This special issue aims to investigate the regulatory challenges facing the EU with regard to security governance in the broad area of the fight against financial crimes and by adopting a wider outlook on how to map and understand these phenomena in their salient contexts. In recent years, security as a key word can be witnessed as increasingly penetrating policies on a national, international, and supranational level. This development is also visible in EU policies, inter alia in the EU's policy concerning the area of freedom, security, and justice (AFSJ). Coupling the word security to the concept of governance in the somewhat thought-provoking phrase “security governance” prominently cements its position in the entirety of processes and mechanisms that steer people as well as corporations or markets. Security in the EU internal context concerns to a great extent the fight against terrorism and its financing as well as the policing of EU borders. Security in this regard concerns the structure of EU law and how it can be justified at the macro-level.

The subject of the research is a set of institutional institutions and organizational and managerial relations that effectively regulate the financial and investment environment in the EU countries, comparing them with Ukrainian realities.The goal of writing this article is to develop practical and scientific-methodicalrecommendations on how to increase the efficiency of using financial and investment potential based on the experience of EU countries. The methodology of thework-system-structural and comparative studies (to understand the logic of thefunctioning of institutions that form the investment environment and the mechanisms of their interaction); monographic analysis (in studying the problems ofattracting investors); historical and economic analysis (in assessing the state andprospects of the European, as well as the Ukrainian economy). Results of work -it is revealed that modern European regulators are aimed at forming a holisticinvestment and financial infrastructure and investment platform at the supranational level. It was proposed to carry out further liberalization of currency regulation in Ukraine in order to transform it into a convenient and efficient electronicautomated currency exchange system and introduce the integration of the domestic depository system into the international depositary clearing system Clearstream.It was noted that the financial and investment environment in Ukraine is blockedand domestic monopolies are interested in this, thanks to lobbying in the Verkhovna Rada of Ukraine and in the executive branch they have distorted financial,investment and currency legislation for their interests and needs. Conclusions-thepresence of a holistic investment and financial infrastructure in the EU countriesis due to the gradual convergence and unification of legislation at the nationallevel to the supranational level. In addition, it is reasonably high investment positions of Ireland in the world and it was proposed to use this experience to createa favorable financial and investment environment in Ukraine. Note that the formation of the financial and investment environment in Ukraine according to European standards is hampered by: oligarchic monopolies, which parasitizes mainly onnatural monopolies; government corruption; confusing and incomprehensible legislation for investors; high tax rates and tax administration system; instability ofthe banking system, the risks of hryvnia devaluation; the insecurity of landagrarian relations; as well as armed conflict in the east of Ukraine.

The issue of re-nationalization (disintegration and fragmentation) of integration process is manifested by the will of some of the Member States to verify their relations with the European Union. In the age of an economic crisis of the EU and in relation to the large migration of the population, there has emerged strong social and political criticism, on the European level, of the integration process, with some Member States even consideringtheir withdrawal from the EU. In those States, demands forextending the Member States’ competences in the field of some EU policies are becoming more and more popular. The legal effects of the above-mentioned processes are visible in the free movements of the internal market, mainly within the free movement of persons. Therefore, there are problems, such as increased social dumping process, the need to retain the output of the European labour law, the issue of the so-called social tourism, erosion of the meaning of the EU citizenship and the principle of equal treatment.

Muestra de que maneras las estrategias regionales vascas han evolucionado desde un aspecto provincial y de confrontacion a uno abierto, cooperativo e innovador, que se adapta a las nuevas formas de gobernanza europea. A partir de los instrumentos teoricos ofrecidos por los estudios regionales contemporaneos este articulo explora el tipo hibrido que emerge del regionalismo vasco que consiste en componentes nuevos, postmodernos y transnacionales que sirven para fortalecer la competencia economica, politica y social de la region como un jugador activo en los asuntos europeos. La cuestion de la direccion de las estrategias regionalistas en la Union Europea resulta especialmente sobresaliente a la vista de la gobernanza multinivel europea emergente donde el poder ha sido apartado de los gobiernos centrales: hacia arriba al nivel supranacional, hacia abajo a las jurisdicciones subnacionales y a los costados a las redes publicas y privadas de los actores no estatales que ha dado a los regionalistas nuevas posibilidades de alcanzar similares objetivos. ABSTRACT: This paper analyses the changing nature of the contemporary subnational regionalism through the example of the Basque Country. It shows in what ways the Basque regionalist strategies have evolved from parochial and confrontational to outward looking, cooperative and innovative, adapting to the challenges of European integration and the emergence of new modes of European governance. On the basis of theoretical tools provided by contemporary regional studies this paper explores the emerging hybrid type of Basque regionalism consisting of the new, postmodern and transnational components which serve to strenghten the economic, political and social competence of the region as an active player in European affairs. The question of the direction of regionalist strategies in the EU seems especially salient in the view of the emerging European multi-level governance where power has been dispersed away from central governments; upwards to the supranational level, downwards to subnational jurisdictions and sideways to public and private networks of non-state actors which has given the regionalists new possibilities of achieving similar goals.

