The aim of this paper is to construct a robust nonparametric estimator for the production frontier. We study this problem under a regression model with one-sided errors, where the regression function defines the achievable maximum output, for a given level of inputs-usage, and the regression error defines the inefficiency term. The main tool is a concept of partial regression boundary defined as a special probability-weighted moment. This concept motivates a robustified unconditional alternative to the pioneering class of nonparametric conditional expected maximum production functions. We prove that both the resulting benchmark partial frontier and its estimator share the desirable monotonicity of the true full frontier. We derive the asymptotic properties of the partial and full frontier estimators, and unravel their behavior from a robustness theory point of view. We provide numerical illustrations and Monte Carlo evidence that the presented concept of unconditional expected maximum production functions is more efficient and reliable in filtering out noise than the original conditional version. The methodology is very easy and fast to implement. Its usefulness is discussed through two concrete datasets from the sector of Delivery Services, where outliers are likely to affect the traditional conditional approach.

In this review, analysis is treated as a process of gaining information on chemical composition, taking place in a stochastic system. A model of this system is outlined, and a survey of measures and methods of information theory is presented to an extent as useful for qualitative or identification, quantitative and trace analysis and multicomponent analysis. It is differentiated between information content of an analytical signal and information gain, or amount of information, obtained by the analysis, and their interrelation is demonstrated. Some notions of analytical chemistry are quantified from the information theory and system theory point of view; it is also demonstrated that the use of fuzzy set theory can be suitable. The review sums up the principal results of the series of 25 papers which have been published in this journal since 1971.

Contemporary organizations have directed their attention and focus on the role of the skills that their administrative leaders have in order to apply them to the areas of the organization and in a way that serves its objectives, represents the goal of the study to diagnose the personal characteristics of the soft skills in the researched health organization. Hence, the study problem arises with the main question which is: Do the respondents of the study sample regarding soft skills differ according to the personal or demographic characteristics of the researched organization? For the purpose of achieving the objectives of the study and answering its questions, the descriptive analytical approach was used, and the study adopted the questionnaire as a main tool for collecting data. The study was taken from the Diyala Health Department as a community, as (180) questionnaires were distributed to the administrative leaders working in Diyala Health Department, and (160) questionnaires were retrieved from them, and after data collection and statistical treatment, the study reached a number of conclusions, the most important of which are. There is agreement between the opinions of the sample members about soft skills with a high degree of evaluation from the point of view of the administrative leaders in the Diyala Health Department. One of the most prominent recommendations was to improve and develop communication processes between workers in the researched health organization.

The study aimed to evaluate the Arabic language type for the twelfth grade from the point of view of the subject teachers and to know the evaluation estimates for the teachers, as the researcher used the descriptive approach for its suitability for this type of study, and the sample of the study consisted of (61) teachers who filled out the questionnaire after it was published electronically. A questionnaire as a main tool for collecting data, and it was distributed electronically to the subject's teachers through various social media channels, in compliance with the prohibitions laws related to the Corona pandemic (COVID-19) that Jordan and the world was exposed to in 2020; Where the questionnaire included (30) items distributed to include three axes (educational content, educational activities, and evaluation questions), and the results of the study found that there were no statistically significant differences between the rate of evaluation of the Arabic language book for the twelfth grade from the point of view of its teachers in government schools of the Directorate The education of Qweismeh Brigade is attributed to the gender variable. or due to the variable of years of experience. The researcher recommended the necessity of holding training courses for new teachers to enable them to explain and give the Arabic language curriculum easily and conveniently for the twelfth grade, taking into account individual differences and encouraging self-learning among students in the educational activities received.

The problem of the design of a wind turbine for maximum output is addressed from an aerodynamical point of view. It is shown that the optimum inviscid design, based on the Goldstein model, satifies the minimum energy condition of Betz only for light loading. The more general equation governing the optimum is derived and an integral relation is obtained, stating that the optimum solution satisfies the minimum energy condition of Betz in the Trefftz plane “in the average”. The discretization of the problem is detailed, including the viscous correction based on the 2-D viscous profile data. A constraint is added to account for the force on the tower. The minimization problem is solved very efficiently by relaxation. Several optimized solutions are calculated and compared with the NREL rotor, using the same profile, but different chord and twist distributions. In all cases, the optimization produces a more efficient design.

