AbstractIn this paper I shall present ways in which professional astronomers in developing nations can aid basic education by using a few things that have been done in Mexico.Recently the compulsory education in Mexico was increased from 6 to 12 years. An optional subject on astronomy was included in high school; so there are several ways in which one can contribute to the national education system.I shall give a practical example on ways to teach and mention the importance of magazines and books dedicated to teachers. I will also address the way we have implemented brief courses for educators and organized conferences for science teachers.It is important to emphasize that we must find ways to train people in a more effective way.

<p>Abstract<br />Government has the legal responsibilities in the implementation of national education system to carry out the mandate set out in Section 31 of the Constitution of the Republic of Indonesia 1945 related to the intellectual life of the nation. This is confirmed and applied by The Indonesian Government Regulation 47/2008 regarding compulsory education and Indonesian Government Regulations 48/2008 related to the funding education of elementary school (SD) to high school (SMP) free made by the government through the School Operational Assistance (BOS) to make the education system based on the national human values and justice according to Pancasila ad realize the human rights set out in the Constitution Indonesian 1945 Article28 c paragraph(1) and Article 28d paragraph (3) stated that every citizen has the right to obtain equal opportunities in government. The free primary education can not be realized in a fair and equitable for the presence of education autonomy, every area is not the same policies and management education in many schools that are not transparent even still many schools to collect funds for the reason given by the government budget for operational costs is not enough.In addition, the9-year basic education which should be free up to secondary education (high school) born by either the state of infrastructure, teachers’ salaries, electricity, telephone, computer, books, stationery without distinguishing between public and private schools.<br /><em>Keywords: national education, justice, humanity,Indonesian contitution 1945</em></p><p>Abstrak<br />Pemerintah memiliki tanggung jawab hukum dalam implementasi sistem pendidikan nasional sebagai amanah (mandat) dari Pasal 31 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 yakni hak mendapatkan pendidikan yang layak. Mandat tersebut diturunkan dalam Peraturan Pemerintah Nomor 47 Tahun 2008 tentang wajib belajar dan Peraturan Pemerintah Nomor 48/2008 tentang Pendanaan Pendidikan dari Sekolah Dasar ( SD ) hingga Sekolah Menengah ( SMP ) yang gratis ditanggung oleh pemerintah melalui Bantuan Operasional Sekolah ( BOS ) dalam rangka untuk menciptakan sistem pendidikan berdasarkan pada nilai-nilai kemanusiaan nasional dan keadilan dalam Pancasila, serta dalam rangka penegakan Hak Asasi Manusia berdasar Pasal 28C ayat (1) dan Pasal 28D ayat (3) dimana setiap warga negara memiliki kesempatan yang sama dalam pemerintahan. Pendidikan dasar gratis tidak dapat dicapai secara adil dan merata karena setiap daerah miliki kebijakan dan manajemen pendidikan yang berbeda, adanya ketidaktransparanan sekolah dalam mengelola dana, dan faktor alasan ketidakcukupan dana yang diberikan oleh pemerintah kepada sekolah. Pendidikan Dasar 9 (sembilan tahun) seharusnya gratis sampai pada Pendidikan Menengah Pertama (SMP) baik dalam hal infrastruktur pendidikan, honor guru, biaya listrik, telepon, pengadaan komputer, buku-buku tanpa ada pembedaan sekolah publik dan sekolah swasta.<br /><em>Kata kunci: Pendidikan Nasional, Keadilan, Kemanusiaan, UUD 1945</em></p>

The implementation of educational program for all through distance learning is expected to match with the condition of Indonesia’s geography, demography, and culture that vary from one place to another. In terms of the implementation of the nine-year basic education compulsion program, Indonesia has carried out various programs, such as Package A (equal to elementary school) and Package B (equal to open junior high school) programs in many parts of provinces in Indonesia. This ‘open junior high school’ model has even been adopted as ‘open Islamic junior high school’ in other provinces. At the level of tertiary education, there is open university, as stated in the Act on National Education System No. 20 of 2003

