The formulation of the problem in this study are how is the implementation of North Sumatra Governor Regulation Number 18 Year 2018 concerning Additional Income Allowances for Civil Servants and Prospective Civil Servants in the North Sumatra Provincial Government, what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat, with the aim of research: 1) to find out and analyze the implementation of North Sumatra Governor Regulation Number 18 Year 2018 regarding Income Allowances for Civil Servants and Prospective Civil Servants in the Government of North Sumatra Province , 2) to find out what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat. The research method used is descriptive method, while the data analysis technique uses qualitative descriptive. From the results of this study indicate that the implementation of Governor Regulation No. 18 of 2018 concerning Income Allowance for Civil Servants and Prospective Civil Servants has not been fully successful in the North Sumatra Provincial DPRD Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and dispositions. Constraints faced in realizing improved performance and discipline of civil servants within the North Sumatra Provincial DPRD Secretariat are appraisal officials (superiors) unable to control the views of personal relations in evaluating subordinates' work, TTP payments often cannot be done in a timely manner because funds are not yet available, disciplinary sanctions are still relatively indecisive, and employees often report excessively. It is recommended that supervisors as appraisal officials need to eliminate the influence of the element of closeness in making judgments on the performance of subordinates, and be assertive in giving sanctions to employees who subscribe to disciplinary regulations

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

<p><strong>Abstrak</strong><strong></strong></p><p>Aliran Parmalim merupakan kepercayan suku Batak, namun banyak masyarakat beranggapan bahwa aliran ini adalah aliran Pemuja Setan (Sipelebegu). Tulisan ini menggunakan metode kualitatif-deskriptif, dan berupaya mengenal aliran parmalim menurutpandangan Majelis Ulama Indonesia serta Persekututan Gereja-gereja di Sumatera Utara. Aliran Parmalim berasal dari dua kata yaitu <em>ugamo</em> dan <em>malim. </em>Majelis Ulama Indonesia Wilayah Sumatera Utara (MUI SUMUT) menyatakan bahwa Aliran Kepercayaan Parmalim bukan bagian dari agama.Sementara Persekutuan Gereja-Gereja di Indonesia Wilayah Sumatera Utara (PGI-WSU) menyatakan bahwa aliran Parmalim merupaka suatu aliran kepercayaan di Indonesia namun memiliki pemahaman iman yang sangat jauh berbeda.</p><p><strong>Kata kunci: </strong>MUI, Parmalim, PGI-WSU</p><p><strong> </strong></p><p><strong><em>Abstrak</em></strong><strong><em></em></strong></p><p><em>Parmalim is a Batak tribe belief, but many people assume that this flow is the flow of Satanists. This paper uses a qualitative-descriptive method, trying to recognize the flow of parmalim according to the views of the Indonesian Ulema Council and the Alliance of Churches in North Sumatra. Parmalim flow comes from two words namely ugamo and malim. The Indonesian Ulema Council of North Sumatra Region (MUI SUMUT) states that beliefs Parmalim are not part of religion. While the Alliance of Churches in Indonesia in the North Sumatra Region (PGI-WSU) states that the Parmalim school is a school of belief in Indonesia but has a very different understanding of faith.</em><strong><em></em></strong></p><p><strong><em>Keyword : </em></strong><em>MUI, Parmalim, PGI-WSU.<strong></strong></em></p><p><strong> </strong></p>

PT filling in both the central and regional agencies must be carried out openly for all ASN employees who fulfill job requirements and job competency standards. The implementation of the JPT filling policy was realized by the issuance of the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 13 of 2014 concerning Procedures for Filling in JPTs at Government Agencies. The problem of this thesis is how the arrangement of the implementation of the selection of high-ranking leadership employees in the North Sumatra Provincial Government. How is the implementation of the filling of the position of Primary High Leaders according to Law Number 5 of 2014 in the Government of North Sumatra Province. What are the inhibiting factors in implementing Law Number 5 of 2014 concerning the Implementation of the Charging Selection for the High Primary Leadership in the Government of North Sumatra Province. The research is descriptive and uses a normative juridical approach and juridical empirise. Data obtained through library research (library research) and field research (field research). Based on the results of field research, it was obtained the arrangement of filling in the position of Primary High Officials by Law Number 5 of 2014 on Article 108, Article 113 and Article 115 and Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 13 of 2014 concerning the mechanisms and requirements must be fulfilled by the prospective Primary High Leadership Position. Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

  The existence of Al-Madais' terbangan music group in Pladen Village cannot be separated from the motivation of its members to preserve the terbangan music as a means of da'wah and worship. Despite the limited time, facilities, and infrastructure as well as knowledge and skills, the group still strives to preserve Islamic culture amid the fast growth of the modern era. Therefore, the purpose of this study is to describe the existence of Al-Madais' terbangan music arts. This study uses a qualitative descriptive method, with data collection techniques through observation, interviews, and documentation. Meanwhile, the data analysis technique was carried out by reducing, presenting, and verifying data. The results of the study indicate that the existence of the Al-Madais terbangan music group, in terms of the adopted strategy, one of which is good management. Then in terms of consistency, it is carried out with the existence of an organizational structure, regeneration process, and mundane rehearsal. The innovation is carried out by imagination and creativity without leaving its cohesiveness and characteristics. The acknowledgment of the Al-Madais existence is proved by performing at various events and support from the government.

