AbstractThis chapter explores the political influence of Switzerland as a non-EU country in European electricity governance. We argue that the influence of non-EU countries depends on their access to European governance institutions and their structural power resources. We further posit that the type of structural power resources circumscribes the specific areas of influence. The empirical analysis assesses these variables qualitatively based on interview and other primary data. First, it shows that Switzerland has relatively high access to important European governance bodies. Second, it reveals that Switzerland possesses structural power in serving as a European transit hub for electricity and an important source of technical expertise. Third, it confirms our theoretical expectation that Switzerland acts as a shaper in European electricity governance. Swiss influence is especially seen in matters related to grid management and cross-border electricity trade. Limitations to Swiss influence are often rooted in the legal principles of the EU internal market. Our findings qualify claims about a marginalization of Switzerland in European electricity governance. At the same time, we highlight uncertainties resulting from the present lack of an electricity agreement between Switzerland and the EU. Our chapter recommends Swiss policy-makers to strive for viable forms of energy cooperation with the EU and to strengthen the transit function and technical expertise of the country.

The question of the limits of Europe as a political community has been one of the most persistent questions in European debates. This question cannot be answered with simple references to Europe’s physical geography, its cultural values and practices, the formal rules of the European Union, nor the commercial or security interests of its member states. This chapter offers concluding observations on the book’s findings and their implications. It first summarizes the book’s quantitative and qualitative findings regarding the evolution of EU membership norms since the late 1950s and their contribution to EU decision-making on the enlargement of the community during this period. It then considers the study’s general lessons for our understanding of regions and regional integration. And finally, it combines normative critique and historically-informed speculation in a discussion of salient issues in the future of European governance.

AbstractLocal autonomy is a highly promoted feature in European governance, and the integration field is no exception. In the integration literature, values and considerations favoring local autonomy are often emphasized, while values and considerations underpinning central steering has received less analytical attention, thus a more nuanced perspective in studies of central–local governance relations is warranted. This commentary identifies general dilemmas in central–local governance which expose clear justifications for both local autonomy and central steering. Furthermore, it presents empirical examples of policy changes regulating central–local governance in the Scandinavian countries where increased centralization has been introduced with reference to promoting values and considerations favoring central steering, such as a fairer distribution of responsibilities between local authorities, legal safeguards for individuals, and equal service provision across the country. Lastly, it suggests how future studies of central–local governance could benefit from of taking a more nuanced perspective.

Irish membership of the European Communities in 1973 represented the most significant development in the life of the independent state, and it helped to refashion the economic, political, and social landscape. Membership of the EU brought considerable change to domestic politics, and also to the executive and administration. Adjusting to a dynamic rules-based supranational order required adaptability and pragmatism. This chapter evaluates the impact of ‘Europe’ on Ireland, and the extent to which there are patterns of ‘Europeanization’ in politics and public life as a result of almost five decades of EU membership. It argues that, domestically, Ireland used EU membership as a vehicle for modernization, while externally, the EU provided an increasingly important ‘geopolitical anchor’. And although this Europeanization has been far from uniform, the effect has been a move towards a more self-conscious ‘choice for Europe’. Brexit has confirmed this renewed commitment to European integration.

With European Union agencies becoming increasingly significant actors in European governance, further research is needed to understand how they interact with their environment. Applying the ‘reputation’ literature to Europol, this article examines in greater detail how agencies behave with their ‘informal’ audiences in comparison with the formal ones. It demonstrates that agencies are deeply invested in the shaping of their reputation, including towards their informal audiences especially if the latter represent ‘reputational threats.’ Based on a quantitative analysis of activity reports and on a qualitative study of the face-to-face engagements of Europol with the European Parliament over time, this research sheds light on the complementary communicative strategies agencies can use to (re)present themselves depending on the dimension of their reputation at stake.

The European Union (EU) has been strongly criticized from the outset for its alleged mismanagement of the COVID-19 pandemic which began early in 2020. Several observers even predicted the end of European integration. This article examines how the EU has been managing the crisis, with a focus on how this has impacted its external relations, notably with Canada. It will argue that this crisis, as most crises the EU has gone through, has brought to light existing ambiguities in European governance, but that it has not led to fundamental questions about the EU’s and its member states’ overall commitment to Europe’s “two-fold multilateralism” (i.e., internal and external collaboration). EU representatives have re-emphasized this principle when reiterating the need for both European coordinated actions as well as a global response to the COVID-19 pandemic, working closely with their partners, including Canada. Therefore, amid the evolving and serious health-related and economy-related challenges, the crisis offers an occasion for the EU to strengthen and deepen both its integration and its global role.
