AbstractThe rising pressures of urbanization in fragile and conflict-affected countries have increased concerns about the vulnerability of cities to armed threats. Changes in the character of armed conflict during the twenty-first century and its effects on cities in the developing world have exposed gaps in the planning and practice of peace and security, which retain a “nation-State bias” that circumvents local perspectives and agencies. Whereas full-scale use of military power in cities remains as destructive today as it has ever been, international organizations such as the United Nations have called for changed approaches to State tactics in urban areas. Mechanisms designed to prevent conflict or to help countries transition back to peace are particularly key if massive human and economic damages are to be avoided in a world of increasingly dense cities. Another key concern is the vulnerability of developing-world cities to low-intensity, if protracted, forms of violence by non-State actors, particularly in post-conflict contexts. Conflict prevention and peace transitions in cities (including mainstream international tools such as peacekeeping, stability and reconstruction aid) are affected by specifically urban pressures linked to rising populations, migration, ethnic tensions, institutional deterioration and the weakening of urban services. Therefore, the physical and social characteristics of cities interact with military and developmental policies in unique ways. An understanding of key local actors, services and institutions affecting urban drivers of armed conflict – an urban strategic environment – can help practitioners and strategists to craft comprehensive policies.

Kathmandu is receiving large number of poor immigrants from the neighbouring districts. Many of them are living in the temporary or semi-permanent structure of dwelling on the bank of the river Bagmati and its tributaries. A traumatic experience of an unprecedented decade long armed conflict in Nepal between government security force and Maoist insurgents between 1996-2005 forced people migrate to the safer zones for their livelihood security, particularly in the urban areas like Kathmandu. As a consequence an increase in landlessness, joblessness, homelessness, livelihood insecurity, and disruption of the social fabric have been noticed. Now the country is in the post-conflict phase. This study, therefore, seeks to explore coping strategies of the poor people residing in Kathmandu in post-conflict phase by using primary data collected from sampled household based on multi-stage sampling procedures. Livelihood of the poor people is highly influenced by the armed conflict in the past. But the post-conflict phase is characterized by increasing mobility, expanding knowledge and opportunities. Working farther from the place of residence, change in food habits, mutual cooperation and borrowing are important coping strategies adopted by the poor people living in the poverty pockets.The Geographical Journal of Nepal Vol. 10: 73-88, 2017

AbstractThe Amazon rainforest covers roughly 40% of Colombia’s territory and has important global ecological functions. For more than 50 years, an internal war in the country has shaped this region. Peace negotiations between the government and the Revolutionary Armed Forces of Colombia (FARC) initiated in 2012 resulted in a progressive de-escalation of violence and a complete ceasefire in 2016. This study explores the role of different deforestation drivers including armed conflict variables, in explaining deforestation for three periods between 2001 and 2015. Iterative regression analyses were carried out for two spatial extents: the entire Colombian Amazon and a subset area which was most affected by deforestation. The results show that conflict variables have positive relationships with deforestation; yet, they are not among the main variables explaining deforestation. Accessibility and biophysical variables explain more variation. Nevertheless, conflict variables show divergent influence on deforestation depending on the period and scale of analysis. Based on these results, we develop deforestation risk maps to inform the design of forest conservation efforts in the post-conflict period.

AbstractThis note discusses the challenges of water service delivery before, during and after protracted armed conflict, focusing on barriers that may impede successful transition from emergency to development interventions. The barriers are grouped according to three major contributing factors (three “C”s): culture (organizational goals and procedures), cash (financing practices) and capacity (know-how). By way of examples, the note explores ways in which development agencies can overcome these barriers during the three phases of a protracted armed conflict, using examples of World Bank projects and experiences in the Middle East and Sub-Saharan Africa. Before the crisis, development agencies need to work to prevent armed conflict. In a situation of active armed conflict or when conflict escalates, development agencies need to remain engaged as much as possible, as this will speed up post-conflict recovery. When conflict subsides, development agencies need to balance the relative effort placed on providing urgently needed emergency relief and water supply and sanitation services with the effort placed on re-establishing sector oversight roles and capacity of local institutions to oversee and manage service delivery in the long term.