 Sofifi's deciding as the capital of North Maluku-Province as to paragraph rule 9 verse 2 Invite Number 49 year 1999 about the Forming of North Maluku-Province, had gave in occupation Sofifi as government center. To to execute it constitutional obligation, the Government of North Maluku-Province must to move it government activity from Ternate to Sofifi. But policy the Government of North Maluku-Province mentioned its appear clapy beside hand because to its statement the Civil Country Employee yet ready and to undergo motivate descendant .     The purpose of this study was to determine the cause of the Civil Servants Work Motivation North Maluku province tends to decrease after the transfer of the capital from Ternate to Sofifi and efforts to find out what will be done by the North Maluku provincial government in order to increase the motivation of civil servants North Maluku province after the transfer of the capital from Ternate to Sofifi. In this study, the writer used descriptive qualitative approach. The data was collected through interviews and documentation using probability sampling techniques were allotted to civil secretariat North Maluku province.   From the results of research and discussion, the authors conclude that there are several factors that cause decreased motivation of civil servants working in North Moluccas province after relocation of the capital from Ternate to Sofifi including transport factors, weather factors, factors shelter and clean water factor. The attempts that will be made by the Provincial Government of North Maluku improve the motivation of civil servants in the province of North Moluccas after the transfer of the capital from Ternate to Sofifi among other allowances, provision of housing facilities, provision of clean water, provision of information and communication technology facilities, provision of rewards and penalties to civil servants North Moluccas province that was not disciplined.

The ecological damage to the coast of Bangka has forced the community to carry out environmental conservation movements to improve their marine ecology. The environmental movement carried out by the HKm Gempa 01 Group in Kurau Barat Village is an ecocentrism activity that is the antithesis of anthropocentrism behavior that has damaged the environment in the Bangka Belitung Islands. On that basis, this research was conducted to analyze and know the Ecocentrism-based Mangrove Tourism Movement Strategy. This study uses a qualitative descriptive method with data collection techniques using observation, interviews with purposive sampling techniques, and documents, while the analysis technique uses data triangulation. The results showed that the HKm Gempa 01 Group mobilized three stakeholders, namely the government, the community, and tourists, to manage the Mangrove area based on ecocentrism behavior. The success of the management of the area forms a movement strategy that can pressure three stakeholders to transform anthropocentrism behavior towards ecocentrism behavior in the management of the Munjang Kurau Mangrove area.

The purpose of this study is to explore and describe local wisdom in the Hikayat Komering Pitu Phuyang. The study used a qualitative descriptive method with a sociological literature approach. Source of research data is Hikayat Komering Pitu Phuyang by Himawan Bastari. The data were collected using the reading-note technique, while the content analysis technique carried out the data analysis. The results showed that the Hikayat Komering Pitu Phuyang contains very diverse local wisdom. Local wisdom includes (1) Wangsa Buay Tumi's belief in tambo as a means of information that is believed to be true, (2) the belief system in Belaksa Kepampang and Ikahua as the embodiment of gods, (3) the tradition of giving adok as a form of appreciation, (4) ) the government system in the form of a kingdom, (5) the tradition of slaughtering virgins and virgins as evidence of worship of gods, (6) the caste tradition in royal family marriages as a symbol of honour, (7) the tradition of asceticism at the top of a mountain as a means of approaching oneself to the God, (8) society that has the principles of religious life, full responsibility, and hard work, (9) a residential system that reflects the breadth of the way the people think.

The purpose of the study is to evaluate the policy commitment of North Sumatera provincial government in mitigating climate change (case study of mangrove protection). The Regional Action Plan for Greenhouse Gas (RAD-GRK) has been adopted in 2012 by the Province of North Sumatra. The action plan identifies action needed to rehabilitate mangroveswithin or outside of forest conservation areas. The action plan aimed for reforestation of 50,000 ha mangroves areas. However, data showed that by 2017 the North Sumatra government has only been able to rehabilitate 4,765 Ha of mangrove forest. On the other hand, mangroves conversion to non forest land continues including conversion to oil palm plantations in Langkat District. Based on the qualitative data of interview with policy makers at the Provincial of North Sumatera and document analysis particularly from the government agencies, the research discovers that the policy commitment of the local government for mangroves protection is weak.

The level of community satisfaction with services from the kelurahan is still relatively low, as can be seen from the many protests from the community against the kelurahan policy. This situation can be seen from the implementation of the work which is still slow so that most of the work cannot be completed on time. This study aims to determine what policies and constraint factors cause the less successful policy of Regent Regulation no. 6 of 2019 concerning Provision of Additional Income for Civil Servants in Central Tapanuli Regency in Improving Employee Performance in Sibuluan Indah Village, Pandan District. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results of the study show that the TPP policy has not fully succeeded in improving the performance of employees in Sibuluan Indah Village, Pandan District, with the following recommendations: 1) that the Central Tapanuli Regency government needs to revise the TPP policy so that it is more detailed about the elements of performance appraisal, 2) Officials appraisers need to eliminate the influence of personal relationships in making assessments of the performance of subordinates, and 3) The government needs to pay attention to the payment of TPP funds can be made in a timely manner.
