The article shows the difficulties and risks that arise when implementing the HACCP system in Russian enterprises of the food industry. An expert group of specialists of different profiles and competencies identified the risks using the brainstorming method. An analysis of the risks that arise during the development and implementation of a food safety system based on the principles of HACCP showed that according to the source of occurrence, they are divided into two groups: external and internal. External risks include the risks posed by the state, which, according to experts, are the most significant. These include: poor educational work; lack of explanatory materials on the preparation and implementation of the system; lack of harmonization of HACCP requirements with the regulatory framework of the Russian Federation; complex terminology, complex presentation of information, etc. Internal risks include risks from the management and personnel of catering enterprises: a formal approach to the creation and implementation of the system, a low level of education for linear personnel, an imperfect incentive system, non-compliance with discipline in maintaining records and documents of the system, etc. The article describes actions to minimize the identified types of risks.

The HACCP system in the food industry has a different impact, depending on the structure of the market mechanisms. In order to make a real assessment of the process from the introduction of the HACCP system, as well as the benefit of the analysis, it is necessary to assess the positive effects of the information available to consumers for the purpose of choosing and making the right decision when purchasing food in order to reduce the risk that can be caused by the consumption of food. The analysis also determines the responsibility of a higher level of food safety through measurements that relate to the marginal profit and costs, not only at the level of critical points in the process, but also the marginal profit expected from the investments. Food quality and safety are part of the most important aspects of food production and distribution. Each manufacturer, through the proper way of managing food safety, has an obligation to offer quality food on the market, with proper nutritional properties, organoleptic properties, hygienically correct, which positively influences the health of consumers.

Food safety, as legislative demands are clearly ask, is not compulsory just for food industry but is regarding all entrepreneurs that are a part of food chain, from primary food producers like farms, to consumer as final step. The prerequistite programs for primary food producers are helping them to implement a simple and practical HACCP system and it will make them more competitive on the market.

Приводятся сведения о разработанных специалистами АО МосводоканалНИИпроект научных исследованиях и проектных решениях в области очистки поверхностных сточных вод с территории Москвы, причинах загрязнения водоисточников неочищенными поверхностными стоками в 1970х годах. Представлены основные характеристики комплексов глубокой очистки поверхностных стоков, разработанных проектов очистных сооружений для промышленных предприятий с площадью водосбора 0,3 1 5 10 и 15 га. Показано, что эффективность очистки поверхностных сточных вод соответствует требованиям, предъявляемым к водоемам рыбохозяйственного значения. При этом для обезвоживания осадка, образующегося в накопительном резервуаре очистных сооружений, в технологической схеме предусмотрена песковая площадка, а для сбора плавающих нефтепродуктов нефтеразделитель. Новизна разработанной технологии обезвреживания поверхностного стока и обработки осадка была подтверждена пятью патентами РФ, одобрена Госстроем РФ, Центральным управлением по рыбохозяйственной экспертизе и нормативам по сохранению, воспроизводству водных биологических ресурсов и акклиматизации, Городской санитарной службой Москвы и области, службами Москомприроды и Мосгосэкспертизы. Показан вклад специалистов лаборатории обработки природных, промышленнодождевых сточных вод и осадка в решение проблем очистки поверхностного стока. Приведена информация об истории развития и перспективных направлениях научной деятельности лаборатории, ее планах в организационнометодической и воспитательной работе с молодыми специалистами.Information on the research and design solutions developed by the experts of MosvodokanalNIIproject JSC in the field of surface runoff treatment from the territory of Moscow, the causes of water sources pollution with raw surface runoff in the 1970s. The basic characteristics of the complexes for the enhanced treatment of surface runoff, the developed projects of wastewater treatment facilities for industrial enterprises with a catchment area of 0.3 1 5 10 and 15 ha. It is shown that the effectiveness of surface runoff treatment meets the requirements to water bodies of commercial fishing importance. At the same time, for dewatering of sludge generated in the retention basin of wastewater treatment facilities, a grit dewatering bay is included into the process flow scheme, and an oil separator is used to collect floating oil products. The novelty of the developed technology for neutralization of surface runoff and sludge treatment has been acknowledged by five patents of the Russian Federation, approved by Gosstroy of the Russian Federation, the Central Department of Fisheries Examination and Review and Protection and Renewal and Acclimatization Standards, the Moscow City and Moscow Region Sanitary Service, Moskompriroda and Mosgosekspertiza services. The contribution of the research workers of the laboratory for the treatment of natural, industrialstorm wastewater and sludge processing to the solution of problems of surface runoff treatment is demonstrated. The information about the history of development and promising areas of research activity of the laboratory, its plans in the organizational, methodological and educational work with young professionals is given.

