The purpose of the study is to evaluate the policy commitment of North Sumatera provincial government in mitigating climate change (case study of mangrove protection). The Regional Action Plan for Greenhouse Gas (RAD-GRK) has been adopted in 2012 by the Province of North Sumatra. The action plan identifies action needed to rehabilitate mangroveswithin or outside of forest conservation areas. The action plan aimed for reforestation of 50,000 ha mangroves areas. However, data showed that by 2017 the North Sumatra government has only been able to rehabilitate 4,765 Ha of mangrove forest. On the other hand, mangroves conversion to non forest land continues including conversion to oil palm plantations in Langkat District. Based on the qualitative data of interview with policy makers at the Provincial of North Sumatera and document analysis particularly from the government agencies, the research discovers that the policy commitment of the local government for mangroves protection is weak.

 The paper aims to see so far the policies have been recommended and implemented which is interrelated with the lives and livelihoods of the vulnerable communities and, as a result, the well-being and safety of persons, communities and countries as a whole have been affected being persons with disabilities so far both by the non-government organizations and what could be done by the government policy makers. Ten percent of the total population of Bangladesh is known as differently able, often called Persons with Disabilities (PWDs) or disabled people according to the survey of Bangladesh Protibandhi Kallayan Somity (BPKS, 2014). It is worth saying that they are often treated with disregard, and so far they are the vulnerable of the society. Yet their role in homes, places of work and communities is often underplayed. So the paper prepares the studies of policies in terms of how we can integrate and mainstream the excluded differently abled /disabled/PWDs through accessibility in people with disabilities friendly policy making. Disasters, many of which are exacerbated by climate change and are increasing in frequency and intensity, significantly impede progress towards sustainable development. Till now we have achieved both the Hyogo and Sendai Framework based on disaster management do have impressions having the framework to be vocal and to ensure the access of the persons with disabilities in terms disasters, many of which are related with the climate change  and adaptation. The paper recommends that the “Children with Disabilities” must be included in a separate policy based framework and the two most important terms based on vulnerabilities and hazards should be more inclusive towards the specialization of the accessibility of the persons with disabilities where both the non-government organizations and government can work together.

PT filling in both the central and regional agencies must be carried out openly for all ASN employees who fulfill job requirements and job competency standards. The problem of this thesis is how the arrangement of the implementation of the selection of high-ranking leadership employees in the North Sumatra Provincial Government. How is the implementation of the filling of the position of Primary High Leaders according to Law Number 5 of 2014 in the Government of North Sumatra Province. What are the inhibiting factors in implementing Law Number 5 of 2014 concerning the Implementation of the Charging Selection for the High Primary Leadership in the Government of North Sumatra Province. The research is descriptive and uses a normative juridical approach and juridical empirise. Data obtained through library research (library research) and field research (field research). Based on the results of field research, it was obtained the arrangement of filling in the position of Primary High Officials by Law Number 5 of 2014 on Article 108, Article 113 and Article 115 and Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 13 of 2014 concerning the mechanisms and requirements must be fulfilled by the prospective Primary High Leadership Position. Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

The potential of renewable energy in the province of North Sumatra has not given confidence to the provincial government to establish Energy Independent Village (EIV). This paper aims to describe the utilization of renewable energy in the village Buluh Awar who have had success using a water-based renewable energy as a source of electrical energy for 25 (twenty-five) years. The approach in this study is qualitative and uses data collection techniques such as observation and interview. The study was conducted in May 2016 and took place in the Buluh Awar village, Sibolangit sub-district, Deli Serdang District. The village was chosen because it has been using the power source coming from renewables for 25 (twenty-five) years, but has not been designated as EIV. The informants were: the user community; plant manager; headman; Department of Mines and Energy (Distamben) North Sumatra Province; and, Distamben Deli Serdang. Analysis of the factors that play a role in the utilization of renewable energy shows that the North Sumatra Province has the ability to form the EIV. Based on the analysis of the factors that play a role in the utilization of renewable energy, it can be concluded that the village Buluh Awar has the ability to set as DME, if followed by the intervention of the local government by providing technical assistance to improve generating capacity so that it can generate more electric power so that society can do creative activity that can push economic growth at Buluh Awar village.

