This paper has a twofold intention.The first is to discuss the problem of political parties, — their justification and status, — in a society which requires political democracy as the set of political institutions appropriate for the government of men living under modern social and economic conditions. (By these modern conditions I mean such things as the economic forms of production and distribution in the industrial era; the organization of labor in relation to economic enterprise; the intensity and extensity of communication among men living in geographical separation and, consequently, the physical enlargement of the civic association; the approximation to universal education; the spread of literacy, etc.) There are two points to be noted here:(1) That modern society is or tends toward a democracy in its physical and economic conditions, whether in a given instance its political forms are outwardly democratic, as in France, England and the United States, or anti-democratic, as in Italy, Germany and Russia.(a) Not only does Russia publicize its claim to being democratic and make constitutional efforts in that direction which are, of course, at once vitiated by the persistence of its totalitarian regime; but even Germany and Italy give an appearance of democracy, — though they abominate the thought and word, — an appearance which is a reverse and distorted image. Thus, by the pressure of propaganda and the exercise of brutal force, the rulers of Germany and Italy try to make it appear that they have a mandate from the people for their policies.

The following is the text of the resolutions which officially entered the United States into the world war:— “Whereas the imperial German government has committed repeated acts of war against the government and the people of the United States of America; therefore be it “Resolved by the Senate and House of Representatives of the United States of America in congress assembled, that the state of war between the United States and the imperial German government, which has thus been thrust upon the United States, is hereby formally declared; and that the President be and he is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the government to carry on war against the imperial German government; and to bring the conflict to a successful termination all of the resources of the country are hereby pledged by the Congress of the United States.”

This chapter describes three concepts of government. Democracy is the government of, for and by the people. It provides services to all its members and insures them against a variety of risks, ranging from bankruptcy to the accident of being born poor and with a dark skin. Autarchy is government by a person or family that takes care of itself with little or no concern for the rest of the population. Oligarchy stands in between these extremes and varies by the size of the oligarchy. The United States in the 19th century was the uneasy combination of a demographic North and an oligarchic South. The country approached democracy in the 20th century, but this trajectory reversed after 1970, leading to an oligarchic dual economy.

This chapter examines how the constitution has addressed the question of the geographical separation of government power in the United Kingdom of England, Scotland, and Wales, and discusses the Scotland Act 1998 and the Government of Wales Acts of 1998 and 2006. It argues that although the Scotland Act 1998 and Government of Wales Act 2006 fall short of creating a ‘federal’ UK constitution similar to how the notion is understood in the United States, the constitutional significance of the devolution legislation should not be underestimated. The chapter also discusses the conduct and outcome of the 2014 independence referendum in Scotland. Consideration is given to the leading Supreme Court judgments on the nature and extent of the Scots Parliament’s legislative powers, and to the contents and implications of the Scotland Act 2016.

The deficiencies of the National government tell but little for evil on the welfare of the people. The faults of the State governments are insignificant compared with the extravagance, corruption and mismanagement which mark the administration of most of the great cities'sangeetha.

A century of constitutional government in the United States has served to emphasize the wisdom of Hamilton's warning of “the tendency of the legislative authority to absorb every other.” He clearly foresaw and attempted to guard against, dangers that today are only too apparent. “In governments purely republican,” he wrote, “this tendency is almost irresistible. The representatives of the people, in a popular assembly, seem sometimes to fancy that they are the people themselves, and betray strong symptoms of impatience and disgust at the least sign of opposition from any other quarter; as if the exercise of its rights, by either the executive or the judiciary, were a breach of their privilege and an outrage to their dignity. They often appear disposed to exert an imperious control over the other departments; and, as they commonly have the people on their side, they always act with such momentum as to make it very difficult for the other members of the government to maintain the balance of the Constitution.”Never did human ingenuity devise a more nicely balanced system of government than when the framers of the Constitution allocated to the executive and to the legislature the exercise of powers not to be infringed by the other; but like many things human the intent has been perverted. Every person familiar with the Constitution, the debates in the convention, and the writings of Madison, Hamilton, and Jay in The Federalist, must know that the purpose of the framers of the Constitution was to create a system of government by which the President should become neither the creature nor the controller of the legislature; and by vesting certain exclusive powers in the popular branch and certain other powers in the Senate to provide that the line of demarcation between the two houses should not be overstepped.

