In article the authors argue that the industrial future is the most important factor in ensuring sustainable development of a traditional industrial region. The conclusions are based on the study of the first results of socio-economic development in the context of the coronavirus pandemic, a prominent representative of traditionally industrial regions - the Sverdlovsk region. The authors base their own research on the conceptual guidelines of the scientific paradigm of sustainable development. Operative statistical data on the Sverdlovsk region are presented. In the study the conclusions were reached about the immediate prospects for the development of the Sverdlovsk region economy in the context of a new coronavirus infection. The processes that are an approximate scenario for the development of events at the regional level were identified. The importance of maintaining industrial specialization in the new realities of the economy as an important factor in sustainable development not only at the national level, but also at the regional level was revealed.

When the issue of welfare is addressed in Sweden analysis is usually focused on the national level, in a smaller number of cases on the local level, but rarely on the regional level. Studies on poverty are no exception. The aim of this paper is to analyse child poverty in Sweden, from a regional perspective, in 1990 and 2010. A multivariate cross-section OLS regression model is used to estimate regional factors causing child poverty. Regional macro data is used. The findings indicate that old industrial regions experience greater child poverty. The statistical analysis shows that when the share of foreign-born individuals increases in the regional population, so does the regional share of children living on social assistance. Higher incomes lower the regional share of children living on social assistance.

The article is devoted to the study of the impact of the industrial sector on ensuring economic security at the regional level. The article addresses the issues of orientation of methods assessment of economic security of the region, to use data that reflects the functioning of the industry and also to study of the contribution of manufacturing to economic security and sustainable development in Omsk region. The research uses scientific methods of comparison, analysis of materials, as well as the calculation method. The main results of the study are that the industrial sector of the regional economy is one of the key and mandatory components of ensuring regional socio-economic development, maintaining the necessary level of protection of the region, respectively, the performance of industry should be one of the main blocks in complex methods for assessing economic security at the regional level. Regarding the Omsk region, it is confirmed that the region in the context of economic security and social and labor stability is significantly dependent on the manufacturing sector.

Abstract In conducting the scientific endeavor we started from the assumption that directing the efforts of local communities based on the principles of sustainable development, the degree of socio-economic development of the Tecuci Plain will be improved in a time span of 25-30 years. The development of the plain is below its potential but it presents viable resources that can lead to the shaping of sustainable development strategies applicable at territorial level. The various works consulted point out that the sustainable development of an area requires a complex precede that provides the analysis of all factors which can influence human settlements’ development of perspective. In this sense it entails identifying the natural conditions of the Tecuci Plain and how they are reflected by the socio-economic development of human settlements, knowing that this space is identified at regional and national level as an important agricultural center that utilizes rationally the land. The quintessence that can accelerate the sustainable development of the territory is given by the accessibility to the local and regional context of the Tecuci Plain. Accessibility is also a prerequisite in establishing a network of centers polarizing localities that maintain functional interdependencies and diffusion of services across sectors. The knowledge of space and disorders diagnosing are absolutely necessary for integrating development policies to implement the phenomenon of territorial, social and economic cohesion. Rural settlements of the Tecuci Plain radiate around the only urban center, the city of Tecuci, center that tries to regain its identity and its importance by channeling efforts to promote agricultural products in the region, given that the secondary and tertiary sectors fail to gain ground in front of the basic occupation of 60% of the administrative units that are part of the plain. The rural component from the Tecuci Plain is actually a whole scale (system) “built” on a macro scale with three elements (subsystems): the physical subsystem (environmental and natural conditions), the social subsystem (rural population and habitat rural) and economical subsystem (external physical environment transformed by the rural population).

