The subject of this research is the legal and cognate framework strategic aspects of the Eurasian Development Bank (EDB) as the key regional financial and investment institution that lend support to integration projects in the industrial sector in the countries of operations on a priority basis. The goal of this research lies in the conceptually systematization of the framework strategic and legal grounds of the  activity of the Eurasian Development Bank as the mechanism for the development of cooperation between EAEU member-states in the sphere of technological modernization of the economy and manufacturing of high-tech and science-driven products based on the cooperation projects with integration component. The author analyzes the instruments that are part of law of the Bank and determine its engagement in the integration processes in the industrial, agricultural and energy spheres, which suggest technological modernization. The conclusion us made that the current project and related analytical work of the EDB is in line with the trends of operation of the multilateral development banks, as well as correlated the requirement for increasing global competitiveness of the EAEU. The novelty of this research consists in comprehensive examination of the system of legal instruments aimed at implementation and strengthening of the potential of the Eurasian Development Bank as one of the mechanisms of industrial and technological integration within the EAEU. The author’s main contribution consists in argumentation of the position that overcoming systemic problems that persist in the activity  of the EDB, with the support of the national governments and national institutions of development, as well as active cooperation with the Eurasian Economic Commission, would most positively affect the intensification of the processes of industrial and technological cooperation and turning the EAEU into one of the most influential integration associations in modern world.

Research background: In the modern world the rate of global transformation of economic processes is constantly increasing, while stimulating the growth of industrial production in the countries of the world. The industrial sector plays an important role in achieving stable growth in national wealth indicators, as well as in ensuring national security. Accelerating the pace of industrial development, especially high-tech, contributes to an increase in employment and the transition to a balanced economic development of the country. Purpose of the article: The main purpose of the publication is to study the current state and structural transformations in industry in the world economy, to analyze the level and dynamics of the main indicators of industrial development. Methods: Using statistical analysis of time series and dynamics indicators, the authors have evaluated the development trends of the industrial sector, based on the methods of scientific knowledge, a comparative analysis of the systematic results of development indices characterizing the functioning of industry around the world. Findings & Value added: A statistical analysis of the development of the industrial sector in the context of globalization allows the authors to determine the exact number of enterprises, the costs of the industry and their income, as well as the contribution made to the development of both region and the country as a whole. In this research the authors have considered the main economic indicators of industrial development in the world. The authors have systematized the main measures aimed at the development of the industrial sector.

In the modern conditions of economic development, the development of the industrial complex is being transformed with emphasis on digital technologies and high-tech production. The article considers new principles of the implementation of the state’s economic policy taking into account the challenges of the fourth industrial revolution, as well as the results of the analysis of the main indicators of industrial development, both in the world and in Russia in particular, including the assessment of the current state of innovation and technological activity of the industrial sector of the Russian economy. At the same time the authors pay special attention to the analysis of modern trends in the development of industry in countries with both a high level of high-tech production and a low level. The paper analyses the prospects of Russian industry development to justify the need for technological breakthrough strategies and technological modernization of industrial enterprises.

The purpose of the article is to study and highlight promising areas of development of the space industry of Ukraine based on the potential of scientific and technical development, which was formed in at least years of space industry of Ukraine taking into account political, economic, social trends in Ukraine and the international economy. The methodological and informational basis of the study are the works of national and international statistical publications and reports, publications of consulting companies, information materials of space companies. To achieve this goal, a systems approach, correlation-regression analysis, methods of historical and logical approach, dialectical development, linguistic level of description of systems as the highest level of abstraction were used. Assessment of the success of modern world business and prospects of scientific and technological development of high-tech business, in particular space enterprises was analyzed using reports of such well-known publications as Fortune, McKinsey, SRG, MIT Technology, statistics of international organizations OECD, WIPO, World Bank, statistics State Statistics Service of Ukraine, State Space Agency of Ukraine. Value / originality. Comparative analysis of scientific and technical development of successful international economies, world aerospace business and scientific and technical development of Ukraine's economy and its space industry revealed weaknesses in the further development of space enterprises, propose measures to eliminate shortcomings, propose a scheme for selecting promising scientific and technical directions. industry and explore some correlation of important components of innovation development to the Global Competitiveness Index (GCI).

The subject of the study is the legal aspects of the development of industrial and technological cooperation of the EAEU member-states in pharmaceutical sector aimed at ensuring import substitution and going global through reinforcement of export potential. The goal of this article lies in elaboration of the conceptual model of legal regulation of industrial and technological cooperation of the EAEU member-states in pharmaceutical sector. The author explores the global challenges faced by the pharmaceutical sector of the EAEU countries, framework regulation of its technological modernization on the national level, questions of formation of the system of strategic and legal grounds of industrial and technological modernization of the sector within EAEU, as well as the mechanisms which legal regulation would contribute to building the technological and industrial capacity. The conclusion is made that the legal model of industrial and technological integration in pharmaceutical sector is represented by the structured system of legal grounds that reflects the structure of the legal structure of EAEU and is similar to the legal models of other vectors of industrial and technological integration. It implies the combination of international treaty framework and provisions contained the legislative acts of the EAEU. The novelty of this work lies in comprehensive analysis of legal issues of theoretical and applied nature that emerge in the process of this vector of integration. The author’s special contribution consists in modeling the legal space of sectoral integration and forecasting the trajectory of its further development.

