Part I, denoded (Mk I) was published [1] earlier in 1960 under the title “Latitude and Longitude, and the Secular Motion of the Pole”. Part II is the present paper, denoded (Mk II).

Throughout 2018, relations between Turkey and the United States seemed to deteriorate. The leaders of the two countries issued sharp diplomatic statements and the US even imposed economic sanctions on Turkey. This article aims to analyze how the future of relations between Turkey and the United States. Cooperation between the two has a long historical side after the Cold War. Relations between the two countries are based on various interests, both economic, political, military and security interests. The theory used in this study is the theory of national interest. The US has great interests in the Middle East and Turkey is the front-line ally in achieving those interests. However, there are many US foreign policies that ignore the Turkish concern and create tensions between the two countries. On the contrary, Turkey also has considerable economic interests, but the role of the government elite (in this case, President Erdogan) has a significant influence in the determination of Turkish foreign policy. The findings of this study, although it will go through complex challenges and processes, the US and Turkey will continue to maintain their relations.

Several exciting lines of research have emerged from the study of animal models of mental disorders. This chapter presents seven opportunities for enhancing the diagnosis and treatment of mental disorders. They include improvements to the system for diagnosis of mental disorders, use of induced pluripotent stem cells from patients to generate neuronal cultures for in vitro determination of effective drug therapies for those individuals, use of data-mining techniques for understanding patient variability, a commitment to a greater focus on the prevention of mental disorders, innovative uses of smartphones to track patients and individuals at high risk of developing a mental disorder, and developing next-generation therapies and delivery systems that target a specific area of the brain rather than the entire brain. A common theme in these seven thoughts for the future is a commitment to bringing precision medicine tools to the treatment of patients with mental disorders.

AbstractA new extraction system has been constructed and tested which allows the extraction of gases from air bubbles in ice without melting it. An ice sample of up to 20 g is crushed in a sealed container by a milling cutter and the gas escaping from the opened bubbles is flushed with helium to a Porapak column where it is stored until its injection into the gas Chromatograph. To avoid any contamination with CH4produced by friction in the gear section, a helium-flushed rotary feed-through is used. CH4analyses on ice samples of about 10 g from the last 1000 years give precise and reproducible results. In the future, it is planned to measure also the CO2and N2O concentrations on the same sample.

In order to investigate the diatom distribution in the five lakes along the Yangtze River, and discuss the significance for the diagnosis of drowning. 6 water samples were collected in the five lakes along Yangtze River in June, 2012. Subsequently, The genus and the quantity of the diatoms in the water samples were investigated using scanning electron microscopy (SEM). The result showed us that there was significant difference between the waters sampled from the different sites . These data on diatom distribution are helpful to the diagnosis of the cause of the death as well as to the determination of the drowning site in cases of drowning. Therefore, it is necessary to develop the database of diatoms in more extensive water bodies for the forensic diagnosis of drowning in the future.

Three hundred and twenty-six patients with diagnoses of serous otitis media—or mucold otitis medid—were reviewed for the presence or absence of middle ear cilia activity. This study strongly suggests that if active cilia can be observed, ventilating tubes are not needed. This easily observed activity in the anterior-inferior quadrant offers the otolaryngologist an accurate tool for determination of the future health of the middle ear.

The Waste Drum Characterization installation was originally developed for the assay of alpha-bearing waste in standard 200 l (55 gallons) drums during the dismantling operations of the Siemens mixed-oxide (MOX) facility in Hanau (Germany). That installation was validated and qualified by the German authorities, its main performances being: - Counting efficiency for coincident neutrons: app. 1%; - Lowest Limit of Detection (LLD): 75 mg 240Pueq; - Pu content per drum: up to 100 g tot. (35 g 240Pueq); - Measurement duration: app. 20 minutes. The success of this system, a passive neutron coincidence counter combined with a high resolution gamma spectrometer, led to the radiological characterization and qualification of about 1,700 drums during the period 2001 – 2004. In 2005, after completion of the dismantling operations of the Siemens MOX facility, Tecnubel took over the WDC installation which could be used in the frame of the future dismantling of the Belgonucleaire’s MOX plant in Dessel (Belgium), which can be comparable to the Siemen’s one. This second (and new) life for the WDC means that it must be rigorously retested and validated against the Belgian authorities requirements. Furthermore, and additionally to the future use in the Belgonucleaire’s facility, Tecnubel was faced with new challenges, namely: - Assay of 400 l drums together with the 200 l packages; - Determination of the real LLD taking into account the background in different Belgian nuclear facilities, the determination of a value of ∼5 mg 240Pueq being an objective; - Assay of mixed alpha/beta-gamma wastes; - Transportability of the WDC from one plant to another; - Assistance to different nuclear operators for the licensing of the WDC for their own waste types. This paper describes the installation itself and its performances, presents the difficulties encountered during the new challenge and the results of the performed revalidation tests; it gives the perspectives and objectives on short time as well.

The Special Issue on hyperspectral imaging (HSI), entitled “The Future of Hyperspectral Imaging”, has published 12 papers. Nine papers are related to specific current research and three more are review contributions: In both cases, the request is to propose those methods or instruments so as to show the future trends of HSI. Some contributions also update specific methodological or mathematical tools. In particular, the review papers address deep learning methods for HSI analysis, while HSI data compression is reviewed by using liquid crystals spectral multiplexing as well as DMD-based Raman spectroscopy. Specific topics explored by using data obtained by HSI include alert on the sprouting of potato tubers, the investigation on the stability of painting samples, the prediction of healing diabetic foot ulcers, and age determination of blood-stained fingerprints. Papers showing advances on more general topics include video approach for HSI dynamic scenes, localization of plant diseases, new methods for the lossless compression of HSI data, the fusing of multiple multiband images, and mixed modes of laser HSI imaging for sorting and quality controls.

AbstractNoninvasive serum and imaging methods offer accessible, accurate, and safe assessment of fibrosis severity in nonalcoholic fatty liver disease. In contrast, current serum and imaging methods for the prediction of nonalcoholic steatohepatitis are not sufficiently accurate for routine clinical use. Serum fibrosis markers that incorporate direct measures of fibrogenesis (for example, hyaluronic acid) or fibrinolysis are generally more accurate than biomarkers not incorporating direct measures of fibrogenesis. Elastography methods are more accurate than serum markers for fibrosis assessment and particularly for the determination of cirrhosis, but have a significant failure and/or unreliability rate in obese individuals. To overcome this, combining serum and elastography methods in a sequential manner minimizes indeterminate results and maintains accuracy. The accuracy of current noninvasive methods for monitoring fibrosis response to treatment are limited; however, new tools derived from “omic” methodologies offer promise for the future.
