The community has waited a long time and hopes for the government to implement good governance, namely effective, efficient, accountable, and responsible governance. However, until now, there has not been a comprehensive and systematic strategy in realizing good governance, which is likely due to the broad scope of good governance dimensions and the lack of priority scale due to population diversity and the unavailability of adequate information. So for the initial step, researchers suggest that improving the implementation of public services is the first step in bureaucratic development reform.

Advances in communication and information technology bring many changes to the general habits of society. Communication and information technology is now inseparable from people's lives in this era. With digitalization, people can disseminate and obtain information widely without requiring a long time. The benefits of this easy, cheap, and fast technology have in common with the concept of excellent public service which is the hope of the community. In public services, people want services that are easily accessible, do not incur a lot of costs, and also do not require a long time to receive public services. To provide excellent service in this era of rapid technological progress and the government can optimize the use of information and communication technology in governance, which is known as E-government. Through the development of public service innovations based on E-government, it is expected to be able to provide services that are in accordance with the principles of good governance, so as to improve service quality and community satisfaction. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) of Badung Regency builds public service innovations called Layanan Perizinan Online (LAPERON). This study uses qualitative research methods through secondary data collection. The development of public services in the LAPERON application can be seen from the availability of LAPERON on the website and also the Mobile Application with various features that make it easier for the public to apply for licensing services.

AbstractThe regulation of the extractives sector in Zimbabwe has recently come under scrutiny due to the uncertain social, economic and political environment. Zimbabwe's mining sector was under colonial legislation for a long time and that legislation has recently been reviewed. Existing extractives sector laws do not adequately promote transparency and accountability, an issue recognized by stakeholders throughout the mining sector. The advent of the new constitution and law reform processes indicates Zimbabwe's intention to incorporate good governance, transparency and accountability provisions in the mining sector. State driven reforms have been inspired by global and local civil society initiatives. Analysis shows that, for various reasons, the government does not readily embrace such initiatives, which are important drivers of official policy and legal reforms. Zimbabwean environmental civil society groups have been exceptional in this regard.

This research related to the implementation of good governance, free from corruption, collusion and nepotism. The approach used in this research is a descriptive qualitative approach. The Location of research conducted in the District of Pemalang. Based on the research results can presented that the District of Pemalang is committed and fully supports the government policy in eradicating corruption. District of Pemalang support to efforts to more information accelerate the eradication of corruption stated in the the Regional Action Plan to Accelerate the Eradication of Corruption (RAD-PK) in 2011 -2016 which refers to the Medium Term Development Plan (RPJM) District of Pemalang from 2011 to 2016 and the National Action Plan for Eradication of Corruption (RAN-PK) and the President of Republic of Indonesia Instruction No. 5 Year 2004 on Accelerating the eradication of corruption. RAD-PK 2011-2016 District of Pemalang is a document that contains an action program that aims to accelerate the eradication of corruption. RAD-PK as a program of action containing concrete measures that have been agreed by the stakeholders in the area, so it has been a commitment of local governments prevention efforts corruption through the development of programs and activities aimed at improving public services and the application of the principles of good governance. Keywords: governance, eradication, corruption

In order to make improvements in public services, the City Government of Bandung and Kota Makassar implement Smart City, and it is also in accordance with the directions of the Kementerian Pendayagunaan Aparatur Negara & Reformasi Birokrasi provide quality services that satisfy the needs of society in the fields of education, health, housing, and so forth. Local governments must also work creatively and innovatively to improve accountability, transparency, and responsiveness by utilizing information technology. The focus of this study is to compare the Government of Bandung with Makassar City in running Smart City in order to implement the innovation of public services. As a method for this research, a qualitative analysis is used, so that the phenomena or situations in the field can be realistically and systematically explained in detail while using the review literature from previous research. The Governments of Bandung City and Makassar City have shown to be successful areas with the implementation of Smart City. Both cities have received many awards for providing innovative services of high quality in spite of the fact that Makassar city started relatively late with implementing Smart City. Although they have been successful so far, the innovation of public services in these two cities will still have to be improved, so that a larger part of society will be able to profit from them. It takes a deep commitment on the part of the local authorities in order to be able to implement Smart City that creates an innovative programme. Smart City's implementation is a solution for creating good governance and makes improvements across multiple sectors of society. State or government affairs shall be conducted in accordance with the principles of good governance. This is considered a must in normal times and more so when the government have to deal with the COVID-19 pandemic. This general obligation is also in line with the theory proposed by Muchsan about the welfare state and the government’s obligation to provide public services. But reality shows a different picture. The Indonesian government seems to fail in providing good and reliable services in health care, public transport, social assistance, economy, and security.  One solution proposed is to appoint a person in charge of managing public complaints. The expectation is that this will empower the public, raise public awareness and increase government capacity to provide for public services.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. The main focus of this study is to examine the capacity of ZAECA in conducting research and guidance to fight corruption in Zanzibar. The study employed a descriptive case study research design. The target population of this study was employees in the Ministry of Public Services and Good Governance and its Commissions and Authorities including; ZAECA, Commission for Good Governance, Commission of Ethics in Public Services, Commission for Human Rights, Institute of Public Administration, Control Auditor General (CAG) and the office of Director of Public Prosecution (DPP). Judgmental sampling and simple random sampling techniques were used to select a sample size of 85 respondents. The study found that ZAECA does not have sufficient powers to effectively carry out its mandate and the respondents rated a moderate capacity in conducting research and guidance to fight corruption, human resources and independence. The study concludes that ZAECA does not have sufficient powers to effectively carry out its mandate and that ZAECA is not free from undue influence. Finally, the study recommended that the government should ensure that ZAECA is independent and autonomous by clearly delinking it from political influence.

