Abstract:Despite the static image of formal common pool resource institutions (CPRIs), interest communities always attempted to adapt their institutional framework to their particular needs and interests. The hypothesis of Ensminger, that formal and informal institutional environments were steered by the interplay of external socioeconomic factors, ideology and bargaining power, will be tested by a comparative analysis of three regions within the North Sea area, namely the Campine, within the Low Countries, the Brecklands in England and the Geest area in Schleswig Holstein. Due to this scope, we will advance that especially the distribution of power was vital for the evolution of one specific aspect of CPRIs, namely accessibility. Only communities with relatively balanced distributions of power could retain an inclusive access regime throughout the early modern period, while polarised societies evolved towards more restrictive access to the common wastelands.

Abstract. Scenarios for future shipping emissions in the North Sea have been developed in the framework of the Clean North Sea Shipping project. The effects of changing NOx and SO2 emissions were investigated with the CMAQ chemistry transport model for the year 2030 in the North Sea area. It has been found that, compared to today, the contribution of shipping to the NO2 and O3 concentrations will increase due to the expected enhanced traffic by more than 20 and 5 %, respectively, by 2030 if no regulation for further emission reductions is implemented in the North Sea area. PM2.5 will decrease slightly because the sulfur contents in ship fuels will be reduced as international regulations foresee. The effects differ largely between regions, seasons and date of the implementation of stricter regulations for NOx emissions from newly built ships.

AbstractAccording to the literature inspired by the ideas of Robert Brenner, leaseholders, small farmers and craftsmen did not participate in the local administration of those districts in the Dutch Republic where the majority of land was owned by large landowners. However, in this article we show that, at least in the Dutch river clay area, where water management was an essential part of the population's struggle to survive the annual floods, the battle against the elements induced people, regardless of their property relations and social distinctions, to share power in order to overcome the challenges they all faced. The study also contributes to the growing literature about the effects of water management on political culture in the North Sea area.

The origin, rise, and dynamics of coastal trade and landing places in the North Sea area between the sixth and eighth centuries must be understood in relation to how coastal regions and seascapes acted as arenas of contact, dialogue, and transition. Although the free coastal societies of the early medieval period were involved in regional to interregional or long-distance trade networks, their economic agency must be understood from a bottom-up perspective. That is, their reproduction strategies must be studied in their own right, independent from any teleological construction about the development of trade, markets, or towns for that matter. This means that the early medieval coastal networks of exchange were much more complex and diverse than advocated by the simple emporium network model, which connected the major archaeological sites along the North Sea coast. Instead, coastal and riverine dwellers often possessed some form of free status and large degrees of autonomy, in part due to the specific environmental conditions of the landscapes in which they dwelled. The wide estuarine region of the Low Countries, between coastal Flanders in the south and Friesland in the north, a region with vast hinterlands and a central position in northwestern Europe, makes these developments particularly clear. This chapter thus pushes back against longstanding assumptions in scholarly research, which include overemphasis of the influence of large landowners over peasant economies, and on the prioritization of easily retrievable luxuries over less visible indicators of bulk trade (such as wood, wool, and more), gift exchange, and market trade. The approach used here demonstrates that well-known emporia or larger ports of trade were embedded in the economic activities and networks of their respective hinterlands. Early medieval coastal societies and their dynamics are thus better understood from the perspective of integrated governance and economy (“new institutional economics”) in a regional setting.

AbstractHistorians have not paid close attention to the activities of freebooters operating out of Dunkirk in the late 1620s. This essay corrects that omission by first studying the threat from Dunkirk to England's east coast and then addressing how the central government, counties, and coastal towns responded. A surprisingly rich vein of manuscript material from Great Yarmouth and particularly from the Suffolk fishing community of Aldeburgh informs this case study of the impact of this conflict around the North Sea.

This paper examines the concept of maritime multi-use as a territorial/SPATIAL governance instrument for the enhancement of sustainable development in five EU sea basins. Multi-use (MU) is expected to enhance the productivity of blue economy sectors, as well as deliver additional socio-economic benefits related to the environmental and social dimensions of sustainable development. The paper provides a definition of maritime multi-use and identifies the multi-uses with the highest potential in EU sea basins. In each sea basin, multi-use plays a different role as concerns sustainable development. For the Eastern Baltic Sea, the Mediterranean Sea and the Black Sea, the MU focus should remain on the environmental pillar of sustainable development. In the North Sea, North Atlantic and Western Baltic Sea, addressing social sustainability seems a key precondition for success of MU in enhancement of sustainable spatial development at sea. Moreover, it has been suggested to introduce MU key global strategies such as SDGs or Macroregional strategies and action plans and to supplement maritime spatial planning with sectoral incentives and educational efforts as key vehicles supporting MU. The paper concludes by identifying aspects which, in order to inform maritime spatial planning and maritime governance regarding a more conscious application of the aforementioned concept, require further investigation. Key tasks are related to: more profound evaluation of performance of policies supporting MUs, researching the impact of MU on societal goals and on the MU costs and benefits, including external ones, and finally identifying the impact of MU on the development of various sectors and regions on land.

In July–August of three different years common surface-floating bottles were set adrift at International Station E2 (49° 27' N.—4° 42' W.). With them, various types of drag-fitted bottles were also put out. The journeys accomplished are discussed, and the striking differences as between year and year in the case of the common surface floaters, and as between the different types in the same year, are commented upon in the light of the prevailing winds. An inter-relationship of great simplicity is deduced between wind speed and the rate of travel of simple surface floating bottles up-Channel and across the North Sea from the results of experiments carried out in four different summers.

Ovaries of the common sole (Solea solea (Linnaeus)) were collected prior to, or at the beginning of, spawning from the spawning grounds in the Bristol Channel. Size frequency distributions of oocytes over 100 μm are presented. They clearly show a break in the size frequency distributions, at about 170 μm, indicating that the production of new oocytes to be spawned that season had ceased. It indicates that the sole is a determinate spawner and that, at least for this population, an annual potential fecundity can be measured. Estimated annual fecundity at length of Bristol Channel sole is calculated, and values are compared with those found for sole from the North Sea, eastern English Channel and the Bay of Biscay.
