Art librarians in Canada find themselves in the position of Janus, who simultaneously turns one face to the past and the other toward the future. They have the responsibility to care for collections from the past; at the same time they face a future of continuous change, escalating costs, dwindling resources and institutional agendas. Long-range planning is essential, and an up-to-date collection development policy is fundamental for identifying strengths and weaknesses, confirming commitments and setting priorities. The National Gallery of Canada Library (NGCL) has recently developed a draft collection policy which is now under review within and outside the Gallery. In addition to considerations of selection and bibliographic control, the policy deals with related companion activities such as evaluation, interpretation, and preservation.

The assumption is there are many academic libraries of Indonesia especially under Minister of Religion Affairs (MORA) which hardly meet a demand of their users’ needs because their collection management or collection development policies do not prepare well. Actually to create a better collection, an academic library has to plan its collection well. This research has done with a purpose of inspecting a collection development policy of an academic library in Indonesia and its implementation. Having examined the formulation of its collection development policy we know the context of policy’s formulation, some actors who formulate, the roles of the head of the library, the attitude of the university and some values that influence. Having examined its implementation we know that the aims of the policy have achieved or not.

This study aims to determine the extent of the implementation of the collection development policies in the STIKES Muhammadiyah Gombong Library and the obstacle it faces. The existence of a collection in library is a crucial factor and can be used to determine the level of library utilization whether the library is being used properly or not by users. In order for the collection to be efficient and can be used optimally, library need to plan to develop collections, namely by formulating collection development policies and implementing them in library management. The research method used in this research is descriptive qualitative data collection techniques through interviews and literatur study. The results showed that the collection development policy that had been carried out in the STIKES Muhammadiyah Gombong Library was by selecting, acquiring, evaluating, and weeding the collections. This type of collection consists of print and non-print. Meanwhile, collections are procured through purchases, subscriptions, and gifts/donations/grants. The obstacles faced are that suggestions from users have not been able to meet the needs of planned collection, there is no clear standard regarding the comparison of the number of collections in terms of form and language, there are no rules if in the future there is an urgent need in collection development.

Art museums can help to promote art in society, but not all artists have their work selected for permanent collections or temporary exhibitions, and museums may be isolated from society. In Europe and North America, the primary function of museum libraries is to serve the parent institution, thereby serving the wider community only indirectly. In South Africa, where there are comparatively fewer museums, libraries, and publications concerned with the visual arts, and where there are so many disadvantaged people, it is vital that special collections such as the South Africa National Gallery (SANG) Library collection are made accessible in the widest possible sense and that museum library information programmes should be directed externally, as well as internally to the museum staff.

This paper identifies and reviews some of the currently relevant components of collection development which contribute to the need for having a written collection development policy (CDP) in place. The requisite elements for a pertinent and usable CDP are identified, keeping in mind the need to customize these policies to each library’s unique needs. A literature review is presented to demonstrate the long-standing purposes of collection development policies (CDPs), quantitative studies of existing CDPs, and some of the inherent drawbacks in the creation and application of these policies. The author presents a case study which demonstrates the processes undertaken to create a CDP for a medium-sized academic library. This includes more current and relevant considerations for a modern day CDP. The paper also includes the best practices identified throughout the policy creation process and which has the potential to be applied to other similarly situated libraries.
