Astronomy is the science in which we study about everything in the universe, in which we derive the properties of celestial objects, planets, stars, galaxies and so on. These properties deduce the laws by which the universe operates. Astronomy is a remarkable subject which has had a profound effect on the human curiosity and inspiration. So, Astronomy can be used as powerful tool for the development of human resources and human capacity buildings on Science and Technology.

Globalization in the world has given the huge impact on the people, as the new condition of the world has brought the world to the globalism- a consciousness and understanding that the world is one. Globalization has also unified the people in a global village that covers all aspects of life such as economic, political, cultural, religious aspects. This paper will explore the concept of wa¡a¯iyyah which stresses on the moderation and accommodative way and its implementation in Southeast Asia. The main idea of the wa¡a¯iyyah or moderation in religious life is that it offers the importance of realizing the concept of Islamic blessing for all the Universe (Islam; Ra¥matan lil ±lam³n). Therefore, the main offer of the Muslim wa¡a¯iyyah movement is to focus on developing civilization, freedom, justice, prosperity and better future for all the people. It is the main capital of the Wa¡a¯iyyah in Southeast Asia to give the significant contribution to the globalization of the world.

Islam acts for its adherents to conduct studies on the behavior or forms of circulation and changes that occur, both in the context of the universe and those that occur between fellow humans, as well as the development of modern technology. In connection with this understanding, the requested discussion of Islam, the words requested by the Prophet Muhammad, required compulsory knowledge for Muslims. Islam contributes to science between other verses in the Qur'an which encourages Muslims to develop science. Islam through the Qur'an is the basis of epistemology and ideology for Muslim scientists who connect their attitudes and relationships to transcendence with the creator. Expect that there is a spiritual dimension in dzikir and fear for Allah. Muslim appreciation of the amazing knowledge of the early days of Islam. At this time Muslims were able to play a role and master various disciplines. Islamic Ummah has a very prominent role but has differences in politics and internal crises in involving thinking, the role of Muslims is declining and very alarming. The role of Islam in the development of science and technology adds there are two namely First, making Islamic Aqeedah a paradigm of science. The paradigm that represents Muslims, is not a secular paradigm as it is now. Second, making Islamic Islam (born from Islamic Aqeedah) as a standard for the use of science and technology in everyday life.

Introduction. Human resources potential is one of the most important tools for achieving the objectives included in the key programme documents for the development of science and technology in the Russian Federation and the main element in the research and development resources of the state. Human resources potential is fundamentally made up of researchers employed in science and technology, including young researchers. Even though in recent years the government of Russia has been paying a lot of attention to developing mechanisms to attract and support young researchers in the sciences, we are still seeing a decline in their number, including in the number of researchers aged 39 or younger. The article presents the findings of tools for monitoring the financial support available to young researchers, recipients of scholarships and grants from the president of Russia, as well as grants provided by key research foundations. Monitoring Tools. The main monitoring tool is formal logic methods such as classification, analysis, synthesis, deduction, and induction. The monitoring was conducted using the materials published on the official websites of research foundations, the annual reports of said foundations, as well as other information in the public domain. The monitoring covered 42 foundations and 8 federal regulatory acts. The subject of the study was the financial tools for supporting young researchers, specifically the grants and scholarships of the president of the Russian Federation and major research foundations such as the Russian Research Foundation, the Russian Foundation for Basic Research, the Foundation for Assistance to Small Innovative Enterprises, and the Skolkovo Foundation, as well as state-funded programmes aimed at supporting young researchers; the findings of the monitoring are summed up in consolidated tables. Results. The support system for grant recipients spans all age categories of young researchers. Meanwhile, federal programmes offer a broader range of assistance to students, postgraduate students, and young researchers than to candidates and doctors of sciences. The most common types of assistance are grants and scholarships, while prizes are not as common. Regional and industrial foundations for assisting research, development, and innovation only function in some regions of the Russian Federation. Programmes aimed at supporting research activities are offered by regional and industry foundations through their official websites and are widely varied (the most common offerings include competitions, training programmes, organisation of conferences, exhibitions, forums, as well as special prizes and grants). Conclusion. Thus, the article provides information about the existing system of grants aimed at providing support and assistance to young researchers; the article also offers some information about the conditions, amounts, and timeframe for the provision of the scholarships and grants from the President of the Russian Federation; there is also a review of the tools for assisting young researchers in the context of such recipients’ status, as well as the forms and types of assistance (including for young researchers) provided by industry and regional foundations for research, development, and innovation.

There are numerous causes responsible for attaining performance efficiency of human resource within the organizations. In this pursuit, the current research has been aimed to further evaluate the relationship exists between Explicit Knowledge Sharing (EKS) within organizations and performance efficiency of the human resources. A quantitative study for the said purpose has been undertaken to ascertain the impact of EKS on performance of human resources while considering the moderating effect of Human Capacity Development (HCD). Quantitative study approach was adopted, and a structured questionnaire was developed based on the relevant studies already conducted in this field. The questionnaires were distributed among 500 respondents, out of which 345 responded, which provided the researcher with 69% response rate. Population of the study comprises wide range of organizations such as Government, Non-Government, International & Private Sector, which were consulted for the primary data collection across the province of Khyber Pakhtunkhwa & Capital Territory of Islamabad by adopting Simple Random Sampling technique. Analysis were drawn through the application of statistical software tools i.e. Amos for factor analysis & SPSS for statistical analysis.The analysis of the data revealed that organizations with EKS practices, subsequently accomplishes efficiency in the performance of their human resources through a positive moderating effect of Human Capacity Development. The usefulness of findings has been endorsed through numerous studies by the local and international scholars of the area. The world or reality is the totality of things diversified into a multitude of collections of subworlds with the characteristic constraints and boundaries; all determined by the fundamental causal laws. Accordingly, the logic of reality is ultimately one; for there cannot be many logics of the universe. Although many personal perspectives allowed, and particular truths, special things and meanings, the global logic of reality is a single universal consistent system relied on a set of ontological classes and relationships, fundamental rules and laws. The universe is a deep, dark secret, mysterious and mystifying to human minds. And the fundamental challenge to the human mind is to provide a comprehensive account and model that explains in noncryprical terms how this unbounded environment changes and how its basic constituents causally related, and so forth. And this is all the legal responsibility of the UFO as a causal dynamic ontology, formulating the causal rules of world behavior as fundamental laws by establishing underlying regularities, uniformities, invariants, and correlations. So guiding science and technology, the task of dynamic ontology is to give us the overall structures, uniformities, patterns, laws, constraints, and invariants within which the many changes in the world take place, finding out what it is outside and inside, defining the natures and essences common to the denumerable multitude of individuals, by classifying the whole universe of things into the prime categories, classes, kinds and relationships.

The central necessity of human resource management is also majorly based on technological approaches as it became a potential need for any human resources department to perform its role in the development of the whole organization. Technologies based on AI are and will be the smart system of the future and it's also changing the processes of human resource management by making it more dependent on advanced technologies. Through the chapter, the researcher will get to know the artificial technologies being practiced in HR practices and explore the probable and potential of technicality of AI in HRM and also the challenges associated with AI in HRM and its future possibilities.

Based on the field survey data,statisticsing and analysising the influence factors of industry flows of science and technology human resources in Shaanxi Province by using multiple linear regression model and Logistic regression model.The results show that: enterprise promotion chance, industry development ability, family factors and change lifestyle these four factors promote or weaken the effect on the flow of talent directly;Age,working ability,professional degree are the constitute factors influencing science and technology talent flow;However, the influence of gender, education, welfare and residential moves is not significant for industry flow of science and technology human resources.
