The rapid growth in high-tech production is a key development trend in the modern world industry. However, the situation in the developing countries, as well as in “transition economies” (former socialist countries) differs from the one in developed countries. The economy restructure during the transition “from plan to market” in the post-Soviet states after the collapse of the USSR did not improve the state of the industrial sector in these countries. On the contrary, some industries were lost, economic interregional and intersectoral relations were destroyed when they became sovereign countries. And their foreign trade was reoriented outside the Commonwealth of Independent States (CIS) and later the Eurasian Economic Union (EEU). The purpose of the article is to assess the degree of readiness of the EEU and the CIS countries as a whole for the digital transformation of the economy on the basis of an analysis of their innovative and industrial development. The differentiation of the EEU countries by the level of industrial development, as well as the degree of lagging behind global trends in the transition to a post-industrial economy, is revealed. The analysis of the positions of the EEU countries in international rankings showed, that these countries continue to yield to the world leaders in terms of innovation activity and economic development. Today this gap may even widen. Only three countries still correspond to the main trends of world innovative development in the post-Soviet space: Russia, Kazakhstan and Belarus. Others have difficulties in innovative and industrial development.

Research background: In the modern world the rate of global transformation of economic processes is constantly increasing, while stimulating the growth of industrial production in the countries of the world. The industrial sector plays an important role in achieving stable growth in national wealth indicators, as well as in ensuring national security. Accelerating the pace of industrial development, especially high-tech, contributes to an increase in employment and the transition to a balanced economic development of the country. Purpose of the article: The main purpose of the publication is to study the current state and structural transformations in industry in the world economy, to analyze the level and dynamics of the main indicators of industrial development. Methods: Using statistical analysis of time series and dynamics indicators, the authors have evaluated the development trends of the industrial sector, based on the methods of scientific knowledge, a comparative analysis of the systematic results of development indices characterizing the functioning of industry around the world. Findings & Value added: A statistical analysis of the development of the industrial sector in the context of globalization allows the authors to determine the exact number of enterprises, the costs of the industry and their income, as well as the contribution made to the development of both region and the country as a whole. In this research the authors have considered the main economic indicators of industrial development in the world. The authors have systematized the main measures aimed at the development of the industrial sector.

The article describes the reasons of participation of less developed countries in the world integration processes, initiated by developed and newly industrialized countries in conditions of intensification of geopolitical and geoeconomic risks in the modern world economy, possible directions of cooperation between them are determined. The assessment of mega-regionality of integration blocks, of their ability to carry out inter-block cooperation and economic integration is given. The state of trade and economic cooperation of the EAEU with integration associations (EU, ASEAN, APEC, SCO), mega-blocks (CETA, RCEP) and their participating countries for the period 2010-2017 is analyzed. On the basis of this features and tendencies of development of trade of the Eurasian Economic Union with the mentioned integration groups are distinguished, the potential benefits of the EAEU participation in the global and mega-regional integration processes initiated by the countries-leaders of integration agreements, as well as from trade and economic cooperation with them, and threats to the Union in general and to the participating countries is defined. The priority directions and algorithms of development of trade and economic cooperation of the EAEU with the considered integration blocks in the format «block – block» and «block – country» are noted, the basis of which is the determination of points of entry – countries and entry goods.

In the paper, we investigate the main causes and consequences of de-industrialization manufacturing and identify important factors influencing the structural transformation of the industrial sector through the prism of global technological challenges. Important challenges identified include environmental challenges of the threatening impact of climate change, digitalization in all spheres of public life, the technological leadership of developed countries in context field of Industry 4.0, changes in the geopolitical landscape and trade conflicts between countries; migration and population aging; changes in competencies and retraining of employees to acquire digital skills; cybersecurity and volatility threats; quarantine amid the COVID-19 pandemic. The current structural imbalances of Ukrainian industrial development are considered and the current state and dynamics of structural changes in the Ukrainian economy in technological, reproduction, sectoral and foreign economic dimensions are analyzed. Crisis trends in the Ukrainian industry developed long before the start of the COVID-19 pandemic: comparing the structure of Ukrainian industry by type of economic activity, a decrease in the share of the manufacturing industry, a loss of production potential for a number of high-tech industries (automotive industry, instrument making, shipbuilding) and a decrease in added value in manufacturing industry with Ukraine's establishment as an independent state in which profound political, social and economic reforms have begun to take place. The analysis made it possible to determine further opportunities for industrial development, taking into account harmonization with European trends in digital and green transformations in industry. Based on the research results, complex directions for solving structural imbalances in industry at interrelated levels are proposed: state, regional and local levels. Overcoming the consequences of Ukrainian manufacturing deindustrialization in the context of European integration is dependent on developing and implementing relevant policy of manufacturing modernization and principles of the "circular economy"; integration into strategic value chains; creating conditions for training personnel with digital competencies; development of an innovative infrastructure – scientific, industrial, technological parks, innovation clusters and business-incubators. This will lead to the development and introduction of domestic innovation in production, which in turn should inspire further progress in the innovation structural transformation in Ukrainian economy and help to enhance national competitiveness and achieve sustained economic growth.

