The key role of investment and innovation activities of coal industry enterprises in improving the environmental safety of regions specializing in coal mining is substantiated in the article. The coal industry enterprises are recognized by the world scientific community as the absolute leader in the field of negative impact on the environment and industrial production waste generation. In this regard, one of the most important tasks of increasing the investment and innovation activities of coal companies, the introduction of modern technologies should be not only an increase in labor productivity and production efficiency, but also a reduction of anthropogenic impact on the environment. Despite the obviousness of the presented thesis, the trends characterizing the coal industry as the most inert and low-innovative sphere, which follows the path of extensive development, continue to dominate. The insignificant increase in investments in fixed assets, periodically followed by a recession, the reduction of trapped and neutralized air polluting substances, the lack of demand for innovations in the coal industry, as well as their low impact on ensuring compliance with modern technical standards, procedures and rules, bear evidence of low responsibility of business entities and inefficient measures of state economic policy in the field of improving environmental safety in the commodity-dependent regions.

Выявлены положительные тенденции, определены проблемы в развитии угольной промышленности. Исследованы негативное воздействие угольного производство на такие компоненты окружающей среды, как атмосферный воздух, водные ресурсы, земная поверхность. The characteristic of the Russian coal industry in such areas as the organizational structure, volume and regions of production, coal consumers has been presented. Positive trends and problems in the development of the coal industry have been identified. The negative impact of coal production on environmental components such as atmospheric air, water, the earth’s surface has been investigated.

Industrial enterprises and other business entities whose activities involve direct or indirect impact on environmental components must comply with legal requirements in the field of environmental protection. Over the past 5 years, there have been significant changes in environmental legislation. All objects that have a negative impact on the environment are subject to state registration. When registering an enterprise, it is subject to assignment to one of four categories of objects of negative impact, depending on the industry affiliation, production capacity, chemical composition of emissions, discharges, and other criteria. Currently, legislative innovations are aimed at business development and reducing the administrative burden on business entities, but this creates a threat to the safe operation of industrial facilities. There are more than 340 thousand objects of negative impact on the territory of Russia, of which one third is subject to Federal supervision. According to 2019 data, less than 4% of enterprises had their operational safety audits performed. The detection of violations of the requirements of legislation in the field of environmental protection, as well as failure to eliminate the identified violations, indicates the formation of potential threats to environmental safety. Taking into account the current economic crisis, in which solving environmental problems will not be a priority for business structures, the protection of the population and the natural environment is fully transferred to the state level.

Environmental safety can be considered as an integral and one of the most important parts of the concept of sustainable development of a coal-mining region, since the environmental risks occupy one of the leading places among the risks of backbone enterprises of such regions due to the particularities of the coal industry and its impact on the environment. In the article, environmental safety is assessed through indicators of the quality of atmospheric air and water, as well as investments in the restoration and protection of the environment; discrepancies were revealed between the amount of financial investments allocated to nature restoration measures and the results of the anthropogenic impact of coal mining enterprises on the biosphere; emphasis was placed on the need to improve the efficiency of funds allocated for environmental protection and rational use of natural resources. Considered priority areas of environmental activities implemented in the framework of the environmental policy of JSC SUEK-Kuzbass. The effectiveness of the system of environmental remediation measures developed by the Company, their adequate funding, makes it possible to place the Company among the industry leaders in environmental and social responsibility for its activities.

A museum cluster is a phenomenon that did not acquire conceptual understanding until the late 1990s. Since then, numerous approaches to defining a museum cluster have been put to the test. It has been unanimously stated that a museum cluster is an environment-creating and culture-forming entity, which catches the spirit of the time/place and embodies the locus genii. The museum, thus, renews and strengthens itself in the urban, scientific and cultural thought. These apply well to Krasnaya Gorka, a museum cluster in Kemerovskaya oblast. Combining all ‘cluster’ characteristics, Krasnaya Gorka features very specific, historically and culturally valuable trends eventually transforming the urban environment and forming local traditions. The study is aimed at comprehensive research of a museum cluster contribution to the local culture, environment, science, economy and, most importantly, people. The study showed that: (1) the Krasnaya Gorka museum is justifiably the heart of a cluster; (2) the archival materials in city museums are valuable as integral historic documents in their own right, but more significant when regarded along with other papers and artefacts in the domain of the museums, forming the cluster; c) the Krasnaya Gorka museum is a culture-forming entity due to its aggregating people and organizing activities.