This paper is aimed to find the potential trends of the protectionism of countries and their independence on global economic chains in the midst of the COVID-19 outbreak. Securitization is a state action to increase the status of an issue into an existential threat. In accordance with the theory of securitization, since the spread of COVID-19 becomes a pandemic and threatens health security of the people, countries take part in securitization actions through the application of rules on limiting medical industry transactions, whose products are urgently needed by other countries together with the securitization of the COVID-19 pandemic issues. Thus, the authors examine the acts of securitization from case studies of three countries: Britain, France, and the United States, as samples from countries supporting neoliberal order who has done this action. So, it is known that during the pandemic, countries in the world failed to maintain their liberal economic practices. Then, weaknesses are found in the global liberal economic system, where the dependency of the production and distribution chains on one another can lead to vulnerability to unilateral termination by several involved countries which prioritize their national interests and re-implement economic nationalism.

He paints the barbarity of man in relation to his fellow man. It also presents the duality between the traditional society characterized by democracy, peace ... and the modern society based on dictatorship in which the government behaves as a state, as absolute master, and the governed in the eternal "- mute", "voiceless". It invites the recipients to renounce to the bad principle in order to establish democracy, a system that respects the individual freedom of the people, that of human rights, of professional promotion for the harmonious development of a sovereign and democratic State. The novel "The Shameful State" unfolds the spiral of the unpleasant reign of a megalomaniacal, criminal and lustful president, Colonel Martillimi Lopez, who "shamefully" manages power and ends with the crying and gnashing of his constituents' teeth. After having committed: pedophilia, adultery, assassination of opponents, he was deposed by his relatives who created an insurrection and was forced to hand over power to civilians to return to his native village.

One of the problems faced in the management of conservation areas, including wildlife reserves, is the community activities in and around the area to meet their daily needs. They in general have traditionally carried on their traditional lives and most of them live at a very subsistence economic level. Therefore the success of the management of conservation areas including wildlife reserves is very dependent on the attitudes and support of the community both at the local and national level. Bukit Rimbang Bukit Baling Wildlife Reserve has been determined by the Government of the Republic of Indonesia through the Decree of the Minister of Forestry number SK.3977/Menhut-VII/KUH/2014 on May 23, 2014 with an area of 141,226.25 hectares (BBKSDA Riau, 2015). Tanjung Belit Village, Kampar Kiri Hulu Subdistrict, Kampar Regency is one of the villages bordering the Bukit Rimbang Hill Baling High School which has high public concern for the preservation of the forest, rivers and the surrounding environment. The people of Tanjung Belit Village have traditionally used natural resources in and around the Bukit Rimbang Bukit Baling Wildlife Reserve area to fulfill their daily needs by farming / gardening and collecting forest products and other river products. However, the availability of these forest and river resources, if taken continuously, will certainly decrease both in quality and quantity. While the necessities of life always increase along with the increasing population and the progress of the times. Therefore efforts should be made to the community and natural resources, so that the availability of natural resources and the necessities of life can be improved. This study aims to analyze the socio-economic conditions of the people of Tanjung Belit Village, identify the potential of Bukit Rimbang Bukit Baling Wildlife Reserve, formulate the Tanjung Belit Village community empowerment strategy around the Bukit Rimbang Bukit Baling Wildlife Reserve, Kampar Regency, Riau Province. The research approach used in this study is a quantitative approach to the survey method.he results showed the socio-economic conditions of the people of Tanjung Belit Village were still classified as poor and less skilled. However, local wisdom and a strong will to try to be a social capital in community empowerment. The potential of Bukit Rimbang Hill Bukit Baling has quite high potential from flora, fauna and nature tourism, but for the development of agricultural business is still limited due to the status of the wildlife reserve. The results of the study can be formulated a strategy of community empowerment in the village of Tanjung Belit around Bukit Rimbang Bukit Baling Wildlife Reserve; (a) optimize land use in agricultural business development; (b) encourage training activities to improve human resources in the context of community empowerment; (c) active community involvement in the management of the Bukit Rimbang Bukit Baling Wildlife Reserve area; (d) increasing cooperation support between the government and stakeholders in developing infrastructure supporting natural tourism around the Bukit Rimbang Bukit Baling Wildlife Reserve.

