Abstract This article highlights the case of the Ronda ng Kababaihan, a women’s volunteer organization established to conduct night patrols in their neighborhood after witnessing drug-related killings in Pateros. Guided by the political motherhood framework, this study argues that the members use their traditional roles as mothers to legitimize their presence in the streets and the public sphere, and they practice mothering to maintain good relations with the community, police, and local authorities. Data are drawn from in-depth interviews with mothers and participant observation of nightly patrols of the organization. This study problematizes the debate between the essentialist and constructivist views on motherhood – in understanding motherhood in political terms either as an emotionally motivated and apolitical extension of the domestic duties or as an avenue for the reconstruction of gendered roles and collective identities.

This study aims at examining the community police role in maintaining security in the suburbs of Jerusalem governorate. The study, used a descriptive exploratory approach. A questionnaire was designed and distributed to the study sample of (52) employees working in government institutions in the suburbs of Jerusalem, after verifying its validity and stability. its final form consisted of (37) paragraphs distributed over five axes. The study’s most important results were: The police community ability to promote faith and loyalty got the highest arithmetic averages of (73.3), followed by their ability to maintain peace in community which got an arithmetic averages of (72.1). Finally their success factors got an arithmetic averages of (71.2). The study recommended the following: Establishing mobile offices for the community police. The inclusion of crime prevention in the education curriculum, that should be taught by police officers. Creation of Civil Peace units in the Palestinian governorates, and to headed by graduates of law or Social Science.

Abstraksi Kejahatan merupakan salah satu bentuk gangguan terhadap masyarakat biarpun masih banyak gangguan yang terdapat dalam keamanan yang ada di masyarakat seperti kesenjangan social merupakan salah satu sebab adanya gangguan yang ada di masyarakat oleh karena itu harus adanya bentuk untuk mencegahnya. Dalam pencegahan terhadap gangguan yang ada di masyarakat diperlukan Kerjasama antara apparat penegang hukum dalam hal ini polisi dengan masyarakat setempat, hal ini untuk menjaga di sekitar lingkungan akan lebih baik di lakukan oleh masyarakat itu sendiri seperti adanya polisi masyarakat sedangkan polisi yang terdapat di masyarakat sebagai bhabinkabtibmas hanya dalam pembinaan. Pelaksanaan Program Polri dengan mengoptimalisasi peran Bhabinkamtibmas untuk mewujudkan Polmas guna meningkatkan partisipasi masyarakatdalam rangka terpeliharanya Kamtibmasbelum maksimal dilaksanakan mengingat keterbatasan jumlah anggota dan cara berfikir (mind set) serta bersikap (culture set) baik anggota Polri maupun masyarakat masih belum meahami dan mengerti arti pentingnya perubahan. Program ini juga merupakan upaya Polres Tulungagung untuk mewujudkan masyarakat dan terbentuknya lagi karakter masyarakat yang santun, tepo seliro saling menghormati / berbudi pekerti, yang dapat memberikan sumbang sih sebagai warga negara Indonesia sebagai warga negara yang berpancasilais untuk menjadikan target pencapaian sasaran strategis Polri. Peran yang diharapkan adalah perilaku yang memenuhi harapan masyarakat, mengikuti norma-norma yang berlaku, dapat mewujudkan perilaku yang menjadi panutan dalam pelaksanaan tugas, mendapatkan penilaian hasil kinerja sesuai dengan yang telah ditetapkan dan bersedia menerima sanksi apabila ada tindakan dan perbuatan yang melukai hati masyarakat   Kata Kunci : Bhabinkabtibmas, Terpelihara dan Kamtibmas           THE ROLE OF BHABINKAMTIBMAS TO REALIZE MAINTENANCE OF KAMTIBMAS   Abstract Crime is a form of disturbance to society, even though there are still many disturbances in the security that exist in society such as social inequality is one of the causes of disturbances in society, therefore there must be a form to prevent it. In preventing disturbances in the community, cooperation between law enforcement officials in this case the police and the local community is needed, this is to protect the environment it will be better to be done by the community itself such as the community police while the police in the community as bhabinkabtibmas only under construction. The implementation of the National Police Program by optimizing the role of Bhabinkamtibmas to realize community police in order to increase community participation in the context of maintaining Kamtibmas has not been maximally implemented considering the limited number of members and the way of thinking (mind set) and attitude (culture set) both members of the Police and the community still do not understand and understand the importance of change. This program is also an effort by the Tulungagung Police to create a society and re-establish the character of a polite community, mutual respect / good character, who can contribute as Indonesian citizens as citizens who are Pancasila citizens to make targets for achieving the strategic goals of the Police. The expected role is behavior that meets community expectations, follows applicable norms, can manifest behavior that is a role model in carrying out tasks, gets an assessment of performance results in accordance with what has been determined and is willing to accept sanctions if there are actions and actions that hurt the community.                                                                                                                      Keywords: Bhabinkabtibmas, Maintained and Kamtibmas