The role of legislation and state policy in minimizing the impact of threats to environmental safety in the field of automobile transport has been studied. The main directions of the development of state policy and legislation in the field of reducing the negative impact of motor vehicles on the environment and public health have been defined. The main problems of reducing the negative impact of motor vehicles on the environment and public health, as well as the development of state and legal mechanisms to overcome them have been determined. The main environmental problems faced by governments are the use of internal combustion engines and fuel quality indicators. Many EU countries are refusing to further impose more strict requirements on the operation of motor fuel engines, instead introducing mechanisms to completely abandon such vehicle propulsion systems. However, such a refusal raises another problem of greening of road transport – the problem of electrification of transport, in the process of which it is necessary to solve the problems of transport energy and disposal of used batteries of electric vehicles. The authors have emphasized on inexpediency that to be limited in the long run only to mechanisms for setting more strict emission requirements for cars. The authors have indicated the need for a comprehensive approach to solving environmental problems to prevent the emergence of new significant difficulties – the accumulation of used batteries of electric cars, the depletion of non-renewable resources for their manufacture, etc. It has been offered to join Ukraine to the pan-European initiative of electrification of road transport, to develop the state program for the transformation of the motor transport industry with clear deadlines for the introduction of restrictions on the use of internal combustion engines, to introduce mechanisms to financially stimulate the transition from internal combustion engines to electric combustion engines.

The increasing role of specialized prosecutor's offices on supervision of ecological and industrial (coal-mining) safety is considered in the article. The President of the Russian Federation approved a number of standards and legal documents confirming that the environmental problem had become a threat for national security of the state and society. Statistical data on inter-regional nature protection by prosecutor's office and prosecutor's office on supervision of obeying the laws in the coalmining industry are provided in the article. Specialized prosecutor's offices of the Kemerovo region actively participate in protection of the ecological rights and freedoms of citizens and the rights of employees of the coalmining enterprises for work in the conditions meeting the requirements of industrial safety. Special attention is paid to the supervision in the sphere of water, atmospheric air, forest exploitation, industrial and consumption waste legislations.

Introduction. Coal industry is one of the main economy sectors of many countries. However, it poses a danger to the environment and human health. Since the Kemerovo region is a region with a developed industry, the problem of maintaining genetic homeostasis is highly relevant. Miners are exposed to various harmful factors that can act as genotoxicants and cause various DNA damage.The aim of the study was to explore the associations of polymorphic variants of DNA repair genes with chromosomal instability in coal mining workers.Materials and methods. Polymorphic variants of genes of enzymes of reparation DNA (XPD (rs13181), XPG (rs17655), XRCC2 (rs3218536), XRCC3 (rs861536), XRCC4 (rs2075685), XRCC4 (rs1805377)) and chromosomal aberrations in blood lymphocytes of 307 miners of coal mines in Kuzbass, 338 residents of the Kemerovo region who did not work in industrial enterprises were analyzed.Results. The frequency of chromosomal aberrations in the group of miners (4.01±0.14) was significantly higher than in the group of individuals who did not work in production (1.67±0.06, p<0.0000005). We found that allelic variants in genes XPD (rs13181), XRCC3 (rs861536), XRCC4 (rs2075685), are associated with the increased chromosomal damage in miners.Conclusions. Coal production has a negative impact on the genome of workers and can lead to the formation of cytogenetic disorders, which determines the need to develop measures for the comprehensive prevention of diseases caused by the accumulation of DNA damage. The results of the study will expand the existing understanding of the formation of the human genetic apparatus individual sensitivity to the effects of genotoxic factors, as well as formulate recommendations for coal mining workers in accordance with their genetic characteristics.Conflict of interests. This article examines the role of work environments and workers’ grievances as factors generating wildcat strikes in the US coal mining industry from 1970 to 1977, a period of intense worker–management conflict. Drawing on historical and empirical evidence, it argues that the classical wage-bargaining model of authorized strike activity fails to account for variation in the incidence of wildcat strikes in general, and those in the coal mines in particular. The analysis employs a unique data set on wildcat strikes in the coal industry during the period. This article brings the analysis of the causes of wildcat strikes into closer dialogue with social and labor movement theory.
