali. Terdapat prinsip-prinsip dalam good governance yang berkesesuaian dengan Islam diantaranya akuntabilitas, transparansi, musyawarah, dan lainnya. Upaya mewujudkannya tidak hanya dilakukan oleh satu pihak saja, tetapi komunikasi antara pemerintah (goverment), masyarakat sipil, dan sektor dunia usaha. Dalam melihat diskursus ini, penulis menggunakan perspektif maqaasid asy-Syaari’ah kontemporer dengan lebih menekankan pada development (pembangunan; pengembangan) dan right (hak-hak). Berbeda dengan maqasid lama lebih pada protection (perlindungan) dan preservation (penjagaan; pelestarian). Berdasarkan hasil kajian tersebut bahwa dalam mewujudkan good governace diperlukan pembangunan dalam berbagai aspek seperti membangun hubungan harmonis antar pemeluk agama, mewujudkan keadilan sosial, penyelenggaran dan pemerataan pendidikan, perlindungan terhadap hak asasi manusia, pembangunan hukum berkeadaban.. This is against the backdrop of mounting service delivery challenges confronting these Municipalities especially in the Haryana province. Information and Communication Technologies (ICT), today, are seen as the miracle medicines for curing a nation from the ails of corruption, mismanagement, poor governance, inflation, monopolies, business stagnation, illiteracy and so on. One important aspect concerns development and implementation of ICTs for the EGovernance. E-Governance holds enormous potential in terms of improving service delivery and efficiency, better response to business and citizen needs, and provision of affordable government services. Defined as “Government’s use of technology, particularly web-based Internet applications, to enhance the access to and delivery of government information and service to citizens, business partners, employees, other agencies, and government entities [McClure (2000)]” or “the continuous optimisation of service delivery, constituency participation, and governance by transforming internal and external relationships through technology, the Internet, and new media [Gartner Group (2000)]”. The e-government makes it possible for a government’s different departments and organisations to have direct access to grassroots and vice-versa. It cuts down the costs and delivery times for the government and simultaneously becomes a tool for check and balances against the government. The e-government in short is a tool for good governance—transparency, participation, regulations and accountability.

 The aim of this paper is to present the relation between efficient internal control and accounting procedures and how the internal control system could play an important role in reducing bureaucracy. Nowadays, the government accounting and control of public finances are a national and international priority, in the context refugee crisis and terrorist attacks. Modernization of the public sector accounting could accelerate the process of reducing bureaucracy by implementing accounting information system and electronic signature. The reform of the public administration in all European countries developed new control techniques and procedures in order to control public sector budget and financial activity. Efficient intern control procedure and managerial responsibility could contribute to good governance, transparency and low level of bureaucracy.

Public services in recent years become a central issue has forced all parties, both state and public institutions to perform again in its implementation regulations. Although the provision of public services is an obligation that must be done by the government as the organizer of the state. However, the obligation to provide such services are still not able to give satisfaction to the user community. To realize good governance requires the synergistic partnership between agencies both within and outside the government bureaucracy. The agencies include the private sector and civil society. Partnerships must be built in an environment that is transparent, which is built with good communication, especially in any decision-making. This meant that the policies are formulated to meet the expectations of society. Thus, the partnership between government, communities and businesses are expected to promote the establishment of governance, development and public services more democratic and more professional.Pelayanan publik dalam beberapa tahun terakhir menjadi isu sentral telah memaksa semua pihak, baik negara dan lembaga publik untuk tampil lagi dalam peraturan pelaksanaannya. Meskipun pelayanan publik adalah kewajiban yang harus dilakukan oleh pemerintah sebagai penyelenggara negara. Namun, kewajiban untuk menyediakan layanan tersebut masih belum mampu memberikan kepuasan kepada masyarakat pengguna. Untuk mewujudkan tata pemerintahan yang baik membutuhkan kemitraan sinergis antara lembaga baik di dalam dan di luar birokrasi pemerintah. Badan-badan termasuk sektor swasta dan masyarakat sipil. Kemitraan harus dibangun dalam lingkungan yang transparan, yang dibangun dengan komunikasi yang baik, terutama dalam pengambilan keputusan. Ini berarti bahwa kebijakan yang diformulasikan untuk memenuhi harapan masyarakat. Dengan demikian, kemitraan antara pemerintah, masyarakat dan bisnis diharapkan untuk mendorong terwujudnya pelayanan pemerintahan, pembangunan dan publik yang lebih demokratis dan lebih profesional.

The community has waited a long time and hopes for the government to implement good governance, namely effective, efficient, accountable, and responsible governance. However, until now, there has not been a comprehensive and systematic strategy in realizing good governance, which is likely due to the broad scope of good governance dimensions and the lack of priority scale due to population diversity and the unavailability of adequate information. So for the initial step, researchers suggest that improving the implementation of public services is the first step in bureaucratic development reform.

Emerging trends point to good governance as a panacea towards accelerated development in economic, political and social sectors of nations. Nigeria, wishing to realize, promote or maintain economic, political and social strides, should strive to embrace good governance. Efficient political and economic strands promote social order. The leaders and the led should embrace the good governance philosophy if development administration is to meet the underlying rationale it stands for. Both the leaders and the led have their (individual) roles to play to embrace good governance and strengthen development administration. Good governance in development administration is showcased in government‘s ability to design, formulate and implement policies and programmes which are development oriented and committed to the improvement of the quality of life of the citizens. It is especially accepted, that to promote good governance, the civil society should be obedient to the policies or constitutional dictates expected of them. However, the government through its arms should lead while the citizens follow.

The role of Civil Society Organisations as preferred partners in development is strongly emerging across the globe. Among many reasons, one is reasonably good governance. The social sector has shown the acumen to learn and apply corporate management practices and international standards fast enough to start leading the competition. Notwithstanding the fact that a large part of development funding under soft loans and grants is channeled to the government, the CSOs receive a significant share directly and indirectly to implement development projects in communities. It has opened tremendous opportunities for CSOs to experiment and evolve new approaches in project management, community organisation, service delivery, product development, resource mobilisation and financial management. What makes the civil society organisations different from the public sector organisations? Fundamentally two things; these are non-governmental and nonprofit. However, the real difference is in the way civil society organisations are managed. It includes leadership, commitment, professionalism, systems and practices, thrust of work and most of all performance.