The formulation of the problem in this study are how is the implementation of North Sumatra Governor Regulation Number 18 Year 2018 concerning Additional Income Allowances for Civil Servants and Prospective Civil Servants in the North Sumatra Provincial Government, what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat, with the aim of research: 1) to find out and analyze the implementation of North Sumatra Governor Regulation Number 18 Year 2018 regarding Income Allowances for Civil Servants and Prospective Civil Servants in the Government of North Sumatra Province , 2) to find out what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat. The research method used is descriptive method, while the data analysis technique uses qualitative descriptive. From the results of this study indicate that the implementation of Governor Regulation No. 18 of 2018 concerning Income Allowance for Civil Servants and Prospective Civil Servants has not been fully successful in the North Sumatra Provincial DPRD Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and dispositions. Constraints faced in realizing improved performance and discipline of civil servants within the North Sumatra Provincial DPRD Secretariat are appraisal officials (superiors) unable to control the views of personal relations in evaluating subordinates' work, TTP payments often cannot be done in a timely manner because funds are not yet available, disciplinary sanctions are still relatively indecisive, and employees often report excessively. It is recommended that supervisors as appraisal officials need to eliminate the influence of the element of closeness in making judgments on the performance of subordinates, and be assertive in giving sanctions to employees who subscribe to disciplinary regulations

Hong Kong enjoys a high degree of autonomy as a Special Administrative Region of China. Unlike China itself, Hong Kong is not a party to international climate change agreements. While China has declared that the Paris Agreement and other climate change agreements apply to Hong Kong, the implementation measures for Mainland China in fact do not apply to Hong Kong. Its unique position under the ‘one country, two systems’ principle has frequently led to Hong Kong being left out of international cooperation on climate change mitigation. Nevertheless, as this article recounts, the government of Hong Kong has shown increasing interest in promoting climate change mitigation—or at least in being seen to do so. In January 2017, Hong Kong adopted the ‘Climate Action Plan 2030+’, which is, in essence, a regionally determined contribution to mitigation. 1

n this study, it is focused on analyzing the political economy policy of the North Sumatra Provincial Government in the Asean Economic Community (AEC) towards Micro, Small and Medium Enterprises (MSMEs). This research was conducted with the aim to see the validity of the ideology of liberalism on the political economy policy of the North Sumatra Provincial Government in the AEC for MSMEs in North Sumatra. The method used in this research is descriptive qualitative which emphasizes the policy of the Government of North Sumatra Province in the AEC, opportunities and obstacles that arise for MSMEs. The results of this study are expected to be a reference and solution for the Government of the Province of North Sumatra in making policy for Micro Small and Medium Enterprises in running the Asean Economic Community. The resulting political policy is a policy that can take advantage of opportunities and answer the challenges that exist in the AEC. With government political policies that are right on target, they will realize shared development goals.

Universities or institutions that operate in North Sumatra are very many, therefore, of course, competition in accepting new students is very tight, universities or institutions do certain ways or steps to be able to compete with other campuses in gaining interest from community or high school students who will continue their studies to a higher level. STMIK BUDI DARMA Medan (College of Information and Computer Management), is the first computer high school in Medan which was established on March 1, 1996 and received approval from the government through the Minister of Education and Culture, on July 23, 1996 with operating license number 48 / D / O / 1996, in promoting the campus, the team usually formed a promotion team to various regions in the North Sumatra Region to provide information to the community. Students who have learned in this campus are quite a lot who come from various regions in North Sumatra, from this point the need to process data from students who are active in college to be processed using data mining to achieve a target, one method that can be used in data mining, namely the ¬K-Modes clustering (grouping) algorithm.