ABSTRACT This article gives an overview of the 26 year long ethnic conflict in Sri Lanka and examines physical reconstruction and economic development as measures of conflict prevention and postconflict reconstruction. During the years of conflict, the Sri Lankan government performed some conflict prevention measures, but most of them caused counter effects, such as the attempt to provide “demilitarization”, which actually increased militarization on both sides, and “political power sharing” that was never honestly executed. Efforts in post-conflict physical reconstruction and economic development, especially after 2009, demonstrate their positive capacity as well as their conflict sensitivity. Although the Sri Lankan government initially had to be forced by international donors to include conflict sensitivity in its projects, more recently this has changed. The government now practices more conflict sensitivity in its planning and execution of physical reconstruction and economic development projects without external pressure.

AbstractThe OSCE's mandate for early warning, conflict prevention, conflict management and post-conflict rehabilitation based on its approach to comprehensive security through its network of field offices is implemented on a daily basis. Constructive relations with a host country are an important factor in their success, yet not always easy to achieve. This article provides a case study of one endeavour to strengthen these relations.

This book provides a unique study on the lower ranks of the Afghan police force due to the lack of empirical evidence of what attributes to the causes, practices and consequences of corruption in this institution. The book is divided into a number of sections. It commences with an understanding of how corruption, and narrowly police corruption, impact on the police force, state legitimacy and the strategies in place to mitigate such problems as part of broader security and post-conflict reconstruction initiatives. The theoretical framework comprises political, economic and cultural drivers of police corruption by drawing on semi-structured interviews with elites and a survey and structured interview conducted with street-level police officers. The findings infer that weak oversight and low pay are causes of police corruption which intensify bribery and roadside extortion. The lack of professionalism, partly due to short and unclear training, and patronage are deemed as meanings of police corruption. In terms of motivation, there is no sense of pride in Afghan policing to fulfil a clear mandate. Moreover, non-meritocratic recruitment is prevalent which exacerbates local influences, loyalties and job buying in either high-drug cultivating or urban areas. To curb patronage, police officers are rotated to distant provinces but economic hardship is further increased when catering for large families with fewer breadwinners. The book concludes that the problems with police corruption and failure to combat it results in low public confidence and state illegitimacy which can support violent opposition groups to create further instability in war-torn societies.

The objective of this study is to determine the impact of adenotonsillectomy on the quality of life of postoperative patients.The study is observational, cross-sectional, and retrospective. The files of all postoperative adenotonsillectomy patients in Otorhinolaryngology Service, Hospital de Clínicas, San Lorenzo Paraguay. The Obstructive sleep apnea – 18 questionnaire (OSA 18) was applied, asking patients about symptoms before and after surgery. An effective sample of 143 postoperative patients was obtained. The average age was 6.05 ± 2.08 years, 55.10% (81) were male and 44.89% (66) were female, 65.30% (96) were from urban areas and 34.69% (51) from the rural areas. The t test was performed for means of two paired samples, comparing the results of the Obstructive sleep apnea – 18 questionnaire surveys before and after surgery which presented a significant difference (p <0.05) with a tendency to improve the quality of life after surgery. It has been shown that there is a significant difference, a considerable improvement in the quality of life of patients after adenotonsillectomy.

The purpose of this study was the analysis of the effects induced by urban pressures on the socio-economic and territorial characteristics of the rural peri-urban areas in order to identify planning and intervention strategies aimed at enhancing the quality of agriculture and landscape. A survey was conducted in the surroundings of Parma on farms located in the vicinity of urban areas. The structural, productive and social characteristics of the family-farm units were analyzed. The survey updated an identical survey, carried out in 1986, in which it was examined a sample of 208 farms. The units surveyed were evaluated in two aspects: the “vitality”, which takes into account the structural characteristics (size, production, labour force, etc.), and the “stability”, in which a crucial role is played by the age of the conductor and the presence of a successor. It was found that only 28% of the original farm sample is still alive, one third has disappeared, 30% was absorbed by existing farms, 8% has been abandoned. The factors most favourable to the survival resulted those referred to the vitality, especially the physical and economic size of the farm, the presence of cattle, the percentage of land in property, the presence of young labour. Among the factors that predispose to the abandonment, the urbanization processes were found to be determinants, in terms of expansion of both the built-up area and of that planned as urbanisable. The research has highlighted the importance of the vitality of the farms together with a context that has maintained its original rural features. These combined aspects can better define what we call the resiliency of the landfarms system i.e. the capability of positively reacting to the variable modifications of the internal and external conditions.
