Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

The challenge that Indonesia faces in processing natural and non-biological natural resources is the problem of waste management. High population figures, as well as increased incomes, affect consumption patterns that lead to increased waste generation in Indonesia. It is projected that in 2030 - 2050 waste production will increase, the problem of waste management in Indonesia can be seen from the following indicators, namely the high amount of waste generated, the level of waste management services is still low, limited number of final landfills, waste management institutions and cost problem. To overcome this problem, the issuance of wakalah sukuk as a source of funding for the waste industry center is a solution that can be done by the government. This research uses descriptive analysis research methodology with literature study data collection techniques. In the discussion explained about the concept of sustainable economy and wakalah state sukuk scheme in providing technology procurement financing to the waste processing industry. This research concluded that the wakalah state sukuk could be an alternative financing for technology procurement for the waste industry in increasing the effectiveness and efficiency of the company so that it is more environmentally sound and appropriate with SDG's.

PT filling in both the central and regional agencies must be carried out openly for all ASN employees who fulfill job requirements and job competency standards. The implementation of the JPT filling policy was realized by the issuance of the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 13 of 2014 concerning Procedures for Filling in JPTs at Government Agencies. The problem of this thesis is how the arrangement of the implementation of the selection of high-ranking leadership employees in the North Sumatra Provincial Government. How is the implementation of the filling of the position of Primary High Leaders according to Law Number 5 of 2014 in the Government of North Sumatra Province. What are the inhibiting factors in implementing Law Number 5 of 2014 concerning the Implementation of the Charging Selection for the High Primary Leadership in the Government of North Sumatra Province. The research is descriptive and uses a normative juridical approach and juridical empirise. Data obtained through library research (library research) and field research (field research). Based on the results of field research, it was obtained the arrangement of filling in the position of Primary High Officials by Law Number 5 of 2014 on Article 108, Article 113 and Article 115 and Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 13 of 2014 concerning the mechanisms and requirements must be fulfilled by the prospective Primary High Leadership Position. <p><em>Professional needs of teachers in the Elementary School is a very </em><em>huge</em><em> necessity, moreover government assigned National Standards of Education and teacher certification. However, the various efforts made by the government has been not significant results yet although the government's efforts can’t be considered pity. The one reason is because it still seems unclear concept of professional teachers in Elementary School. From the results of this literature study, it was found that the required professional teachers especially in Elementary School must have a capacity of four, namely intellectual and research, spiritual, moral and ethic capacity, and last is emotional capacity.</em></p><p><em> </em></p><p><strong><em>Keywords</em></strong><em>: quality of education, certification, capacity, professional teachers.</em><em></em></p>

The government policy of disbursing Village Funds and Village Fund Allocation is a breakthrough that is able to provide new enthusiasm for the implementation of rural development, where village funds obtain a clear source, direction of implementation, supervision and reporting system, it is expected to be able to spur improvement in village governance and grow impact on improving the welfare of the village or village community. The research was carried out in the village in the scope of Batang Cenaku District, Indragiri Hulu Regency, Riau Province. The research objective is to get an idea of the extent of the impact of the implementation of village funds on village governance, the quality of public services, and the welfare of village communities. This study uses primary and secondary data with a quantitative descriptive approach, from questionnaires that have been successfully distributed and collected then conducted a descriptive analysis, to test hypotheses using SPSS program tools. The results of the analysis that have been done show that the implementation of village funds has a positive impact on governance, implementation of village funds and allocation of village funds have a positive impact on the quality of public services, and implementation of village funds and allocation of village funds have a positive impact on the welfare of the community in the village, however if viewed more closely, the impact of implementing village funds and allocation of village funds on village governance is higher than the impact of implementing village funds on the quality of public services, and the impact of implementing village funds and allocation of village funds in improving the welfare of village communities.

