The university occupies a peculiar space in democratic societies with market economies. Higher education serves the cause of democracy by fostering a more able and enlightened citizenry and the needs of the economy by producing a more skilled and creative workforce. The university likewise depends on the state and the market for its resources, for the tuitions, the grants, the contracts, the licenses, the royalties, and the gifts that are the lifeblood of every institution of higher learning.

The beginnings of academic freedom are testimony to internationalism. European universities in the Middle Ages were self-governing to a degree, but the Church or the state controlled them for centuries. As modern science emerged in 17th-century England and as partaking in research and scholarship began to spread in the 18th and 19th centuries throughout Europe, an interest in the protection of free inquiry intensified. Students who pursued advanced education did so in Europe where many of them became professors, and where, consequently, the idea of Lehrfreiheit emerged: the right of the university professor to freedom of inquiry and teaching. Modern notions of academic freedom began to coalesce in the 19th century and on into the early and mid-20th century with the ascendancy of the research role performed by academics. Yet the point should not be lost that a broader interest in freedom of thought and teaching predates this process of formalization. Assertions of scholarly freedom in the 13th and 14th centuries at the University of Paris constitute a legacy of protections in the pursuit of knowledge, and the term scholastic freedom is traceable to Pope Honorius III in the 13th century. Owing to its span across time and cultural contexts, it is unsurprising that understandings of academic freedom have evolved and are thereby also susceptible to misunderstanding and misapplication. That there might be simply one way to construe academic freedom is a modern paradox. More accurately, academic freedom is nestled in a constellation of cultural, social, and political settings and traditions and histories. Academic freedom is often assumed to be a necessary condition for an authentic academic profession wherever professors are employed. In only a limited number of national systems, particularly the United States, academic freedom is strongly associated with tenure. But globally, most systems of higher education do not have tenure. This fact begs the question of how academic freedom, however construed, can exist in an absence of tenure protections. Answers to the question are again conditioned by histories and traditions, long or limited, that situate professors’ work in a relationship between the state and higher education. The reality that academic freedom is understood differently in different parts of world makes comparison difficult. This likely accounts for the relative paucity of explicitly empirical treatment of academic freedom in international comparative focus. In actuality it is challenging to offer a universal definition of “academic freedom.”

Abstract Higher education plays a central role in countries’ realization of their socio-economic development and in establishing a competitive, skilled workforce globally. The need for a skilled workforce, combined with scarcity in financial resources pertaining to higher education, has resulted in governments resolving to finance higher education. This article seeks to encourage adequate regulation to realize the sustainability of higher education financing in Lesotho, to achieve greater inclusiveness in institutions of higher learning. Through the National Manpower Power Development Council Act 8 of 1978, the Lesotho government established the National Manpower Development Council, which is aimed at facilitating the granting of loan bursaries from a fund administered by the National Manpower Development Secretariat. However, these efforts have faced challenges due to the increased cost of financing higher education. Poor management of the loan recovery function, increasing default by graduates on their repayment obligations and a lack of concerted efforts between the respective government departments threaten its sustainability.

Rutgers University was chartered as Queen's College on November 10, 1766. It was the eighth institution of higher education founded in Colonial America prior to the Revolutionary War. From its modest beginning in the New Brunswick area the University has grown to eight separately organized undergraduate colleges in three areas of the State, with a wide range of offerings in liberal and applied arts and sciences.

The current study aims to identify the role of financing higher education in Nigerian universities in the state of Kano and its impact on sustainable development. The study problem lies in the low funding of higher education in Nigerian universities, which will negatively affect the sustainability of higher education and sustainable development. The importance of the study is highlighted by highlighting the importance of financing higher education in Nigerian universities and the sources of obtaining this funding as one of the most important factors through which students can complete their studies. The study followed the qualitative approach with the aim of obtaining more accurate information about traditional higher education financing sources and its impact on the sustainability of education and achieving sustainable development. The study population reached the number of three Nigerian universities, which are a governmental, federal and private university, to learn about the impact of financing higher education in Nigerian universities on sustainable development. The sample of the study was about three out of five of those responsible for financing higher education in Nigerian universities. Also, the study followed unstructured or open interviews in order to obtain more information about financing higher education and whether or not it is suitable for the idea of a monetary endowment. The results of the study showed that the sources of financing for higher education in traditional Nigerian universities are varied, including what can be obtained through the endowment and donations fund that can be made through community initiatives, and the results of the study also indicated that the idea of a monetary endowment faces great challenges in its application, so the idea is subject to acceptance and rejection. According to the nature of the university and the nature of the subjects taught. The study recommended the necessity of expanding the study of the impact of financing higher education in Nigerian universities by expanding the scope of study to include all Nigerian states.

The most important recommendations aimed at enhancing the role of universities in Iraq are: 1 - the operation of labor graduates of technical and technical institutes in the industrial field in order to promote them and eliminate unemployment and increase the hard currency as an important category of Iraqi society, which contributes actively to the renaissance of the country. Linking the Ministry of Industry and Commerce with the Ministry of Higher Education and Scientific Research to be managed by the Minister of Education alone. The Ministry is keen on the funds of the Iraqi people and contributes to the development of the industrial and commercial sectors with the help of professors and university students. 3 - the need to match the needs of the market and education outputs to reduce unemployment, in addition to the vocational education has become an urgent need at this stage to keep pace with the needs of life in society away from the negative view of this education. 4 - Increasing the number of technical workshops and providing them with the means of material in order to provide the university student maximum desired learning. Enhancing the role of higher education in building a broader partnership and cooperation with various other community institutions (public, private and private sector). 6 - Re-admission plan in universities by making the number of admissions in scientific colleges more than the number of admissions in the humanitarian colleges. 7 - Attracting foreign investment companies to invest natural resources in Iraq such as phosphate, natural gas, oil, oil shale, uranium, silica and geothermal energy for the recovery of the economy and the trend towards domestic consumption.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.