Curvature and torsion are the two tensors characterizing a general Riemannian space–time. In Einstein's general theory of gravitation, with torsion postulated to vanish and the affine connection identified to the Christoffel symbol, only the curvature tensor plays the central role. For such a purely metric geometry, two well-known topological invariants, namely the Euler class and the Pontryagin class, are useful in characterizing the topological properties of the space–time. From a gauge theory point of view, and especially in the presence of spin, torsion naturally comes into play, and the underlying space–time is no longer purely metric. We describe a torsional topological invariant, discovered in 1982, that has now found increasing usefulness in recent developments.

AbstractThis paper investigates whether the framework of fractional quantum mechanics can broaden our perspective of black hole thermodynamics. Concretely, we employ a space-fractional derivative (Riesz in Acta Math 81:1, 1949) as our main tool. Moreover, we restrict our analysis to the case of a Schwarzschild configuration. From a subsequently modified Wheeler–DeWitt equation, we retrieve the corresponding expressions for specific observables. Namely, the black hole mass spectrum, M, its temperature T, and entropy, S. We find that these bear consequential alterations conveyed through a fractional parameter, $$\alpha $$ α . In particular, the standard results are recovered in the specific limit $$\alpha =2$$ α = 2 . Furthermore, we elaborate how generalizations of the entropy-area relation suggested by Tsallis and Cirto (Eur Phys J C 73:2487, 2013) and Barrow (Phys Lett B 808:135643, 2020) acquire a complementary interpretation in terms of a fractional point of view. A thorough discussion of our results is presented.

This paper considers climate continentality from the point of view of temperature. Primary indices, developed for climate continentality, are presented and compared and a proposal is made for a new index. The newly proposed index is based on daily temperature means and considers the influence of latitude in the Earth’s temperature distribution. The regression function was selected to best reflect the dependence of annual temperature mean on latitude. Several possible indices are evaluated.

Abstract. This paper presents some analytical results and numerical illustrations on the asymptotic properties of flood peak distributions obtained through derived flood frequency approaches. It confirms and extends the results of previous works: i.e. the shape of the flood peak distributions are asymptotically controlled by the rainfall statistical properties, given limited and reasonable assumptions concerning the rainfall-runoff process. This result is partial so far: the impact of the rainfall spatial heterogeneity has not been studied for instance. From a practical point of view, it provides a general framework for analysis of the outcomes of previous works based on derived flood frequency approaches and leads to some proposals for the estimation of very large return-period flood quantiles. This paper, focussed on asymptotic distribution properties, does not propose any new approach for the extrapolation of flood frequency distribution to estimate intermediate return period flood quantiles. Nevertheless, the large distance between frequent flood peak values and the asymptotic values as well as the simulations conducted in this paper help quantifying the ill condition of the problem of flood frequency distribution extrapolation: it illustrates how large the range of possibilities for the shapes of flood peak distributions is.

This study came with several objectives, most notably to discuss the impact of leadership features in the development of organizational citizenship behavior, from the point of view of employees in The General Authority of Meteorology and Environmental Protection in Jeddah Province. To achieve the objectives of the study, the researcher followed the descriptive analytical method, to conduct this study, in addition to using the questionnaire as a main tool to collect data from the study sample individuals. The study population consisted of 800 employees in The General Authority of Meteorology and Environmental Protection in Jeddah Province. A simple random sample of 260 employees from The General Authority of Meteorology and Environmental Protection in Jeddah Province. The study reached several important results, the most important of which were: There is a statistically significant effect at the level (α ≤ 0.05) of the traits (social- behavioral- personal- professional) of the leader individually, on developing organizational citizenship behavior in its various dimensions (Altruism, graces and sweetness, living conscience) of staff of the General Authority of Meteorology and Environmental Protection in Jeddah Province, Where the coefficient of multiple correlation between the axis of leadership Traits in its different dimensions, and the axis of organizational citizenship behavior in its various dimensions 0.718. In light of the results of the study, the study reached several recommendations as follows: Increased interest in studying the results of the impact of leadership traits in developing organizational citizenship behavior In its various dimensions of staff of the General Authority of Meteorology and Environmental Protection in Jeddah Province, and evaluated in order to allow the field to improve the career work within the authority, and these are a positive effect in reducing the rates of occupational leakage.