The subject of this research is the legal and cognate framework strategic aspects of the Eurasian Development Bank (EDB) as the key regional financial and investment institution that lend support to integration projects in the industrial sector in the countries of operations on a priority basis. The goal of this research lies in the conceptually systematization of the framework strategic and legal grounds of the  activity of the Eurasian Development Bank as the mechanism for the development of cooperation between EAEU member-states in the sphere of technological modernization of the economy and manufacturing of high-tech and science-driven products based on the cooperation projects with integration component. The author analyzes the instruments that are part of law of the Bank and determine its engagement in the integration processes in the industrial, agricultural and energy spheres, which suggest technological modernization. The conclusion us made that the current project and related analytical work of the EDB is in line with the trends of operation of the multilateral development banks, as well as correlated the requirement for increasing global competitiveness of the EAEU. The novelty of this research consists in comprehensive examination of the system of legal instruments aimed at implementation and strengthening of the potential of the Eurasian Development Bank as one of the mechanisms of industrial and technological integration within the EAEU. The author’s main contribution consists in argumentation of the position that overcoming systemic problems that persist in the activity  of the EDB, with the support of the national governments and national institutions of development, as well as active cooperation with the Eurasian Economic Commission, would most positively affect the intensification of the processes of industrial and technological cooperation and turning the EAEU into one of the most influential integration associations in modern world.

The current development stage of globalization process and market reforms in the industrial sector of the national economy requires from scientists and practitioners to design qualitatively new approaches to formation of the strategic development in different economy branches for geopolitical evaluation of threats and challenges. Technological backwardness in Russia increases comparing to developed countries. The poor participation of Russia in international scientific and technical exchange is explained by inconsistent government policy on development and use of intellectual potential, modernization and improvement of manufacturing industry competitiveness, promotion of high-tech products at foreign markets. Reported problems are observed in the pharmaceutical industry, industrial-technological system, which is now almost destroyed, leading to a critical level of dependence on drug imports. However, the pharmaceutical industry as one of the most high technology industries can lead to innovation development in Russia.

This study is relevant due to the multidimensionality and interdependence of industrial development and the indicators of innovation and technological activities and marketing efficiency. The use of economic and mathematical modelling of dependencies between key macroeconomic parameters of the national economy development made it possible to qualitatively analyse the impact of the indicators of marketing efficiency, innovation and technological activities on the parameters of industrial development. The influence of the volume of financing for innovation activity, the introduction of new technological processes and the volume of production of innovative types of products on the change in the volume of sold industrial products is econometrically taken into account. The multidimensionality of the dependencies of choosing an effective model of the dependence of the volume of sold industrial products on the factors in innovation and technological activities was the reason for building a power model. The uniqueness of using an integrated model of the dependencies of innovation and technological activities and industrial development lies in taking into consideration latent factors that influence changes in industrial production, including funding for innovation in the country’s industrial sector, the number of new technological processes and the level of mastering the production of new innovative types of products. The effectiveness of the study is explained by the fact that the selected system of indicators and dependencies helped to identify a number of risks to Ukraines’ industrial development, for example, a critical decline in innovation and technological activities of industry.