PurposeThe purpose of this paper is to show how institutional conditions affect food security at the national level.Design/methodology/approachA qualitative research with the usage of the methods of institutional, evolutionary, comparative and retrospective analysis is performed in this paper. During the study, emphasis was placed on the theory of sustainable development, the theory of economic security, the theory of economic systems and the theory of competitive advantages.FindingsFood security policies can be based on the use of the liberal or conservative paradigm. The liberal paradigm focuses on food supply. The conservative paradigm also considers food independence. The growth of global instability has led to increased use of the conservative paradigm. Within the framework of these paradigms, four alternative models of food security have been proposed: “Pure” market, procurement, distribution, directive. For their selection, the matrix method was used. The combination of market and nonmarket management methods in the production and distribution of food is considered. Each of the models is given a meaningful interpretation, and their strengths and weaknesses are identified, the conditions of applicability and efficiency factors are indicated.Originality/valueThe failure of the authorities to provide the population with access to food is largely determined by institutional factors. The system of national institutions sets limits for food security. The main limitations are: technological, land, labor, infrastructure, cluster, ecological. To overcome them, it is recommended to use the tools of innovative, scientific, technological, migration, financial, investment, cluster, sustainable development and other types of state policies. Institutional shocks that lead to crises have a significant impact on food security. The study, using the example of Russia, shows that effective institutional overcoming of them is possible using the conservative paradigm.

The aim of the report is to draw up the directions for development of the regions in the country, as well as leading trends in intelligent specialization. The starting points are analyzes of the Ministry of Economy and European Business Institute, taking into account the changes in the positions of Bulgaria according to the Global innovation index. Trends in the main innovative activities at NUTS 2 regional level were reported by analyzing objective statistical data of the National Statistical Institute. The changes at the national level in the three production technology groups have also been studied (low-tech, medium-tech, high-tech) as a precondition for regional structural change. Specifying the development trends in the main territorial units in the country will result in a focus on the areas concerned and targeting financial resources to places with the highest potential and perspective.

The need to move on the path of sustainable development is actively discussed in academic and government circles for four decades. During this time the own national concepts and methods of evaluating of the sustainability were created, both in developed and developing countries. In some cases, the number of indicators was calculated by the hundreds. Government authorities began to pay attention to issues of analysis of the sustainability but the problem is that not all the developed techniques are suitable for the practical use due to lack of the sufficient statistical data used in the calculations. It is necessary to highlight the lack of a unified methodology for evaluation of the sustainability that makes it difficult to analyse both global and regional trends and the lack of a systematic approach to the techniques analysis. The concept of sustainable development and its dimensions (economic, ecological and social) are considered in the article. Approaches to evaluating sustainable urban development, particularly at the national level are analysed. The performance indicators, indexes structures of economic, environmental and social dimensions are proposed. Based on the initial data, integral index and the degree of harmonization of sustainable development of ten small towns of Lviv region were calculated. The aim of the study is to analyze and improve the system of theoretical and economic tools for diagnosis and ensuring financial and budgetary security. The scientific approaches to the disclosure of the concept of the mechanism of ensuring economic security, the most important part of which is financial and budgetary security, are investigated. The above mechanism in these works is studied only within the framework of the national level (macro level), while due attention is not paid to the study of this concept at the regional level (mesoscale). The article formulates the concept of “a mechanism for ensuring the financial and budgetary security of the region”, and also proposes a new diagnostic toolkit for indicators of financial and budgetary security at the regional level, which was tested on the example of the Kirov region.

The authors analyze the indicators of national economic security that can be used at the regional level including those applied for assessing economic security of resource-producing regions. Food security of the country is the primary task of any state. The quality of life depends on the level of food security of the population. The economic security of a country is directly dependent on external and internal factors. Sustainable development of sectors and subcomplexes of the agro-industrial complex of the country and its regions is a fundamental internal factor in ensuring food security, which affects economic security. In its turn, the country's food security depends on the level and pace of development of agribusiness in the regions. The existing features of the agro-industrial complex in industrial regions set the task of a deeper and more detailed analysis and evaluation of the development of industries and subcomplexes of the agro-industrial complex. In the framework of this study, the state of the agro-industrial complex of the industrial region (on the example of the Kemerovo region) by the main indicators is considered. The necessity of further research of this issue in order to develop recommendations for improving the food supply system of the Kemerovo region is justified.

Sustainable development of territories at the national and global level has become a topical area of research since the end of the XX century. At the same time for each national economy individual priorities of achieving sustainability are defined. The paper is analysed the theoretical basis of the concept of “sustainable development” of the territory. The study reveals the direct link between sustainable development and economic security at each territorial level: from macro to micro. The analysis of domestic and foreign scientific studies, normative documents allows determining that ensuring economic security at different territorial levels contributes to the achievement of sustainability in their socio-economic development, and many indicators are identical for both security and sustainability assessment. The authors present a model of sustainable territories’ development of different levels on the basis of the implementation of the directions in the sphere of economic security.