<p>Setiap negara hukum menuntut agar dalam penyelenggaraan pemerintahan harus didasarkan pada asas legalitas yaitu ketentuan undang-undang, termasuk juga Indonesia. Namun dalam hal melaksanakan tugas dan kewajiban penyelenggaraan pemerintahan agar dapat memberikan dan menjaga kualitas pelayanan publik serta mengusahakan kesejahteraan, di samping memberikan jaminan dan perlindungan bagi warga negara, maka tidak bisa hanya berpegang pada asas legalitas, karena semakin hari, perkembangan tuntutan pelayanan publik semakin kompleks dan beragam. Permasalahan demi permasalahan muncul dimasyarakat, dan pada kondisi seperti inilah muncul prinsip bahwa pemerintah tidak boleh menolak untuk memberikan pelayanan kepada masyarakat dengan alasan tidak ada peraturan perundang-undangan yang mengaturnya atau belum/tidak ada peraturan perundang-undangan yang dijadikan dasar kewenangan untuk melakukan perbuatan hukum. Oleh karena itu pemerintah diberikan kewenangan bebas melakukan tindakan/perbuatan tanpa harus terikat undang-undang yaitu <em>discresionary power</em>. Sehingga dalam penelitian ini akan dikaji lebih dalam tentang pentingnya penggunaan diskresi bagi pejabat pemerintah dalam penyelenggaraan pemerintahan. Metode penelitian yang dipergunakan diantaranya adalah jenis penelitian yuridis normatif, dengan pendekatan perundang-undangan dan konsep, spesifikasinya diskriptif analitis, pengumpulan data dengan studi kepustakaan dan akan dilakukan analisis secara kualitatif. Adapun hasil penelitian menunjukkan bahwa pentingnya penggunaan <em>discresionary power</em> bagi pejabat pemerintah dalam penyelenggaraan pemerintahan adalah sebagai alternatif untuk mengisi kekurangan dan kelemahan di dalam penerapan asas legalitas (<em>wetmatigheid van bestuur</em>), agar di samping pemerintah dapat melindungi dan menjamin kepastian hukum warga negara, pemerintah juga dapat memberikan pelayanan publik dan kesejahteraan bagi warga negara.</p><p><em>Each legal state requires that in the administration of the government should be based on the legality principle of the provisions of the law, including Indonesia. However, in terms of carrying out the duties and obligations of government administration in order to provide and maintain the quality of public services and prosperity, in addition to providing guarantees and protection for citizens, it can not just stick to the principle of legality, because the day, the increasingly complex demands of public services and diverse. Problems after problems arise in the community, and in such conditions the principle that the government should not refuse to provide services to the public on the grounds there is no legislation that regulate it or not / no legislation on which the authority to do legal action . Therefore the government is given free authority to perform actions / deeds without having to be bound by legislation that is discretion. So in this study will be studied more deeply about the importance of the use of discretion for government officials in the administration. The research method used is normative juridical research type, with approach of legislation and concepts, analytical descriptive specification, data collection with literature study and will be analyzed qualitatively. The results of the study indicate that the importance of discretionary power for government officials in the administration is an alternative to fill the shortcomings and weaknesses in the application of legality principle (wetmatigheid van bestuur), so that in addition to the government can protect and ensure legal certainty of citizens, the government can also provide public services and welfare for citizens. </em><em></em></p>

The government as a public sector institution carries out and provides public services which are vital for the public interest. This study aims to determine the Quality of Public Services at the Redang Village Office in West Rengat District, Indragiri Hulu Regency. This research used qualitative descriptive analysis, and to collect all the data this research used interviews, observation and documentation. The results of this study indicate that in general the quality of public services in the Redang Village Office in West Rengat District, Indragiri Hulu Regency is seen from five indicators are: Tangibles (real evidence), Reliability, Resposiveness, Assurance, and Empaty (empathy) is still lacking in quality. Likewise, the Redang Village apparatus must further improve the quality of its services by increasing the ability and motivation and discipline.