Indonesia's education system is still not able to fully answer the needs and global challenges for the future. The program of equity and improvement of education quality is a prominent problem in Indonesia. Meanwhile, the number of people at the age of primary education not included in the national education system is still very high. The education environment in Indonesia is still faced with a variety of internal problems that are fundamental and complex. In addition, the Indonesian people still face a number of problems from the basic education to higher education. The quality of education in Indonesia is still far from being expected. It is different from Finland. The government and people realize that a strong commitment to build and develop a national education system is a key determinant of the success of the state to maintain its survival as a small, resource-limited nation living in extreme and less friendly conditions. The development of the nation and nation stands on the pillars of innovation-based education and research and is fully supported by all components of the nation. This paper is expected to be an inspiration for readers to improve the quality of education in Indonesia.The method used is to use a comparative method with a literature review in which the literature related to the topics of the problem is collected, grouped, analyzed and formulated to obtain the differences that are then selected for development into the education curriculum in Indonesia. From the comparative methodology, there are several findings and can be applied in the curriculum of primary schools in Indonesia such as the education system, the implemented curriculum, and the teaching innovation and teachers.

Abstrak Penyelenggaraan pemerintahan diperlukan sebuah jalannya manajemen pemerintahan yang maksimal guna dicapainya penyelenggaraan pemerintahan yang baik (good governance) untuk mewujudkan kesejahteraan masyarakat dan merupakan tuntutan konstitusi pada Pembukaan Undang-Undang Dasar 1945 Alenia keempat. Pasal 31 Undang-Undang Dasar 1945 mengamatkan bahwa Pendidikan merupakan hak setiap warganegara dan pemerintah dan pemerintah daerah menjamin terselenggaranya sistem pendidikan nasional sesuai Undang-Undang Nomor 20 Tahun 2003. Penelitian ini bertujuan untuk menguji dan menganalis pengaruh implementasi kebijakan pengawasan, kompetensi aparatur, dan budaya organisasi terhadap kinerja pengawasan bidang pendidikan dasar. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan kuesioner terbuka dan tertutup. Hasil penelitian ini menunjukkan bahwa ada hubungan yang positif dan signifikan antara implementasi kebijakan pengawasan, kompetensi aparatur dan budaya birokrasi terhadap kinerja pengawasan bidang pendidikan dasar baik secara parsial maupun secara simultan. Kata Kunci: Pengawasan, Kompetensi Aparatur, Budaya Organiasi, Kinerja Pengawasan. Abstract The administration of government requires a way of maximizing government management in order to achieve good governance in order to realize the welfare of the people and constitute demands of the constitution at the Preamble of the fourth Alenia 1945 Constitution. Article 31 of the 1945 Constitution states that Education is the right of every citizen and the government and regional government guarantees the implementation of the national education system in accordance with Law Number 20 of 2003. This research aims to examine and analyze the effect of the implementation of supervisory policies, apparatus competencies, and culture organization of supervision performance in the field of basic education. The method used in this research is quantitative with open and closed questionnaires. The results of this study indicate that the causality relationship partially or simultaneously between the Implementation of Supervision Policy, Apparatus Competency and Bureaucratic Culture to the Supervision Performance of the Basic Education Sector is entirely positive and significant. Law Number: 20 of 2003 concerning the National Education System, states that education is a conscious and planned effort to create an atmosphere of learning and learning process so that students actively develop their potential to have religious spiritual strength, self-control, personality, intelligence, morals noble, as well as the skills needed by himself, society, nation and state. Based on preliminary observational data obtained by the author at Sint Carolus Catholic High School in Bengkulu City, the total number of students is 263 people, with 129 male and 134 female students. Meanwhile the number of students based on their religion is 48 Muslim students, 71 Catholic students, 96 Christian students, 46 Buddhist students, 1 student Confucius, and 1 student belief stream.