The rapid growth in high-tech production is a key development trend in the modern world industry. However, the situation in the developing countries, as well as in “transition economies” (former socialist countries) differs from the one in developed countries. The economy restructure during the transition “from plan to market” in the post-Soviet states after the collapse of the USSR did not improve the state of the industrial sector in these countries. On the contrary, some industries were lost, economic interregional and intersectoral relations were destroyed when they became sovereign countries. And their foreign trade was reoriented outside the Commonwealth of Independent States (CIS) and later the Eurasian Economic Union (EEU). The purpose of the article is to assess the degree of readiness of the EEU and the CIS countries as a whole for the digital transformation of the economy on the basis of an analysis of their innovative and industrial development. The differentiation of the EEU countries by the level of industrial development, as well as the degree of lagging behind global trends in the transition to a post-industrial economy, is revealed. The analysis of the positions of the EEU countries in international rankings showed, that these countries continue to yield to the world leaders in terms of innovation activity and economic development. Today this gap may even widen. Only three countries still correspond to the main trends of world innovative development in the post-Soviet space: Russia, Kazakhstan and Belarus. Others have difficulties in innovative and industrial development.

The article examines the state of production capacity of Russian industry. It is shown that in spite of certain positive shifts, the rate of technological modernization in recent years has been insufficient for marked progressive changes in the capacity structure and quality. In contrast to the industrial growth after the crisis of 1998 that took place in the presence of significant reserves of capacity, the current level of idle capacity is much lower. The lack of mass input of modern and high-tech industries objectively limits the possibilities of import substitution and economic growth.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

Problem setting. The study of the potential of cultural diplomacy has been growing rapidly in recent times. This is due to the realization of the failures of traditional and «force» diplomacy, which often demonstrate the inability to ensure the successful solution of important international problems. Researchers note the need to use cultural diplomacy to intensify and increase the effectiveness of international cooperation. Target of research. Understanding the actualization of cultural diplomacy of Ukraine in the modern world, an attempt to analyze its legal basis. Analysis of resent researches and publications. The concep «cultural diplomacy» is more common in scientific discourse. Scientists such as D. Vedeneev, V. Kostrov, T. Peresunko, N. Musienko, V. Tsyvaty, M. Kulinich, O. Rozumna, and others have contributed to the development of the role of cultural diplomacy in the foreign policy vector of the Ukraine. Political science works predominate among the researches. Few works analyze the legal aspects of cultural diplomacy. Article’s main body. In the context of globalization there is a loss of national origins. Therefore, states must use all their potential to preserve and enhance their own and the world’s cultural heritage, mutual understanding and support of interethnic harmony. International legal thought defines the concept of «diplomacy» in different ways, sometimes identifying it with international law or foreign policy. However, diplomacy is one of the most important tools of foreign policy, along with its components such as the armed forces, intelligence, economic ties, and so on. Cultural diplomacy is a type of diplomacy that uses the country’s cultural heritage as a means to an end. The role of cultural potential in international relations is highly valued. It is cultural diplomacy, not the use of force to impose political, ideological ideas, which aims to unite countries. Ukraine is returning to the active use of cultural diplomacy tools in the XXI century, when there was an urgent need for broad international support for the implementation of ambitious European integration plans. The system of coordination, stimulation and organization of cultural activities at the international level allows identifying the tasks of cultural diplomacy of Ukraine. Ukrainian cultural diplomacy based on international legal instruments ratified by Ukraine and acts of national legislation. The analysis of the problem allows determining the urgent task of creating a favorable legislative framework for the maximum effectiveness of cultural diplomacy. Conclusions and prospects for the development. The filling of legal gaps in cultural diplomacy should take place in the vector of recognition of culture as a subject of foreign policy, awareness of its reputational and social potential. Ukraine faces the task of updating old and finding new cultural images and symbols to create a decent image of the country, as well as to create an appropriate legal framework for the effective implementation of the tasks of cultural diplomacy.

Due to the fact that the modern world is in the context of globalization, the development of the countries of the world is accompanied by a qualitative increase in technology in the field of science and technology, in connection with which, there is an internationalization of scientific developments, high-tech production, as well as competition between countries over the distribution of resources is intensifying, in terms of new developments and development in general. Cooperation in itself bears the potential of mutual assistance, joint solution of a set of international, scientific problems by the participating countries. For this reason, modern scientific cooperation is a consequence of well-built scientific diplomacy. Scientific diplomacy is called upon to promote the development of scientific cooperation; it is aimed at maintaining partner diplomatic relations, which, on the one hand, can use science to bring together interstate priorities, and, on the other hand, contribute to the development of science itself. The latest diplomacy has adopted scientific approaches and is actively solving modern challenges facing governments and countries. The article discusses the work of international organizations in the designated area of research, provides Kazakhstani experience in resolving the issue

Abstract The development of national innovative systems is intended to solve a number of issues: from decreasing socio-economic inequality in countries and regions to creating environments favourable to new high-tech production and diversification of industrial composition. Determination of the possibilities for expanding the set of innovative types of economic activity must be scientifically substantiated, since significant financial, material and human resources may be consumed in creating and supporting new economic sectors within the framework of state policy. This article contains an attempt to create a mechanism for revealing promising trends in the development of an innovative economic sphere, taking into account comparative advantages in the commodity composition of exports by determining technological proximity indicators. The article aims to substantiate the possibility of using the concept of technological proximity in developing national innovative systems. The study employs technological proximity indicators based on the revealed comparative advantages (RCA) of countries by commodity groups of export. A matrix of technological proximity in the industrial fields (at a six-unit level) for 28 countries of the European Union in 2007–18 was made. The results revealed comparative advantages by groups of high-tech products in EU countries in real time. The analysis of technological proximity in the industrial sector has shown the types of economic activity connected with the innovative sector, which was used to determine the countries’ degree of participation in the manufacture of high-tech products. The proposed mechanism can be used in the development and implementation of national and regional policy in the sphere of innovative systems, since it allows promising areas for creation and support of new high-tech productions to be determined.