Introduction. The presented work considers the main features of the high-tech sphere, presents trends in its development taking into account the requirements of time and processes of globalization and integration based on the generalization and analysis of theoretical, analytical and statistical information layer.  It is determined that the concept  of high technology is a new technology based on the current stage of scientific and technological development. They correspond to a specific list of world commodity markets and priorities of scientific, technical and innovation policy of developed countries. The peculiarity of high technologies is that their rapid development changes the market and accelerates in other sectors of the economy.The purpose of the study is the process of creating new high technologies, and the subject of the study is the analysis of the main trends in the development of high-tech industry. The aim of the study is to consider the processes of globalization in the context of their impact on the high-tech sphere. The study is based on the analysis of research in the field of high technology and the formation of major trends in high-tech development, which allows to predict the main vector of development of high-tech sphere and the ability to forecast the development of domestic high-tech sphere.Research methods. The article used general scientific and specific research methods, in particular: comparison - to study the theoretical foundations of high-tech development and the formation of a categorical research apparatus; analysis and synthesis - in the process of identifying trends in the development of high-tech sphere.Research results. Technological progress has completely changed the structure of the modern world economy. Thanks to technology, new activities have now been developed, many of which are efficient and highly profitable. A classic example of the impact of      the introduction of high technology in everyday life is the emergence and use of new information technology. With the widespread use of new communication technology, this has dramatically reduced the cost of voice, data, text, images, and international charges for the transmission of information. Note that not every technology is a commodity and not every brand of technology. Technology can be a commodity in a certain field of activity, from an idea to a market, where you can identify applications that can be commercialized, analyzed and used. However, in this case, the technology must meet the requirements of standard products, such as patents, know-how, industrial or industrial designs, manufacturing practices, equipment and other equipment, technology, in short, as a means of production. technological processes.Perspectives. In future research we plan to identify the main problems of development of high-tech sphere of Ukraine; a promising direction is to determine the main characteristics of high-tech products, which are formed at each stage of production and in the presence of unsatisfactory characteristics, possible intervention in the production process of a prototype high-tech product.

Against the background of international openness and globalization of the world economy, it is very difficult to achieve higher competitiveness in the state without the support of friendly neighbors. In this age of competition of constructive ideas, high technologies, knowledge-intensive the problem of innovative development of the Republic of Kazakhstan in the context of the Eurasian Economic Union became central dominant of understanding the goals and methods of reforming the modern state economy. The main ambitious goal is a breakthrough of Kazakhstan in the 30 most competitive countries of the world. This goal promotes the development of a coherent policy of modern developments management and the formation of a national innovation system with effective mechanisms of interaction between government, business and science in the context of the EEU. Kazakhstan tries to integrate experience of developed countries into this process. These countries began their journey to progress from the unification into regional economic alliances. The article analyzes the integration processes and actions of economic activity of participating countries of the Eurasian Economic Union in the new environment. It also examines contemporary processes of globalization and the necessity of creating an economic union, particular features of the regional economic communities. The article includes materials of the Eurasian Economic Union historical background. There was conducted analysis of integration processes development in the economic environment on the example of post-Soviet states joined in the Eurasian Economic Union.

Introduction. The deindustrialization processes in Ukraine can be defined as the result of national industrial potential degradation, that throws domestic economy back in the past in comparison with highly developed countries. At the same time, the restoration of the industry is constrained by sharp "investment hunger», which deepens the problems of unemployment and emigration of the population, preserves a low standard of living. Overcoming the systemic problems prevailing in the domestic industrial sector requires the decisive use of effective industrial development instruments, one of which is industrial parks. Purpose. The article aims to argue the perspective directions of the Ukrainian industrial sector development using the mechanism of industrial parks on the basis of international experience analysis. Method. Methodological base of the paper covers a complex of complementary methods of scientific research of economic processes and phenomena: historical and logical method, method of system analysis, methods of economic and mathematical modelling, comparative and statistical analysis, general scientific methods of analysis and synthesis, methods of induction and deduction. In order to carry out the complex analysis, methods of computer processing, analysis and display of information using the Microsoft Excel program also are used. Results. The article has discussed essential and economic and legal aspects of industrial parks creation as a mechanism for the formation of a favourable investment climate in order to increase the international competitiveness and develop industrial sector of Ukraine. Advanced international experience of using industrial parks to provide accelerated economic growth on an innovative basis has been analysed. Existing preconditions and prospects for activating the policy of industrial parks creation in Ukraine have been investigated. Legislative initiatives to promote the opening and launching of new industrial parks in the domestic practice of industrial development have been argued. The measures of industrial policy, which should complement the existing legislative norms and initiatives concerning the development of a network of industrial parks in Ukraine, have been outlined. The results of the econometric analysis of industrial parks influence on the main macroeconomic indicators (gross domestic product, foreign trade, employment, volumes of industrial production) of Ukraine have been presented.