Pelibatan masyarakat dalam pengelolaan ekowisata mangrove dapat dilakukan dalam bentuk kelembagaan yang dibangun berbasis masyarakat. Kelembagaan dapat berupa  organisasi atau wadah (players of the game) dan aturan main (rules of the game) yang mengatur kelangsungan organisasi maupun kerjasama antara anggotanya untuk mencapai tujuan bersama. kajian ini diperlukan untuk membuat suatu model atau pola pengelolaan ekowisata mangrove berbasis masyarakat. Kajian ini dilakukan di ekowisata mangrove di Pantai Bali, Kecamatan Talawi Kabupaten Batubara. Data yang dikumpulkan adalah kondisi sosial-ekonomi  dan kelembagaan masayarakat sekitar serta karakteristik pengunjung. Analisis data dilakukan dengan analisis deskriptif terrhadap kondisi sosial-ekonomi masyarakat. Analisis kelembagan mengacu pada konsep kelembagaan dari Taryono (2009) dan Ruddle (1998). Hasil yang diperoleh adalah karakteristik usia masyarakat yang banyak memanfaatkan Pantai Bali tertinggi pada usia 20-29 tahun yaitu sebanyak 54%. Keterlibatan masyarakat dalam kegiatan ekowisata  mangrove, diperoleh 80%. Berdasarkan wawancara yang dilakukan dilapangan diperoleh hasil karakteristik usia pengunjung yang paling banyak pada kisaran 20-29 tahun dengan latar belakangg pendidikan SLTA sebesar 65%. Saat ini terjadi dualisme pengelolaan mangrove antara masyarakat sekitar dengan PT. Obor. Perbaikan dalam struktur organisasi pengelolaan minawana menjadi langkah pertama dalam perbaikan pengelolaan. Oleh karena itu, pemerintah tentunya perlu memberikan kewewenangan terhadap Kelompok Tani Hutan sebagai organisasi resmi yang mengatur pengelolaan dilapangan. Langkah selanjutnya adalah perbaikan pengelolaan minawana adalah perbaikan dalam aturan main dalam pengelolaan. Aturan main ini terkait dengan apa yang boleh dan tidak boleh dilakukan terhadap pengelolaan minawana. Selain itu, tentunya sanksi atau imbalan apa yang diperoleh jika melanggar aturan yang ditetapkan.Community involvement in the management of mangrove ecotourism can be done in the form of community-based institutions are built. Institutions may be in an organization or container (players of the game) and rules (rules of the game), which regulates the survival of the organization as well as the cooperation between members to achieve a common goal. This study is required to make a model or pattern of mangrove community-based ecotourism management. The study was conducted in the mangrove eco-tourism in Bali Beach, District Talawi Coal County. The data collected is the socio-economic and institutional surrounding communities as well as the characteristics of the visitors. Data was analyzed using descriptive analysis terrhadap socio-economic conditions of society. Institutional analysis refers to the institutional concept of Taryono (2009) and Ruddle (1998). The results obtained are characteristic of the age of the people who are making use of the highest Bali Beach at the age of 20-29 years is 54%. Community involvement in ecotourism activities mangrove, gained 80%. Based on interviews conducted in the field result age characteristics of the visitors most in the range of 20-29 years old with a high school education background belakangg by 65%. When this happens the dualism between the surrounding community mangrove management with PT. Torch. Improvements in management organizational structure minawana be the first step in improving the management. Therefore, the government would need to give the authority to the Forest Farmers Group as an official organization governing the management field. The next step is to improve management of minawana is an improvement in the management rules. This rule is related to what can and can not do against minawana management. In addition, of course, sanctions or rewards what is gained if it violates the rules set.