Abstract This article presents and assesses the methodology and results of a comparative analysis conducted by Bruno Amable in financial systems and corporate governance in the context of current policy and regulatory challenges. The article, which is based on a literature review and game theory examples, first describes and evaluates the methodology and final classification given by Amable. The role of Amable’s core concept; namely, institutional complementarity, is underlined. A game theory application in comparative institutional studies is then presented, including the author’s own “institutional game.” Finally, we assess Amable’s achievements in financial systems and corporate governance, concluding that they are valuable, innovative and useful despite some (perhaps justified) criticisms of the framework Amable used. In particular, the value of introducing institutional complementarity into comparative studies should not be underestimated. The analysis presented here suggests that Amable’s methodology may also be applicable when designing current financial reforms in the EU, especially European Capital Markets Union (CMU), because it can broaden policy maker’s horizons and promote consistent solutions.

This paper describes the phenomenon Brexit or Britain Exit on the future of EU regionalism and its impact on Indonesia. This paper will explain in detail the reason for the emergence of a number of policies Brexit. Brexit event caused much speculation related to Brexit in the European Union. The policy is considered full controversial, some experts say that Brexit in the European Union (EU) showed the independence of Britain as an independent state. Other hand, that Britain is the "ancestor" of the Europeans was struck with the release of the policy, meaning European history can not be separated from the history of Britain. In fact the above reasons that Britain came out associated with independence as an independent state related to EU policies that are too large, as a result of the policy model is very holistic policy while Britain desire is wholistic policy, especially in the economic, political, social and cultural. In addition, the geopolitical location of the EU headquarters in Brussels who also became the dominant actor in a union policy that demands as EU countries have been involved in the formulation of development policy, including controversial is related to the ration immigrants. Other reason is the prestige associated with the currency. Although long since Britain does not fully adopt the EU rules but there is the possibility in the EU currency union can only occur with the assumption that the creation of functional perfect integration.

The COVID-19 epidemic has become a major security challenge for Germany. The country was faced with the need to protect its own citizens, transform the health care system and support the economy. On the eve of the elections to the Bundestag, German elite concern how COVID-19 and restrictive measures will affect the electoral preferences of the population. At the same time, the pandemic has become a test for European solidarity. The first isolationist reaction of the EU member states gave way to attempts to find a solution at the supranational level. In a twopart article, the team of authors made an attempt to analyze how the German government solves the problems facing the country at the national and European levels, as well as to identify how citizens’ moods change under the influence of the pandemic, what predictions can be made about the results of the upcoming elections to the Bundestag. The first part is devoted to German anti-virus policy, as well as a study of economic damage and measures to support the economy. The second will analyze the FRG’s policy at the European level, as well as the impact of the pandemic on the mood in society and the political preferences of Germans.

The paper introduces the theme and topics of this Special Issue on the extraterritoriality of EU law and human rights in the fields of trade and public procurement since the entry into force of the 2009 Treaty of Lisbon. It briefly explores the meaning of extraterritoriality in international (human rights) law and the EU legal order highlighting the complexity of such notion in both legal systems. In so doing, it provides the context and focus of analysis of the collection of papers that make up this Special Issue, which addresses a number of topical questions concerning the extraterritorial conduct of the EU, as well as the extraterritorial effects of EU law in those specific fields, from the perspective of human rights.

The dissolution of the Soviet Union resulted not only interindependence for Moldova. It also served as a push factor for the secessionist conflict on its territory which due to its unresolved status is referred to as frozen. All attempts of the political settlement since 1990s have ended in deadlock. Interestingly, the EU policies towards Transnistria changed significantly in 2003-2004. From the ‘security consumer’ the EU has been slowly turning into the ‘security provider’. The main goal of this paper is to evaluate the impact of the EU in ensuring security and stability through its involvement in the Transnistrian conflict. For this purpose the study will focus on EU-Moldova relations and the instrument it dedicates to ensuring stability, the EU Border Assistance Mission.

This paper undertakes an analysis and assessment of European Union (EU) social policy in the context of the sustainability of the group's social and economic development. The process of Europeanizing EU social policy is not advanced. Thus, the weight of solving social problems primarily rests with member countries. EU social policy is "looser" in character than other EU policies and its scope is limited to those areas where member states were willing to transfer certain prerogatives to European Union level. The EU only supports social policy in the context of the sustainability of the group's social and economic development. The process of Europeanizing EU social policy is not and supplements the actions of member states in the social sphere. At the same time, the EU supports the concept of corporate social responsibility. Corporate social responsibility is defined as the voluntary taking into account by companies of social and environmental matters in their operations and in relations with interested parties.

This conclusion to the special issue reflects on the evolution of European integration since the early 1990s in order to better understand the contested origins of the Treaty of Lisbon and the consequences the latter have had for the EU’s political system. It considers the various contributions of the special issue and shows how the Treaty emerged in an era of shifting cleavages, disputed steps towards a more political Union and rising populism. This legacy has led to more polarisation and politicisation – a phenomenon that the Treaty of Lisbon struggles to encapsulate and conciliate with the culture of consensus and compromise inherent to its institutional structures. As a result, we observe a bias towards policy stability – and even failure – that affects the legitimacy and democratic standards of the European Union. In a context of polycrisis, the difficulty to find compromises – especially in highly normative issues – leads to the de-politicisation of the EU and reinforces the gap between EU institutions and its citizens. The COVID-19 pandemic is a window of opportunity for the EU, in which to choose between integration and disintegration; between values and inaction.