Pendidikan dasar merupakan jenjang pendidikan awal yang diwajibkan di Indonesia berdasarkan sistem pendidikan nasional. Sistem pendidikan nasional mensyaratkan setiap warga Negara yang berusia 7 (tujuh) tahun sampai dengan 15 (lima belas) tahun wajib mengikuti pendidikan dasar. Pernyataan inilah yang membuat kerancuan dalam menetapkan batasan usia calon peserta didik pendidikan dasar di Indonesia. Sebagai contoh, di Daerah Kota Denpasar  antara Sekolah Dasar (SD) Negeri dan Swasta menetapkan persyaratan yang berbeda mengenai batasan usia penerimaan calon peserta didiknya. SD-SD Negeri mensyaratkan calon peserta didiknya minimum berusia 7 (tahun) sedangkan SD-SD Swasta lebih fleksibel menetapkan batasan usia calon peserta didiknya. Pernyataan rentang usia wajib belajar pendidikan dasar pada Undang-Undang Sistem Pendidikan Nasional berbeda dengan peraturan perundangan di bidang pendidikan lainnya. Berdasarkan keadaan tersebut, terdapat permasalahan dalam penelitian ini, yaitu: Bagaimanakah ketentuan hukum mengenai usia calon peserta didik pendidikan dasar di Indonesia dan Bagaimanakah implementasinya pada Sekolah Dasar di Daerah Kota Denpasar. Penelitian ini berjenis normatif dengan didukung beberapa data primer. Bahan-bahan hukum dan data primer yang di dapat di lapangan akan dianalisis secara sistematis sehingga dapat menjawab 2 (dua) permasalahan dalam penelitian ini.Primary education is a first level education in Indonesia which has mandatory characteristic based on national education system. National education system is presupposing every citizens that 7 (seven) years old until 15 (fifteen) years old are obligatory to enroll the primary education. This statement is making confusion in determining the age limit for the students in Indonesia primary education. For example, public and private elementary schools in Denpasar determining different requirements of age limit for their students. Public elementary schools are presupposing their candidate students for minimum 7 (seven) years old whereas private elementary schools are more flexible in specifying requirements for their candidate students. The statement of age range of the compulsory education in the national education system act is different with the other education regulations. Based on those situations, there are problems in this research: How is the regulation of the age for the candidate students in Indonesia primary education and How about the implementation in the elementary schools that are situated in Denpasar. This research is normative which supported by some primary data. The legal materials and primary data that collected from the field are analyzed in systematically in order to answer 2 (two) problems in this research.

The article reveals the economic essence of the current state of higher education in Ukraine. It examines the main problems of state regulation of risks and challenges facing modern education at the stage of reform. The subject of the study is the very system of higher education in Ukraine. The purpose of the study is to analyze the state of the modern market of higher education in the country, as well as the features and trends of its development to date in the process of reform. The development of the national education system is shown together with its social and economic problems and challenges, as well as the political conditions that find the direction of the development of education in the country. It was revealed that the main risks in the education system of Ukraine can be considered a decrease in the number of highly skilled professionals, the closure of a number of educational institutions with a reduction in the contingent that lead to financial losses. In addition, among the risks studied, the low efficiency of training technologies and the low-level of graduates’ competence, corruption and low rating indicators in the world educational community are highlighted. The author specifies the existing external risks of the education system in the country and presents possible ways of overcoming them. And also draws the conclusion that the current conditions of the country’s existence and specifically the development of the education sector, the introduction of new models and training programs is a complex process. The reform of higher education today does not have significant results, therefore, it is suggested that the entire education system in Ukraine is integrated and fundamentally reformed, with the aim of overcoming existing discrepancies between the educational product and the needs of society. So, the author says that the modern structure of education should give to ensuring ideal conditions for the functioning and development of the education system, taking into account the needs of modern society and the existing problems in the educational sphere, which should give quality educational services and freedom of choice in education.