The author has accomplished the analysis of the essence of organizational and legal principles of community police officers’ activity (hereinafter – CPO), their interaction with other divisions of the National Police of Ukraine, state authorities, local self-government agencies and communities. The author has analyzed a set of tasks, functions and powers of CPO and the current state of regulatory legal provision of community police officers activity: has outlined the algorithm of actions of community police officers within the combination of functions of district police officers and patrol police officers. The author has outlined the perspectives for more effective involvement of local residents into formation of local and state security policy through new mechanisms of cooperation with local communities and civil society institutions developed by the practice of police officers of territorial communities; the author has provided a number of propositions for the development of regulatory legal documents that would regulate the activities of community police officers. The author has studied the essence of interaction of police officers and members of the community, its legal principles and forms of realization, problems of regulation of the activity of the newly created law enforcement institution. A new format of work of a district police officer, based on the principles of combining the efforts of local self-government agencies and law enforcement agencies, has been characterized. The author has defined a number of gaps in the legislative and regulatory provision of community police officers’ activities, including the establishment of effective coordination between community police officers and local communities and the elimination of existing or possible competitive interest that may arise in the process of their joint activities. The determinant of lag of performing professional activity by community police officers from the standards of similar services of the European Union countries has been defined.

The present study aims to analyze the respondent’s perception regarding dispute resolution council’s effectiveness in rural areas of district Mardan-Khyber Pakhtunkhwa (KP)-Pakistan. The main objective of the research is to measure the association between awareness regarding DRC and legal rights and DRC effectiveness in the study area. Awareness regarding DRC and legal rights helps illiterate persons to a greater extent than the literate ones . The study suggests policy interventions for government to take part in the creation of awareness among general masses regarding the positive features of DRC. Up-gradation of DRC as an institute with professional, cultural knowledge and skills is required with an integrated drive for effectiveness of DRC through coordination with different stakeholders like community, police, district/tehsil administration, DRC members and locally elected representative etc.

Community police academies (CPA) are used by police agencies to educate the public on practices and expand community involvement. Using pre-test, post-test, and follow-up survey data, the current study examines the lasting effects of attending a CPA on citizen knowledge, perceptions, and concerns. Results indicate that participants were more knowledgeable about police practices, perceived officers as more honest and accountable, and expressed lower concerns about use of force and misconduct immediately following participation. Follow-up results indicated that, while knowledge was retained, the improvements to perceptions of honesty and accountability were reduced and concerns about misconduct had increased 6 months later.

The author has studied the issue of further approach of the police service to the people – members of the united territorial community. The emphasis has been placed on the need to take further steps to strengthen partnership between the police and community members. Special attention has been paid to the important role of the National Police in the process of implementing the decentralization, taking measures to ensure public order and security in the territories of united communities, taking into account the views, positions and recommendations of residents of united territorial communities, the importance of interaction between community police officers and the population. The author has highlighted the importance of the pilot project “Community Police Officer” to further increase of public confidence in the police. The author has suggested appropriate measures for more effective promotion of this project, in particular: to initiate for the Department of the National Police of Ukraine to take measures aimed at creating a legal base that can ensure the effective operation of community police officers according to the legal point of view, as well as their interaction with other law enforcement agencies, introducing relevant amendments into existing regulatory documents; to prepare propositions in regard to these provisions; to develop routes and time of foot patrol by community police officers of the assigned territory, taking into account the analysis of street offenses, the location of places visited by a significant number of residents of the united territorial communities and other features of a particular united community; to make propositions for the creation of a “basic” united territorial communities in Kharkiv oblast, in terms of community police officers’ activities, to initiate and provide assistance to the Department of Preventive Activities of the Main Directorate of the National Police in Kharkiv oblast in organizing and conducting practical classes with this category of employees with visiting the specified united territorial communities; to introduce training of community police officers on the basis of Kharkiv National University of Internal Affairs, to prepare appropriate educational and methodical material; to improve the work of community police officers to ensure effective exchange of information, opportunities to quickly make decisions in case of complications, create an Internet group in the application “Telegram”, which should include police officers working within the pilot project “Community Police Officer”.

Abstract Early detection of radicalization processes that may lead to violent extremism takes place in a grey area. Primarily because no one can truly predict when someone poses a risk before there are any indications of criminal acts. The local police have been given an important role in countering violent extremism (CVE) policy; namely proactive information gathering at a stage in which people are still law-abiding citizens. However, little is known about how they perceive their role in CVE. Therefore, this article examines how community police officers deal with their mandate to engage in early detection, and discusses the side effects that accompany this practice. Based on open interviews with 22 constables in the Netherlands, we focus on the risk assessments made by these local professionals. In this article, we aim to contribute to a more thorough, inclusive, and well-informed debate about community policing with regard to suspicions of extremist behaviour among youth.
