Socioeconomic Valences of the Human Settlements in Tecuci Plain in the Context of Sustainable Development

Abstract In conducting the scientific endeavor we started from the assumption that directing the efforts of local communities based on the principles of sustainable development, the degree of socio-economic development of the Tecuci Plain will be improved in a time span of 25-30 years. The development of the plain is below its potential but it presents viable resources that can lead to the shaping of sustainable development strategies applicable at territorial level. The various works consulted point out that the sustainable development of an area requires a complex precede that provides the analysis of all factors which can influence human settlements’ development of perspective. In this sense it entails identifying the natural conditions of the Tecuci Plain and how they are reflected by the socio-economic development of human settlements, knowing that this space is identified at regional and national level as an important agricultural center that utilizes rationally the land. The quintessence that can accelerate the sustainable development of the territory is given by the accessibility to the local and regional context of the Tecuci Plain. Accessibility is also a prerequisite in establishing a network of centers polarizing localities that maintain functional interdependencies and diffusion of services across sectors. The knowledge of space and disorders diagnosing are absolutely necessary for integrating development policies to implement the phenomenon of territorial, social and economic cohesion. Rural settlements of the Tecuci Plain radiate around the only urban center, the city of Tecuci, center that tries to regain its identity and its importance by channeling efforts to promote agricultural products in the region, given that the secondary and tertiary sectors fail to gain ground in front of the basic occupation of 60% of the administrative units that are part of the plain. The rural component from the Tecuci Plain is actually a whole scale (system) “built” on a macro scale with three elements (subsystems): the physical subsystem (environmental and natural conditions), the social subsystem (rural population and habitat rural) and economical subsystem (external physical environment transformed by the rural population).

Typologization of rural areas, taking into account differences in population density and level of socio-economic development, is necessary to identify “growth points” and strategic sustainability benchmarks. The method of integrated assessment of the level of socio-economic development of rural territories is proposed, according to which the grouping of Russian regions is carried out. Applying data on rural population density to the results of calculations allowed us to identify 12 typological groups, in the context of which unified recommendations on sustainable development of territories should be formed.

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

This article examines the socio-economic development of monotowns in Kazakhstan on the example of Zhezkazgan city. The authors analyzed the satisfaction of citizens with the living conditions in monotowns, as well as identified the problems of sustainable development and prospects for socio-economic transformation of this region. The results of the study showed that the main problem of a monotown is its dependence on the city-forming enterprise. At the same time, respondents expressed a high desire to migrate to other regions (78% of respondents).

In modern conditions, threats and risks are constantly emerging for the sustainable socio-economic development of various regions of the world, including Russia. In this regard, one of the most important is the problem of sustainable dynamic development of the country and its closest partner-countries, one of which is Mongolia. The article presents a historical analysis of international relations between Russia and Mongolia. The main points of the development of the economy of the RSFSR, the USSR and Mongolia after the signing of the coopera­tion agreement in 1921 are described. The analysis of the changed geopolitical conditions of the socio-economic development of Russia and Mongolia in connection with the collapse of the world socialist system and the unfolding modern economic crisis is carried out. The conducted research made it possible to conclude that it is necessary to develop a scientifically based medium-and long-term strategy for the socio-economic development of the country in the new geopoliti­cal realities. Recommendations on strengthening the role of the state in regulating the real sector of the economy and investment processes are offered. The study shows that the main directions of state policy in the field of sustainable development and national security, including food security, should be social, political and economic transformations for the sustainable development of the regions.

Forest areas and related resources are significant determinants of local development. Especially in regions characterized by considerable forest cover, the forest may constitute the basis and determine the pace and direction of socio-economic development. The study presents local development issues and discusses the diverse role and potential impact of the presence of forest areas on this development. The analysis of the scientific literature in this field allows us to conclude that this impact is highly significant, complex, and multifaceted and that conscious and responsible forest use planning can be the basis for the sustainable development of many territorial units.

The purpose of the article is is to determine strategic guidelines and priority directions of sustainable socio-economic development of rural communities and territories in the conditions of power decentralization and self-government reform in Ukraine. Research methods. The techniques of the abstract-logical method, analysis and synthesis, induction and deduction, analogy and comparison were used to generalise the study's theoretical and methodological aspects. In analytical studies, some economic and statistical methods were used to diagnose the trends in the development of rural communities and territories in the context of decentralization of power (comparative analysis, averages and relative values, statistical groupings, trend analysis, graphical method, index analysis, etc.)—some forms of abstract-logical tools allowed to formulate intermediate and final conclusions and proposals. Research results. It is proved that the sustainable development of rural communities and territories presupposes the unity and balance of its four components: economic, social, ecological and institutional. The economic component should be based on obtaining the maximum aggregate income while maintaining and increasing the working aggregate capital and production volumes of competitive products; social - on creating the optimal social conditions and improving the quality of human life as the primary value of the society; ecological - on the balance of biological and natural systems, the integrity of the biosphere and ecosystem and their ability to self-reproduction; institutional - on strengthening the institution's role in ensuring sustainable socio-economic development of rural communities and territories. Together, they constitute strategic guidelines for sustainable socio-economic development of rural communities and territories and provide specific priority directions. Scientific novelty. In the article, the complex of strategic guidelines and priority directions of sustainable socio-economic development of rural communities and territories in power decentralization and self-government reform at the primary level on four components have been improved (economic, social, ecological and institutional). This will substantiate the methods and mechanisms of implementation of state policy to ensure its. Practical significance. The defined and substantiated strategic guidelines and priority directions set out in the article can be taken into account in developing effective targeted government policy aimed at sustainable socio-economic development of rural communities and territories in Ukraine. The purpose of this study is to analyze the functioning of socio-economic development mechanism on the example of the Russian Federation, to provide conceptual justification of measures to improve the interactive response to the sustainable development of the territory using a cluster approach in the economic context. The study was implemented using a set of methods: including principles allowing for the use of general scientific and economic methods, which are a synthesis of abstract-theoretical analysis, system, factor, and structural-functional analysis, logical approach, statistical methods, simulation, situational and quantitative approaches. The author also applied private methodological tools of economic and mathematical modeling and others. The study substantiates measures to improve the regional mechanism of socio-economic development in a specific socio-economic space of the Russian Federation, which allows initiating the emergence of a significant multiplier effect in managing the economics of state development. Theoretical conclusions and suggestions can be used for further scientific development of the problem of regional socio-economic policy and allow an economic interpretation of the problems of sustainable socio-economic development of the territory. The results of the analysis and the identified trends presented in this study work are of independent value since they can serve as a basis for improving the efficiency of economists’ management decisions and developing the state socio-economic system when developing strategic guidelines for the socio-economic policy of sustainable development of the Russian Federation.

The transport infrastructure can be defined as a factor that guarantees the growth and economic development of the region, due to the functions of traversing space in terms of the movement of people and the exchange of goods. The effects of the impact of transport infrastructure on the economy of the region largely depend on how the society uses the services offered by infrastructure facilities and devices. The study examines the impact of transport infrastructure on the sustainable socio-economic development of the Wałcz Lake District. To conduct the analysis, a questionnaire addressed to entrepreneurs from this region was used. In the second part of the research, the indicators of sustainable development at the regional level were applied: the level of transport infrastructure and the level of socio-economic development of the studied area. The study is an attempt to fill the cognitive gap for areas outside the country’s main transport corridors. The existing differentiation in both the development of infrastructure and the economic attractiveness of urban and rural areas was shown. Factors influencing the effectiveness of implementing the concept of sustainable rural development were indicated.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.