Abstrak         Dalam era Revolusi Industri 4.0 terjadi perubahan cepat disebabkan  Perkembangan Teknologi berbasis internet. Dalam perubahan yang cepat tersebut, Pemerintah perlu mampu memanfaatkan era serba digital (‘masyarakat online’). Dalam meningkatkan pelayanan Publik yang baik peran pemerintah diuji. Peneltian ini menjadi sangat penting karena sebenarnya ada permasalahan, pertanyaan dan sekaligus tantangan dasar yang perlu dijawab terkait Pelayanan Publik agar menjadi pelayanan Publik Profesional, dan Komunikatif. Penelitian ini merupakan Penelitian kualitatif (deskriptif naturalistik) dengan mengunakan analisis pendekatan induktif (dari khusus ke umum). Proses dan makna prespektif subjektif dimana peran peneliti sangat menentukan. Penelitian akan dianggab selesai bila Tujuan Penelitian sudah terjawab. Unit analisis dalam penelitian ini adalah Pelayanan Publik yang profesional dan komunikatif. Perkembanga Teknologi Komunikasi berbasis Internet begitu cepat. Pelayanan Publik yang baik akan sejalan dengan prinsip Goodgovernement dan tujuan bernegara Indonesia. Pelayanan Publik yang profesional menjadi kunci, menyelesaikan masalah dengan hati dan sesuai dengan keinginan masyarakat. In this rapid change, the Government needs to take advantage of the all-digital era ('online society'). In improving public services this Research becomes very important because there are questions, and to be challenges related to Public Services in order to become a Professional and Communicative. This research is a qualitative (descriptive naturalistic) study using inductive research analysis (from specific to general). The process and meaning of subjective perspective in which the role of researchers is crucial. The research will be considered complete if the Research Objectives have been answered. The unit of analysis in this study is a professional and communicative in public service. The development of Internet-based Communication Technology is so fast. Good public services will be in accordance with the principles of good governance and the objectives of the state of Indonesia. Professional public service is the key, solving problems with heart and in accordance with the wishes of the community. Public services in recent years become a central issue has forced all parties, both state and public institutions to perform again in its implementation regulations. Although the provision of public services is an obligation that must be done by the government as the organizer of the state. However, the obligation to provide such services are still not able to give satisfaction to the user community. To realize good governance requires the synergistic partnership between agencies both within and outside the government bureaucracy. The agencies include the private sector and civil society. Partnerships must be built in an environment that is transparent, which is built with good communication, especially in any decision-making. This meant that the policies are formulated to meet the expectations of society. Thus, the partnership between government, communities and businesses are expected to promote the establishment of governance, development and public services more democratic and more professional.Pelayanan publik dalam beberapa tahun terakhir menjadi isu sentral telah memaksa semua pihak, baik negara dan lembaga publik untuk tampil lagi dalam peraturan pelaksanaannya. Meskipun pelayanan publik adalah kewajiban yang harus dilakukan oleh pemerintah sebagai penyelenggara negara. Namun, kewajiban untuk menyediakan layanan tersebut masih belum mampu memberikan kepuasan kepada masyarakat pengguna. Untuk mewujudkan tata pemerintahan yang baik membutuhkan kemitraan sinergis antara lembaga baik di dalam dan di luar birokrasi pemerintah. Badan-badan termasuk sektor swasta dan masyarakat sipil. Kemitraan harus dibangun dalam lingkungan yang transparan, yang dibangun dengan komunikasi yang baik, terutama dalam pengambilan keputusan. Ini berarti bahwa kebijakan yang diformulasikan untuk memenuhi harapan masyarakat. Dengan demikian, kemitraan antara pemerintah, masyarakat dan bisnis diharapkan untuk mendorong terwujudnya pelayanan pemerintahan, pembangunan dan publik yang lebih demokratis dan lebih profesional.