The formulation of the problem in this study are how is the implementation of North Sumatra Governor Regulation Number 18 Year 2018 concerning Additional Income Allowances for Civil Servants and Prospective Civil Servants in the North Sumatra Provincial Government, what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat, with the aim of research: 1) to find out and analyze the implementation of North Sumatra Governor Regulation Number 18 Year 2018 regarding Income Allowances for Civil Servants and Prospective Civil Servants in the Government of North Sumatra Province , 2) to find out what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat. The research method used is descriptive method, while the data analysis technique uses qualitative descriptive. From the results of this study indicate that the implementation of Governor Regulation No. 18 of 2018 concerning Income Allowance for Civil Servants and Prospective Civil Servants has not been fully successful in the North Sumatra Provincial DPRD Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and dispositions. Constraints faced in realizing improved performance and discipline of civil servants within the North Sumatra Provincial DPRD Secretariat are appraisal officials (superiors) unable to control the views of personal relations in evaluating subordinates' work, TTP payments often cannot be done in a timely manner because funds are not yet available, disciplinary sanctions are still relatively indecisive, and employees often report excessively. It is recommended that supervisors as appraisal officials need to eliminate the influence of the element of closeness in making judgments on the performance of subordinates, and be assertive in giving sanctions to employees who subscribe to disciplinary regulations

Public service is a part that cannot be separated from the life of the nation and state. The 1945 Constitution mandates that the state must provide good service to all citizens to fulfill their basic needs. The government is one of the providers of public services must always carry out services that are in accordance with the rules and must know the conditions of those served. In fact, the community is often disappointed with the services provided by the government in terms of licensing arrangements such as long and convoluted service procedures, the issuance of a permit is sometimes not in accordance with the time set. Problem formula What is the quality of public services in the One Stop and Manpower Integrated Services Investment Office (DPMPTSP & TK) in Bone Bolango Regency?                This research uses qualitative methods. Techniques for collecting data through observation, interviews, documentation. The results of the service quality of Bone Bolango District's One-Stop Integrated Service and Labor Service (DPMPTSP & TK) have been good, seen from the dimensions of tangibles, responsiveness dimensions, empathy (empathy) but on assurance (assurance) dimensions and reability dimensions. corrected because there is still a relationship with the relevant office in issuing a letter of recommendation so that the permit issuance is not in accordance with the stipulated time.

The purpose of the study is to evaluate the policy commitment of North Sumatera provincial government in mitigating climate change (case study of mangrove protection). The Regional Action Plan for Greenhouse Gas (RAD-GRK) has been adopted in 2012 by the Province of North Sumatra. The action plan identifies action needed to rehabilitate mangroveswithin or outside of forest conservation areas. The action plan aimed for reforestation of 50,000 ha mangroves areas. However, data showed that by 2017 the North Sumatra government has only been able to rehabilitate 4,765 Ha of mangrove forest. On the other hand, mangroves conversion to non forest land continues including conversion to oil palm plantations in Langkat District. Based on the qualitative data of interview with policy makers at the Provincial of North Sumatera and document analysis particularly from the government agencies, the research discovers that the policy commitment of the local government for mangroves protection is weak.

The existence of foreign investment in Indonesia is very important and strategic in supporting the implementation of national economic development and increasing economic growth in the community, which is regulated in law number 25 of 2007. This research is an empirical normative research, data collection is done by interview and literature study. Data processing is done by checking the data, the analysis in this study is done descriptive, that is, systematically doing research in the field to obtain data.The results show that in every foreign company that wants to invest in Indonesia, it must take care of the principle permit to the Investment Coordinating Board (BKPM) and the One-Stop Integrated Investment and Service Office (PTSP). So that the company can be established in Indonesia and its establishment is in accordance with the procedures of the foreign investment law so that the foreign investment company is fully under the responsibility and supervision of The Republic of Indonesia. The Government also provides relief to foreign investment in Indonesia in foreign up the cost of the entry of goods or electronic equipment for the purposes of Foreign Investment in Indonesia in investing.