Employees of the federal courts' apparatus, in accordance with the current regulations, are public civil servants. In practice and in existing scientific research there is an approach to determining the legal status of this category of public servants through their duties, without specifying the specific requirements for candidates for the position to be filled. The purpose of this study is to define additional qualification requirements to be imposed on the applicant for the position of State Civil Service «Court Secretary» in court, in addition to those contained in the Federal Law «On State Civil Service of the Russian Federation» and orders of the Judicial Department of the Supreme Court of the Russian Federation. The tasks of this work are to study the theoretical foundations of the concept of «status of a State civil servant », to compare federal legislation, decrees of the President of the Russian Federation, decisions and other acts of ministries and departments in the field of the State civil service in the apparatus of federal courts; Justification for the need to include in the status of a public servant serving in the court apparatus additional requirements for the level of education. The methodological basis of the present study was the general scientific methods such as analogy, derivation, system analysis, as well as the private scientific methods: formal-logical, technical-legal and comparativelegal in their various combinations. The study concluded that it was necessary to distinguish the status of federal court staff according to the level of education required to replace a public civil service post, in particular the «Registrar of the Court».

This paper introduces computer vision systems (CVSs), which provides a new method to measure gem colour, and compares CVS and colourimeter (CM) measurements of jadeite-jade colour in the CIELAB space. The feasibility of using CVS for jadeite-jade colour measurement was verified by an expert group test and a reasonable regression model in an experiment involving 111 samples covering almost all jadeite-jade colours. In the expert group test, more than 93.33% of CVS images are considered to have high similarities with real objects. Comparing L*, a*, b*, C*, h, and ∆E* (greater than 10) from CVS and CM tests indicate that significant visual differences exist between the measured colours. For a*, b*, and h, the R2 of the regression model for CVS and CM was 90.2% or more. CVS readings can be used to predict the colour value measured by CM, which means that CVS technology can become a practical tool to detect the colour of jadeite-jade.

Historically, chemicals exceeding maximum allowable exposure levels have been disastrous to underdeveloped countries. The global food industry is primarily affected by toxic chemical substances because of natural and anthropogenic factors. Food safety is therefore threatened due to contamination by chemicals throughout the various stages of food production. Persistent Organic Pollutants (POPs) in the form of pesticides and other chemical substances such as Polychlorinated Biphenyls (PCBs) have a widely documented negative impact due to their long-lasting effect on the environment. This present review focuses on the chemical contamination pathways along the various stages of food production until the food reaches the consumer. The contamination of food can stem from various sources such as the agricultural sector and pollution from industrialized regions through the air, water, and soil. Therefore, it is imperative to control the application of chemicals during food packaging, the application of pesticides, and antibiotics in the food industry to prevent undesired residues on foodstuffs. Ultimately, the protection of consumers from food-related chemical toxicity depends on stringent efforts from regulatory authorities both in developed and underdeveloped nations.

Рассмотрен опыт внедрения системы менеджмента безопасности пищевой продукции на ОАО Кондитерский комбинат «Кубань». Установлены физические, химические и микробиологические факторы, снижающие безопасность продукции, производимой на ОАО Кондитерский комбинат «Кубань», – мучных кондитерских изделий и продукции цеха шоколадного производства. Перечислены разработанные и внедренные на комбинате пререквизитные программы для предупреждения опасности загрязнения продукции. Установлено, что внедрение превентивных мер позволило: поэтапно сократить количество критических контрольных точек на комбинате с 88 до 4, обеспечить отсутствие рекламации по качеству и безопасности выпускаемой продукции от контролирующих органов, снизить в 2019 г количество претензий от потребителей на 10%. по сравнению с 2018 г. The experience of implementing the food safety management system at OJSC Kuban Confectionery plant is shown. Physical, chemical and microbiological factors that reduce the safety of products produced at the Kuban Confectionery plant-flour confectionery products and products of the chocolate production workshop, have been established. Preliminary programs developed and implemented at the plant to prevent the risk of contamination of products are listed. It was found that the introduction of preventive measures allowed: to gradually reduce the number of critical control points at the plant from 88 to 4, to ensure that there are no complaints about the quality and safety of products from regulatory authorities, to reduce by 10% in 2019 the number of claims from consumers compared to 2018.
