La policía comunitaria es una institución de los pueblos indígenas de Guerrero conocida por su capacidad para enfrentar a la delincuencia y generar alternativas de paz social., através de un sistema de justicia y seguridad autónomo. En los últimos años, sin embargo, el sistema comunitario enfrenta el acoso de actores diversos vinculados al incremento de la violencia y la inseguridad que se vive en el país y especialmente en el estado de Guerrero; dicha situación está impactando a la institucionalidad comunitaria, obligando a su redefinición. En este trabajo destaco aspectos centrales de dicha conflictividad así como las respuestas que han dado los comunitarios para hacer frente a las tareas de justicia y seguridad en el marco de nuevos contextos marcados por el despojo neoliberal y la impunidad de actores estatales y no estatales. In recent years, however, the EU system faces harassment from various people responsible for the increase of violence and insecurity within the country and especially in the state in Guerrero; this situation is impacting instituitions in the community, forcing their redefinition. In this paper I highlight key aspects of the conflict and the community's responses to deal with the tasks of justice and security in new contexts marked by neoliberal plunder and impunity of the state (as well as non state figures). In this process, the relationship of the community police with the state is updated revealing the weight of legal ambiguity and power plays, as well as counter-hegemonic use of the right to dispute justice.key words: neoliberal vilence; Guerrero; indigenous people.

AbstractThe 2018 CJEU ruling in LM highlighted the importance of judicial independence for the rule of law and protection of the right to fair trial. In so doing, the judgment raised problematic questions about the relationship between Article 2 values and the EU Charter rights, and their connection with mutual trust. This chapter considers these issues through the lens of human dignity, which is both the first foundational value under Article 2 and the first right in the EU Charter. By discussing how the LM judgment raises the constitutional status of the right to a fair trial, this chapter argues that a focus on human dignity could effectively link Article 2 values with EU Charter rights and facilitate assessment of their respective breach.

Abstract Just how significant is the freedom of contract found in Article 16 of the EU Charter of Fundamental Rights for the regulation of the employment relationship? For the first half of its existence, few could have foreseen that Article 16 would soon be at the centre of debates surrounding the place of business freedoms within EU employment law. This has changed in the wake of a number of controversial decisions in which the Court of Justice of the EU relied on Article 16 to undermine the effectiveness of employee-protective legislation. The article begins by setting out the nature of freedom of contract in EU law and its effects in the employment context. This is followed by a consideration of the relationship between the general principles and the Charter. Critical Legal Studies is relied on to show that existing arguments as to the use of Article 16 as a radical tool in the employment context have been both exaggerated and underplayed. Finally, potential counterweights to freedom of contract are examined, notably the right to work as both a general principle and Charter right.


Subject EU-Swiss bilateral relations. Significance The relationship between Switzerland and the EU is functional but difficult. Despite some progress on the Mutual Recognition Agreement (MRA) that secures market access for a range of products, a breakthrough is still needed on the most important issue, the institutional framework for sectoral agreements. Negotiations have slowed and the Swiss government faces difficult decisions on the right timing and strategy. Impacts The Swiss government’s decision to resume discussions on new 'cohesion payments' to the EU is likely to create goodwill in Brussels. In the short term, Switzerland's economy and trade are unlikely to suffer from the stalemate in the Swiss-EU political relationship. With Ignazio Cassis as foreign minister, the government is likely to become more sceptical of the EU.

Elegir el futuro profesional nunca ha sido tarea fácil para los jóvenes bachilleres. Si a esto le añadimos la inestabilidad del mercado laboral y el cambio de modelo productivo generado por el impacto de las TIC y la globalización, la decisión es mucho más compleja. Lo cierto es que, dentro de unos años, cuando los actuales jóvenes bachilleres inicien su trayectoria laboral en una sociedad tecnológicamente más avanzada, tendrán que elegir profesiones que aún no existen. En parte, esas nuevas profesiones se formarán de la convergencia de importantes áreas de especialización en ciencias y tecnología como la microinformática, la biotecnología y la física cuántica, además del resultado de la transformación digital que está operando transversalmente en otros muchos sectores de actividad como el de la educación, la salud, el transporte, la logística o el financiero. Este artículo forma parte del estudio empírico de mi tesis doctoral sobre el déficit de talento femenino en las ingenierías tecnológicas. En este texto trato de explicar la relación entre la digitalización de la economía, el empleo y la educación con la elección de estudios universitarios y el papel que están haciendo la Unión Europea, el Gobierno de España y otros organismos y asociaciones para motivar a las mujeres a estudiar ingenierías tecnológicas o trabajar en el sector TIC.Choosing the right career has never been an easy task for young high school graduates. If we add to this doubt the instability of the labour market, the productive model changed by the impact of the ITC and globalization, the final decision must be more complex. The truth is that, in a short time, when current students start working in a digital society, they will have to choose careers that do not exist yet. In part, the new careers will be formed by the convergence of three important specialization areas: microcomputation, biotechnology and quantum physics, as well as the result of the digital transformation that is being carried out transversally in many other sectors of activity such as education, health, transportation, logistics, business, etc. This article is an extract from an empirical study which I am developing in my doctoral thesis on the lack of female talent in the ICT engineering. In this text, I try to explain the relationship among the digitalization of the economy, the employment and education, and the selection of university studies and the role that the Spanish Government, the EU and other institutions and academic associations are playing in this area in order to encourage women to study ICT engineering or even to work in the ICT sector.

AbstractThe relationship between the Court of Justice and the Bundesverfassungsgericht is perhaps one of the most explored relationships in all of EU’s legal history. In attempting to understand and operationalize the uncertainty surrounding the positioning between EU and national constitutional orders, they have in some respects followed the footsteps of a typical life-long love story: in the early years of European integration, both courts appeared to be in denial of any romance, and entered into a conflict over the question of the final arbiter; they subsequently turned to flirting by moving away from an institutionally based conflict towards finding a common substantive ground; which resulted in finally abandoning the competition for domination, but rather embracing mutual respect and a heterarchical relationship. This brief piece follows these developments in fundamental rights review that for now end with the second German decision concerning the right to be forgotten.
